The Adontehene of the Akuapem Traditional Area, Nana Djan Kwasi II, has given National Security operatives who are currently occupying the Akuapemhene’s Palace, 24 hours to vacate the property or face their wrath.

A queen mother and two other chiefs of the Akuapem Traditional Area were on Wednesday picked up by National Security operatives and detained at the police headquarters in Accra.

The three were reportedly fueling a long-standing chieftaincy dispute in the area.

But the Adontehene of the Akuapem Traditional Area and chairman of a seven-member committee mediating the Akropong chieftaincy issue, says the chiefs can resolve the impasse themselves.

“We are giving 24 hours; they should let the people leave the palace. We can take care of our palace. If they want to do any investigation, they can go ahead and do it, but they can never sack our people from the palace, the whole Akuapemhene’s palace and put their people there. About the chieftaincy issue, we didn’t say anything because there is a committee working on that. And that is not the reason why we went there, but for people to take over Akuapemhene’s palace without our knowledge is the problem,” he added.

Meanwhile, a group calling itself the Concerned Youth of Okuapeman has said it will demonstrate against what it claims are attempts by some bigwigs to worsen the chieftaincy disputes in the area.

Speaking to Citi News, the convener of the group, Maxwell Asumani Addo said “We will not sit down for this thing to happen, we will take the right procedures and consult and organize a demonstration.”

“We’ve seen that a lot of people are poking their noses into the affairs of Okuapeman, and so we will not sit down. Akuapem has very peace loving people. We’ve realized that there is a lot of infiltration, and so we will also advise ourselves,” he added.

Background

The Chief of the area, Oseadeyo Nana Addo Dankwah III, died over two years ago, but his death led to controversy over the eligibility of the candidates vying for the stool.

The controversy prevented Akropong people from hosting the 2017 Odwira Durbar.

Committee formed

The Akuapem Traditional Council in December 2017, however set up a seven-member committee to resolve the impasse that has plagued the enstoolment of a new Okuapehene.

The committee made up of chiefs from various towns at Akuapem, was inaugurated during a meeting of the Akuapem Traditional Council at the Okuapehene’s Palace at Akropong in the Easter Region.

To maintain its neutrality, none of the members of the committee comes from the Asona Royal Family, which is the family that selects the Okuapehene from Akropong, the seat of the traditional council.

It is chaired by the Aburihene and Adontenhene of Akuapem, Otoubour Djan Kwasi II.

Former Attorney General Martin Amidu has urged the former National Security Coordinator, Yaw Donkor to stop protesting his invitation by the police for questioning and taste the bitter experience he meted out to others when he was in office.

Yaw Donkor has been invited by the Police with regards to his alleged involvement in a $279.4 million contract award; a claim he has vehemently denied.

But Martin Amidu who claimed he had been grilled by Mr. Donkor’s staff in the past stated in his latest epistle that “it does not lie in your mouth to be whining when the police bent over backwards to only invite you to the police station.”

“You never gave any of us whose fundamental rights and freedoms you violated without compunction the right to counsel, which you have been lucky to have been given by the police. Karma has caught up with you more mercifully than you allowed us whom you abused with impunity. You should have been ashamed even to protest in the media for the kid gloves with which the police have respectfully treated you.”

“You never allowed me as the former Minister of the Interior with responsibility for Security and Intelligence any modicum of respect when you ordered my search and arrest on 6th December 2012. You are lucky the bloody instruction you taught returned to plague you the inventor very mildly and respectfully from the police. Your predicament is Karma for abuse of the Constitutional rights of fellow citizen as a public officer during your oppressive service in the Security and Intelligence Services of Ghana,” he added.

YAW DONKOR’S WHINGEING IS KARMA FOR ABUSE OF THE CONSTITUTION AS A PUBLIC OFFICER: BY MARTIN A. B.K. AMIDU

Reading about the whining of almighty Mr.Yaw Donkor, former Bureau of National Investigations Director and immediate past National Security Co-ordinator, being invited to the police station as a result of a petition accusing him of suspected offences reminded me of the past wisdom of poets and sages about reaping what we sow.

