National Democratic Congress [NDC] Member of Parliament for North Tongu, Samuel Okudzeto Ablakwa, has challenged President Nana Akufo-Addo to renegotiate the Ghana-US defence cooperation agreement that has received widespread criticism from the public.

In an open letter to the President, Mr. Ablakwa said the President’s silence on the matter was uncharacteristic of the man known to be very vocal.

He said the President’s silence and the government’s attempts to divert attention from the matter with the “the high-handed and dramatic arrest of Koku Anyidoho and the change of name of the Flagstaff House to Jubilee House have so far not worked according to plan.”

In Mr. Ablakwa’s view, the president’s silence on the matter amounted to a dereliction of duty, and was also tarnishing his reputation as one of Africa’s most influential leaders.

“It’s a real tragedy that this singular agreement and US$20 million dollars threaten to destroy everything. A similar defence cooperation agreement between the Kenyan Government and the British Government which has gone viral on social media has deepened our woes, and Ghana, a country used to be the trailblazer and shining example for other African countries is now becoming an object of ridicule on the continent.”

The North Tongu MP thus dared the President to defend the agreement that was sparked by his discussion with US President Donald Trump, according to Paragraph 4 of the Preamble of the agreement.

“Is Mr. President not proud of his agreement and therefore not bold to man up and defend it with all your acclaimed reputation in advocacy? What did President Trump tell you in that “recent dialogue” that suddenly makes you so averse to listening to and speaking to your own people on this particular issue? What really is in this agreement for you, Mr. President? Is your silence borne out of an effort to hide something from Ghanaians?”

“It is for this reason, Mr. President, that a higher obligation is imposed on you to engage Ghanaians and take steps to renegotiate with the Americans those articles in the Agreement that the overwhelming majority of Ghanaians are affronted by, and compromises their sacred sovereignty,” Mr Ablakwa said in his letter.

‘Controversial’ components

Parliament last month approved the Ghana-US Military cooperation agreement, which seeks to give US forces access to some critical national installations for their exclusive use.

The pact, which has sparked widespread controversy, was approved without the Minority in Parliament who were opposed to it.

Cabinet had agreed to provide the US’ military with a place near the Kotoka International Airport and also give them unhindered access to some key installations following a Memorandum of Understanding between the government of Ghana and the US government.

The MoU was laid before Parliament, recommending that the House ratify the agreement, but the opposition rejected it.

With the agreement was ratified, it meant that the US army will among other things would be exempted from paying taxes on equipment that are brought to Ghana as well as use Ghana’s radio spectrum for free.

Although many Ghanaians have expressed resentment over the clauses of the agreement, the Defence Minister, Dominic Nitiwul, said the deal is in the best interest of Ghana.

The Government has consistently explained that it was only respecting the existing Status of Forces Agreement with the US signed since 1998 and reviewed in 2015, under the previous NDC administration.

Manasseh Azure Awuni, by every stretch of the imagination, has achieved a modicum of fame for his anti-corruption posturing. Notwithstanding the successes he has chalked, as a result, it must also be emphasized that there have been several instances the investigative journalist has misfired.

One such case of misfiring, which has led to a massive dent of his credibility and his ability to be a man of his own and be true to facts, was in a speech delivered at a dialogue series held by the Chevening Alumni Association of Ghana on the theme, ’’Corruption and its impact on Ghana, 61 years on’’ held on the 17th day of March, 2018.

On the day, he made some allegations against the President of the Republic, Nana Addo Dankwa Akufo-Addo, which, unfortunately, are not back by the facts.

Manasseh had this to say: “President Akufo-Addo has to stop acting like a clearing agent. We know what a clearing agent does, he needs to allow due process to be followed in dealing with corrupt allegations. If that is not done, people will not trust him.’’

The investigative journalist went on to enumerate a couple of alleged corrupt cases which have been reported under this administration, to back his claim that the President is acting like a “clearing agent” and has not allowed investigations to be carried out on alleged cases of corruption against members of his administration.

Manasseh cited the allegation against the Minister for Energy, to the effect that the latter bribed Parliament’s Appointment Committee to have him passed through vetting without any restrictions or hinderances.

