The first phase of Municipal and District Chief Executive nominees’ confirmations ended today in the Volta Region with 9 out of the 25 nominees suffering rejections from their assembly members.

The 9 causalities, including three females, were all rejected after failing to meet the requirement of a 2-third approval of the assembly.

Madam Millicent Kabuki Carboo, Miss Ella Boateng and Mrs Josephine Ohene-Boateng, nominees for the Biakoye, South Dayi and Adaklu districts respectively, were outrightly rejected by members of the various assemblies.

The trio, apart of failing to meet the 2-third approval, could not manage a 50 percent minimum vote to afford them a second round of voting.

Their male counterparts, Collins Arku, Emmanuel Louis Agama, Andrews Teddy Ofori,Leo Nelson Adzidogah of North Tongu, South Tongu, Hohoe and Akatsi South respectively suffered similar fate.

While the nominee for Kpando Mr Elvis Kweku Djampoh, who was initially rejected narrowly, escaped rejection today [Wednesday] after the second balloting, his Hohoe neighbor, Mr. Teddy Ofori, after two rounds of voting, could not secure the required 29 votes, representing the stipulated 2-third majority of the 44-member assembly.

The nominee, who polled 24 votes in the first round, after an intense lobbying led by the Deputy Regional minister, Maxwell Blagodzi, was still 2 votes short of the 2-third requirement in the second round which was held within an hour.

Two others David Dickson Dzokpe and Prince Sodoke Amuzu of Agortime-Ziope and Akatsi North respectively still have a second chance for balloting.

The President in accordance with the provisions of the Local Government Act appointed 25 persons to represent in each of the local assemblies in the Volta Region.

The nominations are however subject to the approval of the members of the respective assemblies.

It is unclear what might have contributed to the stiff rejections but keen political observers suspect plots largely orchestrated by failed aspirants from the various assemblies against the President’s choices.

Members of the Abura-Asebu-Kwamankese District Assembly in the Central Region have rejected the District Chief Executive nominee for the area, Felicity Aba Hagan.

25 out of the  43 members voted against her at the assembly meeting on Friday to approve her nomination.

The nominee had 17 members who voted in her favour in a poll that came as a big blow to both her and the Regional Minister, Kwamena Duncan, who was present at the assembly.

Another round of election is expected in 10 days’ time to determine if she can secure at least two-thirds of the votes she required to be approved.

Meanwhile, her counterpart in the Mfantseman Municipal Assembly, Kenneth Kelly Essuman secured 92.3 per cent of the 52 votes cast to be confirmed as the new Municipal Chief Executive.

Four members voted against his confirmation but he was sworn in by a Magistrate of the Saltpond Magistrate Court.

In his acceptance speech, Kelly Essuman thanked President Akufo-Addo for honouring him with the appointment.

“We ask for God’s wisdom for us to work assiduously in Mfantseman for the Municipality to have a better status…I have also been an assemblyman once, so I perfectly understand the problems in the Municipality, and I am also familiar with all the challenges you have as assembly members,” he said.

The new MCE, an accountant by profession, further promised to be fair in the discharge of his duties.

“I firmly promise to not discriminate against anyone or group. What I ask for is your unflinching support for me. May there be no Judas in all decisions we take in order for Mfantseman to develop”.

Mr. Essuman contested in the New Patriotic Party’s parliamentary primaries in the Mfantseman Constituency prior to the 2016 general elections but lost to the current Member of Parliament, Ekow Kwansah Hayford.

The Minister for Local Government, Hajia Alima Mahama, has said that the set of appointees nominated by President Akufo-Addo for 212 Metropolitan, Municipal, and District Chief Executives (MMDCEs) announced on Wednesday, have been “received well.”

According to her, some incidents of resistance and agitation by residents in a few districts and municipalities against some of the nominees were expected.