Yaw Donkor appears to be oblivious of one of William Shakespeare’s sayings that: “We but teach Bloody instructions, which, being taught, return To plague the inventor….” It immediately struck me that either Yaw Donkor is not well read and knowledgeable in the affairs of this world and therefore was unfit to occupy the positions Mr. Peter Nanfuri groomed him for, or he answers to the saying in my first Gregg Typing Manual in Tamale Commercial School where I learnt that: “A fool will be a fool whether he goes to school or not.”

This may explain why people claiming to be well schooled when oppressing other citizens forget that: “…this even-handed justice Commends the ingredients of our poisoned chalice to our own lips.”

How could somebody like Yaw Donkor who has violated the fundamental human rights and freedoms of several citizens under the 1992 Constitution, including my poor self as his former sector Minister and Attorney General, be whining upon just a simple invitation to clear himself of suspicion of crime?

Has Yaw Donkor who has held himself out as a Security and Intelligence operative soon forgotten that at the dawn of 6th December 2012 my residence was invaded by two operatives of the BNI who searched it brutally and invited me along to his office at the BNI Head office – taking along my laptop, pen drives and mobile phones upon the orders of then President John Dramani Mahama, given to the National Security Co-ordinator and him as the Director of the Bureau of National Investigation?

Has he so soon forgotten that my late very sick mother who was then living with me attending hospital went through the ordeal with the rest of the family? I was detained in the reception of the BNI waiting for Yaw Donkor, the Director whom I eventually never saw, for over four hours and later dropped by car in front of my house without anybody telling me why my residence was searched and why I was arrested. I do not to date know what happened when my laptop, pen drives and phones were taken into the custody of Yaw Donkor’s BNI.

I was simply told that Almighty Yaw Donkor, the Director was not likely to return soon and that the National Security Co-ordinator had instructed that I be returned to my residence. I was not shown any search warrant or arrest warrant but I followed their instructions least they had instructions to shoot me and invoke the lie that I had resisted arrest. Hon. John Ndebugri, then PNDC Secretary for Northern Region, appointed me the Chairman of the Cotton Development Board Committee of Enquiry with Mr. Edward Karbo (now Lawra-Na) and one Agyeman (who later became a professor in Cape Coast University) as members in February 1982.

Yaw Donkor was not even then an operative of the PNDC. When I was appointed PNDC Deputy Secretary for Upper Region in February 1983 Pious Awelinga, who succeeded Yaw Donkor at the BNI, his friend Joshua and others whom I had taught in Bawku Secondary School had just completed secondary school and were regular guests to our Bolgatanga Government residency. Yaw Donkor’s former boss, Mr. Peter Nanfuri (who groomed him in the Special Branch to the BNI) and I competed the Ghana School of Law and were called to the Bar the same day in the late 1970s.

Before Yaw Donkor instructed my unlawful search and arrest, I had served the PNDC and the NDC for almost 21 years as a Minister of State by then, and been an ex-officio Member of Parliament in addition to having been the Vice Presidential Candidate who lost the election in the second round to the NPP in 2000 with Prof. Mills. But a tradition and a Government that I had helped in founding, treated me, through the instrumentality of Yaw Donkor, as though I had no constitutional rights.

Most of the former Ministers and current Members of Parliament speaking loudly today for their exclusion from law enforcement were Members of Parliament and Ministers of State in that Government, but became deaf and dumb when the now disgraced John Mahama, Yaw Donkor and the then National Security Co-ordinator unlawfully searched and arrested me as though the 1992 Constitution had ceased to exist then.

As the law of Karma will have it, today they are whining and protesting when the bloody instructions they taught has returned to plague them, the inventors, and this even handed justice commends the ingredients of their poisoned chalice to their own lips. Yaw Donkor, do you remember how you unlawfully arrested the illiterate Amina Mohammed and persecuted her without just cause?