It is baffling how Manasseh Azure would make the claim that President Akufo-Addo ‘cleared’ the Energy Minister, Mr. Boakye Agyarko, when Parliament itself set up a bi-partisan committee which delved into the allegations of bribery against him. Mahama Ayariga and his partners in crime, Samuel Okudzeto Ablakwa and Alhassan Suhuyini woefully failed to produce any iota of evidence to substantiate their claims.

Even Muntaka Mubarak, the Minority Chief Whip, ferociously denied that monies had changed hands.

Parliament, by its own means, determined that the allegation by some members of the Minority was a figment of someone’s own imagination. The culprit, Mahama Ayariga, issued a public apology in this instance (https://www.myjoyonline.com/politics/2017/april-7th/ayariga-formally-apologises-for-false-bribery-claim.php).

Where is the interference Manasseh is highlighting? Where, in this case, did President Akufo-Addo act like a “clearing agent”? Manasseh, the Ghanaian people want to know. We don’t want to believe that you peddled a falsehood.

Again, Manasseh, for tendentious reasons, alleged that the President acted as a “clearing agent” when the two Deputy Chiefs of Staff were accused of having indulged in corrupt acts by musician, A Plus. Has Manasseh forgotten that it was President Akufo-Addo who asked the Criminal Investigations Department of the Ghana Police Service to take up the case and investigate it thoroughly? Were the findings of the investigation not made public?

The accuser, A Plus, on his own came out and apologized to the two Deputy Chiefs of Staff for making those baseless accusations (https://www.ghanaweb.com/GhanaHomePage/NewsArchive/A-Plus-apologizes-to-Asenso-and-Jinapor-586655). Manasseh, where, in this case, did President Akufo-Addo act like a “clearing agent”? It is incomprehensible how a seasoned journalist like Manasseh Azure Awuni would walk on a path that dents his credibility!

It is paradoxical, to say the least, why Manasseh could rope President Akufo-Addo into a matter completely worlds apart from his jurisdiction, as regards the NDC-invented ‘cash for seat’ saga.

After requesting details of the matter from the Trade Minster, and having satisfied himself that Alan Kyerematen had done no wrong, the matter was still referred to a bi-partisan probe of Parliament.

The Speaker admitted the demands from the Minority to set up a bi-partisan committee to sit on the case when Parliament was on recess. The Committee came out with its report to the effect that the Trade Minister had done wrong. Myjoyonline carried the story.

If Manasseh cared to find out, he would know (https://www.myjoyonline.com/politics/2018/February-6th/cash-for-seat-probe-exonerates-alan-cash.php). Manasseh, again, where, in this case, did President Akufo-Addo act like a “clearing agent”?

Indeed, all allegations of corruption leveled against appointees of this government have been thoroughly investigated by independent bodies and the results made public.

That is the more reason President Akufo-Addo said this when he met the press one year into office:

“So far, every single act of alleged corruption labeled against any member of my administration has been or is in the process of being investigated by independent bodies and the findings so far made public. From the allegations against the Minister for Energy designate and his parliamentary confirmation hearings to that against the CEO of BOST, there is those against the two deputies of Chief of Staff to the claims of extortion against the Trade Minister, and those against the Minister for Special Development Initiatives, they have all been investigated and no evidence has been adduced to suggest imaginary any act of corruption”.

There’s no President eager and willing to fight corruption than President Akufo-Addo. In his first year of office, two separate by-partisan probes in Parliament were established to inquire into allegations of corruption as against zero in the Mahama years, despite the persistent calls by the then Minority.

As the President said, “I have a great interest in my appointees not been corrupt and any critic could possibly have. Produce the evidence to back the allegations and see what the reaction would be”, he stressed.

Manasseh’s description of the President as a “clearing agent” is an invention from his warped imagination as the facts on the ground make nonsense of his claims against the President. Certainly, a “clearing agent” would not have appointed Martin Amidu to be the country’s first Special Prosecutor.