[contextly_sidebar id=”QK4mbouLisfALmfWvkc5eAG112p6nwrw”]Citi News gathered that, in districts such as the Mpohor in the Western Region, some angry youth belonging to the New Patriotic Party (NPP) staged a protest against their appointee Ignatious Asaah Mensah.

In the Builsa North district, a group of angry youth vandalized the NPP office over the appointment of David Afoko, as the DCE for the area. According to them, Mr. David Afoko was not loyal to the party and did not contribute to the party’s electoral victory.

In the Atiwa West and Jomoro Districts, there had been protest against the expected nominees, but the President went ahead to confirm them.

But speaking on Eyewitness News on Wednesday, Hajia Alima Mahama, who announced the President’s list of MMDCE appointees said, “If there are reactions in some places, it is not fair to say it is ugly. If you are making an appointment for 212 people, you expect some reaction. People should be patient, it is only one person who can get it…We released a list of 212 DCEs, and at least, it is going on peacefully in 200 districts… I will say the President’s choice has been received well by the large majority of the people.”

She said persons who had challenges with the President’s choice need to direct their concerns to the party’s district leadership, and not resort to violence, adding that if the action of the supporters bothers on criminality, it must be tackled as such.

Women appointees

Hajia Alima Mahama stressed that, the NPP government’s appointment of 36 women appointees as MMDCEs, is a great improvement of what has existed in the previous government.

According to her, it was a “big improvement” and indicates that “we are making progress”,  adding that the previous administration has nineteen women as MMDCEs.

36 of the 212 persons named by President Akufo-Addo to occupy the vacant positions of Metropolitan, Municipal, and District Chief Executives (MMDCEs) across the country are women.

This represents only 17% of the total list announced by the Minister for Local Government, Hajia Alima Mahama in Accra today [Wednesday].

The Brong Ahafo Region had the most number of women appointees followed by the Greater Accra Region, with 6 and 5 women respectively to occupy the position.

President Akufo-Addo ahead of his election to office, gave assurances that he would appoint more female appointees to serve in his government as a way of encouraging women participation in the governance process.

His New Patriotic Party (NPP) election 2016 manifesto promised to appoint at least thirty percent (30%) of women into public office positions.

Out of the 37 substantive and regional ministers named by the President, only 10 of them, representing 27% females.

Members of the New Patriotic Party (NPP) have been urged not to use violence to oppose President Akufo-Addo choice of Metropolitan, Municipal and District Chief Executives.

Ahead of the announcement, some groups in various parts of the country have given strong indications they will resist appointees of a certain caliber who they believe would not serve their interest.

But the Deputy General Secretary of the NPP, Nana Obiri Boahen said the supporters must respect the President’s decision.

He said all party members must be willing to accept the president decisions.

“If every member of the party will adopt the posture of my good self, you’ll realize that ever since the nomination of this MMDCE thing started, I have kept a very low profile. Low profile in the sense that I have not involved myself actively in the issue of whoever becomes MMDCE…For whoever is selected or nominated as the MMDCE, I think that we should not be seen to be quarrelling over it,” he said.

It is feared that some groups who are aggressively lobbying for their preferred choice of MMDCE may cause chaos if the president appoints a candidate other than theirs.

President Akufo-Addo, who has the constitutional mandate of naming MMDCEs, is expected to announce the final list of Metropolitan, Municipal and District Chief Executive appointees on Wednesday [April 26, 2017].

In a related development a group, calling itself the Concerned Youth of Atiwa, demonstrated on Tuesday to put pressure on President Akufo-Addo,  to appoint a District Chief Executive (DCE) from Atiwa East, to represent the Atiwa District in the Eastern Region.

The group, numbering about 200, marched through the principal streets of Anyinam, with placards indicating their unpreparedness to have a DCE from Atiwa West.

According to the spokesperson for the group, Dr. Samuel Ofori, all previous DCE appointees over the last 16 years, hailed from Atiwa West, and so the group believes that the new government must endeavor to appoint one from Atiwa East this time.