Do you remember what a terror you were who arrogated to yourself the audacity to write and insult my acting Director of Public Prosecution, Cynthia Lamptey? Do you not remember the several workers at the National Security Council Secretariat you unlawfully locked out of office without a hearing when you became National Security Coordinator and who have to date not been formally sworn out of office? Do you remember the gentleman whom you locked out of office without swearing him out simply because he was helping your predecessor to lawfully set up Government Communications Headquarters and Cybersecurity departments that could service the Council directly?

As Shakespeare again said: “But in these cases We still have judgment here;” Yaw Donkor, it does not lie in your mouth to be whining when the police bent over backwards to only invite you to the police station. The Minister of Lands and Natural Resources, John Peter Amewu, has said he is not deterred in his fight against illegal mining, following the discovery of an audiovisual recording device that was hidden in his office.

The supposed spying device believed to have been secretly planted in the office was discovered on Monday by national security operatives.

The National Security Ministry is currently investigating the matter to establish the circumstances under which the device was installed, and who is behind it.

[contextly_sidebar id=”XrcdkxF1zPr1UmGfmMpcZOuPQyVIOorn”]Speaking on Eyewitness News on Monday, Mr. Amewu, whose ministry has been at the forefront of the illegal mining menace in the country, said the fight, which has the approval of the President will not be hampered in any way.

“It is extremely difficult for me to suspect anybody; this is a public office rendering services to the public. And the office is opened to all kinds of people.  I have no single doubt in my mind that I’m going to continue what I’m doing,” he added.

He also said security at the office has been beefed up after the discovery.

“We have been putting adequate security in place going forward. And so we will make sure that we work in an environment that is protected, that assurance I can give Ghanaians.”

I’m not too surprised about uncovered ‘spying’ device – Amewu

He earlier in a Citi News interview said he was not “too surprised” about the discovery.

“It is quite shocking. It is a caution for us to be careful in the environment we are working in. I am not too surprised; but it is an interesting thing that has been uncovered. The fight against illegal mining is a presidential directive. The President gave this directive that we must keep the environment. And I am not doing this alone. I am doing it with other sectorial Ministers so it is a caution that we should be extra careful,” Mr. Amewu added.

The Minister has taken some drastic measures, including placing a six-month ban on small scale mining activities to sanitize the industry.

Many Ghanaians survive on illegal mining activities, which is also backed by some traditional authorities, politicians and other influential persons in society.

The fight against the menace, is therefore considered quite complicated, due to the widespread interests.

Eavesdropping equipment supposed to have been procured and installed with about $8 million of the taxpayers’ money are lying unused in the garage of some former officials of the National Communication’s Authority (NCA).

This is a claim by George Oppong, a Ghanaian whose company Infraloks Development Limited (IDL) has been indicted in the scandal that has hit the NCA over the purchase of the eavesdropping equipment.

“I am very disappointed to discover, courtesy the National Security Minister, in the most shocking fashion that contrary to representations by NCA including via said letter of June 10 2016 from NCA to NSO, that the system was sitting in someone’s garage,” he stated in a statement.

[contextly_sidebar id=”fvKzmNFuUzS7vvx4CivwXN7RAd0LJsBN”]George Oppong had been accused of conniving with three former officials in the John Mahama administration, Eugene Baffoe-Bonnie, former Board Chairman of the NCA; William Tevie, former Chief Executive Officer of the NCA; and Alhaji Osman, former Deputy National Security Coordinator to drain the state of $4 million through the purchase of eavesdropping equipment for national security.

But Mr. Oppong in the statement denied conniving with the said officials to siphon state money stating that his contract was genuine.

He added that at a point his company was virtually sidelined by the NCA in the deal.

About Eavesdropping contract

Mr. Oppong explained that after being awarded the $8 million contract from the NCA, IDL also contracted NSO Group Technologies Limited – an Israeli company, for the supply and installation of the equipment in which the Israeli company was to receive about $6 million of the total sum.

He added that IDL received a $4 million (out of $8 million) as the first tranche of payment from NCA adding that they also forwarded about $3 million of the amount to NSO to enable them NSO supply the facility.

Undertaking with BoG

He said all the parties involved in the deal subsequently signed an undertaking with the Bank of Ghana following the huge sums of money involved.