Manasseh Azure’s works would fade into oblivion if he continues to just throw his weight about in this manner. This devil-may-care attitude he has adopted cannot in any way help him in advancing his career. He will fall from grace with this posturing. This propaganda-induced phrase he is running wild with is below a person of his calibre. He should not allow himself to be consumed by the vile and fabricated lies opposition elements throw out there. His description of the President as a clearing agent is reprehensible, ignobly contemptible and pitiably pathetic.

President Nana Addo Dankwa Akufo-Addo says government will mobilize whatever assistance it can to enable the Police provide the Ghanaian people the kind of service they deserve.

According to President Akufo-Addo, the aim of his administration is to strengthen the Police, to make it an honest, disciplined, efficient and robust force, whose emphasis will be on proactive and preventive policing, rather than reactive.

“This year, we are undertaking the rehabilitation of police stations across the country to standardize the infrastructure”, the President said.

“In addition to recruiting some 4,000 more police officers this year, negotiations have just been completed for the roll-out of Phase II of the Alpha Project, which involves the deployment of a total of 8,700 CCTV cameras across all the districts, with three command centres in Accra, Kumasi and Tamale.”

Outlining Government’s plans to further equip the Police better, the President stated that “at least 1,000 new vehicles are being procured for the Police this year. Already 200 pick-up vehicles have been allocated under Operation Calm Life, with 200 saloon vehicles to be delivered soon, with more to come.”

Resources, the President assured, have been allocated for police kits, protective gears and adequate quantities of other essential equipment.

He thus urged the Police on their part, to “pay particular attention to the proper maintenance of these equipment and facilities.”

President Akufo-Addo made this known on Sunday, 18th March, 2018, when he commissioned the Bekwai Divisional Police Headquarters, constructed by the Member of Parliament for Bekwai, Joseph Osei Wusu.

The Bekwai Divisional Police Headquarters is the second building constructed for the Police in Bekwai, and will serve the peoples of Amansie West, Amansie Central, Bekwai, Bosome Freho and Fomena.

Describing the initiative undertaken by the Bekwai MP as “an excellent example of the contribution that a responsible citizen can make to the general welfare of the community”, the President indicated that the most important things for a nation are the peace and safety of its people, and its territorial integrity.

“It is when these are guaranteed that citizens can go about their normal lives in security, and try to improve upon the quality of their circumstances. We all sleep feeling protected when the men and women of the Police Service work to keep our nation, our communities and our streets safe,” he said.

With the issue of law and order being particularly important at this time when indiscipline, lawlessness and outbreaks of mob justice are threatening the rule of law, President Akufo-Addo stated that it is vital that the Executive should offer its full support to the Police to allow it to perform its duty of maintaining law and order.

“It is my hope and expectation that the Police in this Division will enhance their engagement with the communities they serve, because that is a more sustainable way of reducing crime,” he said.

The President also urged residents to co-operate with the Police and give them maximum backing in the discharge of their duties.

“When the community and police work together, we can be assured of our safety and security, and then we can channel all our energies and resources into building a progressive and prosperous nation,” he added.

President Akufo-Addo was confident that “with the citizenry and police joined together at the front-line in the fight against crime, we can help establish an orderly society, governed by the rule of law.”

Government has already announced a budget of Ghc800,000 million to retool the Police Service.

The Executive Director of the Institute of Democratic Governance (IDEG), Emmanuel Akwetey, has criticised government’s handling of the eviction of traders around President Nana Akufo-Addo’s Nima residence, describing it as reckless and careless.

He also stated that the compensation handed out to the affected persons, that reportedly ranged between GHc 2,000 and GHc 10,000, was inadequate after National Security gave them one week to pack out of the area.

[contextly_sidebar id=”y3lqHazOcQaHtPmCFT1ZCMY0ImEFLAEd”]Speaking on Eyewitness News, he acknowledged that there were legitimate security considerations that went into this move but they “should not be at the expense of very poor vulnerable people.”

He feels the situation which is “causing distress” in the name of the President should have been handled better.

For one, Dr. Akwetey said the traders have not received any reasonable compensation a claim corroborated by some traders themselves who told Citi News that the amounts were inadequate and not a true reflection of their investments.

“What I feel is not justifiable is the compensation given to them… it is from that angle that I feel we should question the process and the compensation given to them,” Dr. Akwetey said.

On the point of compensation, he also said the government needed to “explain the valuation and the compensation because [the traders] are vulnerable people.”

The IDEG boss also remarked that this action, whether it was executed with the President’s blessing or not, went against the government’s pledge to bridge the economic gap.

“All that I have heard is that the President wants to eradicate poverty and he wants to do it quickly. So I cannot understand a decision that rather aggravates the poverty of any group in these current circumstances, of those most vulnerable. I don’t think it is fair… I thought that the compensation should be increased. That makes them feel that yes the President must be protected but they also don’t feel distressed, dismayed, scared, unhappy and all that.”

Question of the Flagstaff House

On a side note, Dr. Akwetey also said the government should explain why “the President cannot move into the official residence [Flagstaff House].”

“What is the problem with it? I don’t know but there must be a reason why he wouldn’t move there so we should know,” he remarked.

The President’s decision to remain in his private residence has been the subject of some scrutiny, with critics noting the inconveniences that having the President in a regular residential area brings.

Before this eviction, the road in front of the President’s residence was closed to traffic and the effect this has had on some businesses in the areas has been cited as one of the negative effects of his decision not to move into the Flagstaff House.

President Nana Akufo-Addo has charged Ghanaians to build on past glories in hope for a better future as Ghana marks 61 years of independence.

“On a day such as today, our thoughts invariably stray to the past, but we do not intend to live on past memories. To paraphrase Ephraim Amu in Yen araasaaseni, it is now our turn to build on those past glories,” the President said in his speech at the Black Star Square today [Tuesday].

President Akufo-Addo reminded of Ghana’s heralded status as the Black Star of Africa and said: “at its birth, great things were expected of this nation of ours, and even greater things were expected of those who would have the honour to be called Ghanaians.”

But he conceded that the country has largely underperformed despite charting the path for other oppressed nations on the continent to gain independence.

It is in this light that he urged citizens to rise above mediocrity and strive to ensure Ghana sees substantial progress in the future.

“Even though underachievement may have been a major part of our history thus far, it should no longer be part of our destiny. The only nation we are destined to become is the one we choose and decide to be. We do not have to accept someone’s definition of Africa or of Ghana. We must define and craft our own destiny,” President Akufo-Addo said.

‘A Ghana beyond aid’

The theme for Ghana’s 61st independence celebration is “Ghana Beyond Aid”, and President Akufo-Addo held that this mantra will be key to changing Ghana’s destiny for the better.

“Achieving our destiny requires a deliberate, qualitative change in all aspects of our lives; especially, in the structure of our economy, the nature of our infrastructure, the education of our young people and acquisition of skills and above all, in our attitudes and holding firm to the values that define us.

“The change in our fortunes will only happen when our economies improve. Since I became President, I have been advocating for a Ghana, indeed, an Africa Beyond Aid, and I am keen to have the support of all of us in this enterprise,” he stated.

President Akufo-Addo was on Friday, 2nd March 2018, presented with the Exemplary Leadership Award, in recognition of his “courageous and transformative leadership”, “commitment to education” and for his implementation of “people-centred policies.”

“May Ghana, under your leadership, be a wonder and an inspiration to the world. May the expectation, as we know it will, of every African man and woman be raised because of your pioneering achievements. May every African child believe that he or she can, because you lifted them up, and paved the way,” the citation read.

President Akufo-Addo received the award at the 15th anniversary gala dinner night of the Whitaker Group, an award which was presented by the CEO of the Group, Rosa Whitaker.

In accepting the award, the President thanked Rosa Whitaker and the Whitaker Group warmly for the honour, indicating that, “what our history has taught us is that the spirit of the Ghanaian, in his or her quest for peace, progress and prosperity, cannot be quenched. We are a determined lot, who cannot be deterred.”

With Ghana being recognized as a beacon of democracy and stability on the African continent, President Akufo-Addo noted that the time has now come for Ghana to move on even further to deepen her democracy.