Mr. Oppong said after NCA cleared the equipment it failed to write back to IDL as the contract stated despite several requests to the Authority.

He said this issue delayed the payments of the second and third tranche as well as the installation by NSO adding that he was later informed that the installation had been done.

“…After the clearance, IDL facilitated a visit of a team of technicians from NSO to Ghana to install and commission the system, and that I was informed, two weeks later, by NCA that the installation and the commissioning of the system had been completed.”

IDL sidelined 

“That it is significant to note that IDL was not involved in the operational side of the transaction for what was said to be genuine national security reasons, informing the bank’s requirement for written confirmation by NCA to IDL on completion of each phase of the project,” the statement added.

Mr. Oppong explained that he later discovered that “NCA, curiously, had written only to the bank [Bank of Ghana] and NSO to confirm, among others, delivery of equipment and installation of same by NSO.”

He said NCA also told NSO that it [NCA] had made some payments to IDL, which he said was not true hence the Israeli company threatened a law suit.

“That NSO, whom NCA later informed IDL that it had paid $2,000,000, continue to demand payment from IDL for completion of second phase of the project using and relying on a letter from NCA to NSO which represented that the installation and commissioning phase of the project was complete, and that NSO insists that payment obligations were undertaken by IDL, threatening a suit as the overdue amount is subject to a late payment fee at a daily rate of 0.04%.”

I’ll go to court if…

Meanwhile, Mr. Oppong said he had provided details to the Bureau of National Investigations which is investigating the case and has also threatened to go to court on the matter.

“IDL believes in due process in the democratic dispensation and accordingly have our lawyers in readiness to, in due course, assert my rights and those of the company under the contract with the Republic through the appropriate lawful forum should same become the inevitable resort,” he added.

You do not need a security expert to tell you that our security establishment is broken and archaic. For many years we have undermined the power and authority of all security agencies except the Ghana Armed Forces and politicians, for their selfish needs, will continue to undermine such state institutions.

To me, Kan Dapaah, the Minister of National Security, Ambrose Dery, the Minister of Interior and the Inspector General of Police David Asante Apeatu must be fired. The three have shown over the last two months, that they lack the requisite knowledge and skill to deal with any security threats to the country.

After members of the so-called Invincible and Delta Forces begun their looting and violent attacks, the three have failed to institute a proper security plan to ward them off. What they have done, is to make some arrests, albeit questionable, and seek to use that as a sign of victory in the fight against the activities of these goons. How do you grant bail to 13 people, who attempted to lynch a regional security coordinator? It would have made more sense to provisionally charge them and seek to place them in remand by appearing before the court. The video showed more than 20 people openly justifying their criminal actions and majority are walking free. How do you deploy only 20 police officers, who were all not drawn from the Formed Police Unit, to guard the court in such a sensitive case?

There is a reason why only retired army Generals are selected for the position of National Security Minister or Advisor in most developed democracies. Security planning goes beyond the deployment of troops. To qualify as a National Security Minister, you should have acquired special knowledge in security and intelligence training and not just by reading books and deploying troops. The fact that Mr. Dapaah served as a former Defence/Interior Minister doesn’t necessarily make him the best person for the job. There are emerging security threats which are sophisticated and require a security-trained person to decipher. Mr. Dapaah for me does not qualify. He may be a good accountant and advocate against corruption but if his plan to fight these Forces(assuming he has a plan) has not yielded any results in months then why is he there?

Ambrose Dery is a fine lawyer and gentleman. He may have spoken out against these acts of violence but he hasn’t been vociferous enough and hasn’t been assertive enough in dealing with this menace. It has been the same cycle of holding press conferences whenever these attacks occur and nothing has changed with respect to strategies and achievable targets to the police chiefs. It has been the usual firefighting with laughable rhetorics and empty cautions. I don’t expect him to publicly tell us his plan to quell this new phase of terror but the fact that these activities keep occurring, at a higher crescendo almost every week shows his plan, if any, is not working. In two months, state properties have been vandalised and some citizens have been brutalized and the threat of violence still abounds. But our Interior Minister appears confused in the handling of this matter possibly due to the involvement in this crime by some of his party members.

David Asante Apeatu is our IGP and for me, he has done little or nothing against these goons. I know some arrests have been made but the delay in their investigations in most of the reported cases sends a wrong signal to the public. He has maintained and taken some bad decisions since becoming IGP. The Ashanti Region, due to its geographical location (almost at the centre of Ghana) and its massive economic activities presents a different security threat than say the Central Region. For instance, there are certain criminal activities which may occur frequently in Kumasi but not Cape Coast, that is, kidnapping, armed robbery, murder cases, political violence among others. The threat in the Ashanti Region requires a more action-oriented commander who can gather credible intelligence and act accordingly. DCOP Ken Yeboah is not the man for the job. He is soft and unable to deal with violent crisis situations and his history in Tamale is clear on that. My interactions with colleague journalists in the Northern Region has reaffirmed my point that he barely makes any arrest in any political crime such as assault. Compare him to COP Kofi Boakye, who is seen as strict and action-oriented. DCOP Yeboah had intelligence on the possible attack on the regional security coordinator and he couldn’t send enough men to quell that attack. He had intelligence about this latest court attack and still couldn’t counter this attack. What is his business then as a commander if he can’t anticipate such attacks and act accordingly?

Still, on the IGP, he needs to reshuffle COP Christian Tetteh-Yohuno as Director General Operations. The man is not cut out for the job, simple. I have covered demonstrations when he served as Accra Regional Commander and his operational strategies were always archaic. It was by luck that most of the AFAG and Let My Vote Count Demonstrations didn’t turn violent under his leadership. He is not assertive enough and does not appear to be in control of national operations.  For what reason will you keep three of your best senior officers, COP Dr. George Akuffo Dampare, COP Kofi  Boakye, COP Frank Adu Poku as Director Generals, ICT, Research and Planning and Technical respectively when other key operational departments need their leadership.

The IGP must know, that being the topmost police officer goes beyond the purchase of vehicles, computers and weapons. it goes beyond receiving donations and creating more police departments. It requires deep thinking and modern strategies to fight crime. He hasn’t exhibited that exceptional character to warrant his stay as IGP. He keeps placing square pegs in round holes and is yet to make a key strategic decision to save us from these hoodlums. all we hear are police transfers and the receipt of donations for the last two months.

The president will do the usual; summon the above three men to express his anger but he must go beyond this to fire them. He doesn’t have to wait for a life to be lost before showing them the exit. They have so far failed woefully and he should save his administration from further embarrassment by appointing new competent men. For crying out loud why can’t we have someone like General J.B Danquah as a National Security Advisor? The President needs to act now before the security of the state is further threatened.

Former National Democratic Congress (NDC) Member of Parliament for Gomoa Central, Rachel Appoh, has accused some National Security operatives and three women at the Flagstaff House of assaulting her.

According to her, she visited the seat of government hoping to address some issues regarding her ex gratia package, when she was verbally assaulted and even pushed around by some irate National Security operatives.

[contextly_sidebar id=”2IVkJSolEVlXYBFjFXi1wraKgD6jegrp”]Narrating the incident to Accra-based Class FM, the former MP said : “I was following up on my ex gratia so I went to Flagstaff House and I was directed by the Ministry of Finance to go to the Chief of Staff’s office so I wrote a letter and sent it to the Chief of staff’s office. I was there and I realized that three women were verbally assaulting my secretary all because she had the NDC rubber band on her wrist… I later entered and I heard them say ‘This is Rachel Appoh’ and immediately they heard I am Rachel Appoh, they started verbally assaulting me. They were pushing me and someone held my right hand and was like ‘walk out , walk out this is not party office’.”

“One of the women, Aunty Naomi, asked me to leave the country if I can’t stay, and I told them I am not leaving the country today or tomorrow,” she added.

Ms Appoh claimed further that the women attacked her for insulting the President.

She however denied claims she had insulted the President, saying she had a very good relationship with the latter.

“The President came to my constituency two months to election. When people were greeting the President, he was seated, but when he got there he hugged me. I want to tell every NPP person that they do not know Nana Addo more than me. “

Her allegation comes in the wake of several attacks believed to have been orchestrated by groups affiliated with the governing New Patriotic Party (NPP).