“We must create wealth and provide happiness to our nation. We can only do this when we have a powerful private sector, with a strong sense of enterprise, innovation and creativity, and an educated and skilled population that is capable of competing in the global marketplace,” the President said.

The Exemplary Leadership Award presented to President Akufo-Addo

He continued, “This is why we are insisting on making basic education, i.e. kindergarten through primary school to junior high school to senior high school, free in all our public schools, to guarantee access to quality basic education to all of Ghana’s children, irrespective of the circumstances of their birth. In doing so, we must expand our horizons and embrace science and technology as critical tools for our development.”

President Akufo-Addo told the gathering that “we have to build a confident Ghana which is united, at peace with itself and takes pride in its diversity, and which continues to pursue its historic pan-African vocation. It will not be easy. We have no illusions whatsoever about the nature of the task that we face, but I know that Ghanaians will rise to the occasion; they always do.”

He was confident that “the Black Star is going to shine and shine and shine, and we are going to build a Ghana beyond Aid.”

Before joining the IMF in 2012, Elsie was a Commissioner of Ghana’s Securities & Exchange Commission for six years, worked on key financial sector legal reforms in Ghana, and worked in private law practice, among others.

She holds an LL.M. degree (International Business and Economic Law) with distinction from the Georgetown University Law Centre, an M.B.A. (Finance) from the University of Ghana, and an LL.B. Degree from the same university.

President Nana Addo Dankwa Akufo-Addo, says Africa has the resources and capacity to finance access to quality education of its citizens, and also promote the interests of the continent.

According to President Akufo-Addo, “We cannot depend on other people to finance the education on our continent. I am saying that not to turn my back or to be ungrateful to all these important or noble people who have committed themselves to helping, no.

“But, if we make our policy dependent on other people, when their policy changes, we will suffer. But, if we make the policy for ourselves, then it means that, at all times, we will be in control of our own destiny.”

President Akufo-Addo made this known on Friday, 2nd February, 2018, when he led the Ghanaian delegation to the 3rd International Conference on the “Replenishment of the Funds of the Global Partnership for Education”, at the invitation of their Excellencies, M. Macky Sall, President of the Republic of Senegal, and M. Emmanuel Macron, President of the French Republic.

Reiterating his belief that there is an abundance of resources on the continent to finance the development of Africa, President Akufo-Addo stated that the resources can be put to good use by eliminating corruption in public life; having more intelligent arrangements for those who want to exploit the resources on the continent; and preventing the flight of capital out of the Continent.

“Thabo Mbeki’s Commission that looked at the illicit flows of capital out of Africa, has estimated that for every year, in the last ten years, $50 billion goes out of Africa through illicit means. Can you imagine what those monies, if we had our eyes open, and we were not complicit in that illicit outflow, would mean for the capacity of our nations?” he asked.

The challenge, therefore, confronting Africa, the President opined, is “how we can organise ourselves to make sure that the wealth, the huge wealth of this great continent, at least, in the first time in modern history, is used on behalf on the peoples of the continent, and not those outside.”

President Akufo-Addo was confident that “if we are able to close that gap, we will come here to Dakar to talk about education, and not the funding of education by others. We will be talking about the quality of our education, the changes we need to make to our curricula, and the emphasis we have to place on our history and sociology.”

He continued, “So that, I am not misunderstood, all those who have been making the pledges, it is all good. But, I think it is extremely important for us to get our whole mindset right. We have within us the capacity to develop and promote the interest of our continent ourselves. Let’s do it.”

Importance of Education

Touching on the importance of education to the advancement of the continent, President Akufo-Addo stated that the paradox of Africa having the youngest population, and being the richest continent on the planet, but with the worst living conditions can only be broken by education.

He indicated that “we are going to have to make sure that every young child, boy and girl, has access to education. Not only do they have access to education, but they have access to an education that will allow them to be able to address the challenges of the 21st century.”

Narrating the experience of Ghana, President Akufo-Addo stated that the country is determined to open opportunities for everybody.

“So, in the last 5 years, before my government came, every year, over 100,000 young Ghanaian students were unable to transition from Junior High School to Senior High School, largely because of money. Many of them fully qualified, but their parents were unable to support their higher education. We felt that at this stage in the history of our country, the Ghanaian State should take on that responsibility. So, as from September past, Senior High School education in the public school system has been made free,” he said.