The most recent involved one ASP Nanka-Bruce, who served at the Flagstaff House under the past National Democratic Congress (NDC) administration, who was assaulted by men believed to members of the NPP vigilante group, Invisible Forces.

Members of vigilante groups will not be barred from applying to join national security organisations, according to the Interior Minister, Ambrose Dery.

Mr. Dery however noted that, the line will be drawn when it comes to persons with criminal backgrounds.

“What I want to say is that, every Ghanaian, whether they belong to a vigilante group or not, would have the opportunity to apply and join any of the security organizations when advertisements are duly put out and they have the qualifications to apply,” Mr. Dery stated.

His comments come in the wake of speculation that members of pro-government vigilante groups were going to be absolved into security agencies.

Mr. Dery, who remains hesitant to out rightly condemn the existence of vigilante groups said their members “will be considered alongside every other Ghanaian and those who pass the test will be taken.”

But he assured that “they are not going to be taken because they belong to any group” or be rewarded for breaking the law.

“Don’t forget that, should we get to know that you have a criminal record, it disqualifies you from entering into those security organizations,” the Minister added.

All groups must respect the law

On the matter of the existence of these vigilante groups, Mr. Dery cautioned that there was a thin line between enforcing vigilante groups and infringing on a person’s right to affiliation.

For him, regardless the tag of a group, they are still subject to the laws of Ghana

“I reiterate the position that, it is time all groups respect the laws of this country. When you want to ban a group, you might then confront the situation as to whether you are taking away people’s freedom to associate. Depending on the kind of grouping you want to belong to, the law has various consideration and principles.”

“…all we say is that, individuals or groups must respect and obey the laws of this country. If you do not, you shall be subjected to what the law prescribes. You shall be arrested, be investigated and the consequential action shall be taken.”

Outgoing CIA Director John Brennan has warned US President-elect Donald Trump to avoid off-the-cuff remarks once he takes office.

He said spontaneity was not in the interests of national security.

Mr Trump is known for regularly making broad pronouncements on issues of national importance on his Twitter feed.

Mr Brennan also said that Mr Trump did not fully appreciate Russia’s capabilities or intentions.

“I think Mr Trump has to understand that absolving Russia of various actions that it’s taken in the past number of years is a road that he, I think, needs to be very, very careful about moving down,” he said.

Mr Brennan’s remarks, in an interview for Fox News Sunday, come a week after the release of a US intelligence report which said Russian President Vladimir Putin had likely attempted to influence the election.

Mr Trump is considered to have underplayed for months the conclusions of the intelligence community that Moscow hacked Democratic candidate Hillary Clinton’s campaign. He only accepted them at a news conference on Wednesday.

Meanwhile both the Kremlin and Mr Trump’s team have denied reports in the Sunday Times newspaper that the two sides were planning a summit between Mr Trump and Mr Putin in the Icelandic capital Reykjavik.

Reykjavik was the venue for a summit in 1986 – near the end of the Cold War – between Ronald Reagan and Mikhail Gorbachev, the then US and Soviet leaders.

Mr Brennan said “talking and tweeting” was not an option for Mr Trump, who takes office next Friday.

“Spontaneity is not something that protects national security interests and so therefore when he speaks or when he reacts, just make sure he understands that the implications and impact on the United States could be profound,” he said.

“It’s more than just about Mr Trump. It’s about the United States of America.”

The CIA director also took Mr Trump to task for accusing the intelligence services of leaking an unverified dossier which suggests Russian security officials have compromising material on him, which could make him vulnerable to blackmail.

“What I do find outrageous is equating the intelligence community with Nazi Germany,” he said, referring to a tweet by Mr Trump last Wednesday.

“There is no basis for Mr Trump to point fingers at the intelligence community for leaking information that was already available publicly.”

The president-elect said the claims were “fake news” and “phoney stuff”.

Russia also denies the existence of the dossier and says allegations that it ran a hacking campaign to influence the elections are “reminiscent of a witch-hunt”.