The President continued, “What it has done is that the figures have revered. 90,000 more students entered senior school this year than the year before. It is the first step in ensuring that the educational system in our country, from kindergarten through primary to secondary, and ultimately through University, are open for everybody.”

In confronting the question of the quality of education that will prepare the young population of Africa for the life of the 21st century, he indicated that it is only a greater focus on Science, Technology, Engineering and Mathematics, which will guarantee the future of the continent.

“We have seen that in the development of the economies of Asia, in China, India, Japan, and Korea. That is the way forward, to be able to make the transition from poor to prosperity,” the President added.

President Akufo-Addo was accompanied to the Conference by the Minister for Foreign Affairs, Shirley Ayorkor Botchway MP; the Minister for Education, Dr. Matthew Opoku Prempeh; and officials of the Presidency, Foreign and Education Ministries.

President Akufo-Addo has reiterated his government’s commitment towards industrializing the country’s economy to enable it to compete on the global stage.

According to him, the country will only become prosperous if it invests in industries to add value to the raw materials it produces.

[contextly_sidebar id=”yjfDtnXmljGnEZKl9ecuJx2XvJ7ILwfJ”]While addressing the gathering at the commemoration of 25 years since the start of the country’s 4th Republic, President Akufo-Addo said Ghana aims at joining the list of prosperous nations in the world with its focus on industrialization, which he said is premised on modernized agriculture.

“We’ve begun to take a deep look at the structure of our economy and transform it from a raw material producing and exporting one to a value-added industrialized economy with a modernized agriculture to serve better our needs. The era of Ghana’s industrialization has dawned so that we can trade in the global marketplace, not on the basis of raw materials, but on the basis of the things we make inspired by our sense of enterprise, creativity, and innovation,” he said.

“It is the most effective way we can generate jobs and wealth for the masses of our people and join the ranks of the developed prosperous nations of the world,” he added.

President Akufo-Addo stressed that the country had been endowed with enormous wealth and human potential that can guarantee its growth and development.

While commending Ghanaians for their active role in ensuring peace and stability in the country over the past 25 years, Akufo-Addo said “the best days of mother Ghana lie ahead of us. We are laying the platform for the evolution of a Ghanaian civilization to give true meaning to the foundational values of freedom and justice, from which our nation was conceived.”

Ghana’s democratic journey

Ghana’s 25-year-long democracy journey has seen the country being led by five different presidents including the incumbent, Nana Addo Dankwa Akufo-Addo.

The first regime of the Fourth Republic was led by Former President Jerry John Rawlings, whose leadership transitioned from a military government under the Provisional National Defence Council (PNDC) to constitutional rule under the National Democratic Congress (NDC) in 1992.

After serving two terms in office making him ineligible to run against as president, Rawlings endorsed his vice-president at the time, Prof. John Evans Atta Mills as the NDC’s presidential candidate in 2000.

Atta-Mills, however, lost the elections to the New Patriotic Party’s (NPP) John Agyekum Kufuor in the 2000 elections.

Kufuor led the country for two terms; from 2000 to 2004 and then to 2008.

Prof. Atta-Mills won the 2008 elections against the NPP’s Nana Akufo-Addo and served until 2012 when he died, 6 months before the end of his first term.

His position was taken by the then Vice President, John Mahama, who was in accordance with the constitution sworn-in hours after the news of Prof. Atta-Mills’ death.

John Mahama completed Atta-Mills’ tenure and went on to win the 2012 presidential elections, again, against Nana Akufo-Addo.

Mahama’s attempt to seek re-election a second term in office was unsuccessful as Nana Akufo-Addo, on his third presidential attempt, secured a resounding election victory of acquiring 53.85% of the total valid votes cast against Mahama’s 44.40%.

The 1992 Constitution of the Republic of Ghana that came into effect on January 7, 1993, after it was approved on April 28, 1992 through a national referendum after 92% support.

The constitution declared Ghana to be a unitary republic with sovereignty residing in the Ghanaian people.
