Theresa May has said she will change human rights laws if they “get in the way” of tackling terror suspects.

The PM said she would make it easier to deport foreign terror suspects and “restrict the freedom and movements” of those that presented a threat.

Labour said ministers must stand up for “democratic values” while the Lib Dems said the plan would not improve safety.

Security has dominated the final days of the general election campaign ahead of Thursday’s poll.

Rival parties have been criticising the Tories over police cuts following the terror attacks in London and Manchester.

Speaking after the London attack, Mrs May said “enough is enough” and that “things need to change” in the terror fight.

Addressing activists in Slough on Tuesday evening, she did not make any specific new policy proposals but said: “I mean longer prison sentences for those convicted of terrorist offences.

“I mean making it easier for the authorities to deport foreign terrorist suspects back to their own countries.

“And I mean doing more to restrict the freedom and movements of terrorist suspects when we have enough evidence to know they are a threat, but not enough evidence to prosecute them in full in court.

“And if our human rights laws get in the way of doing it, we will change the law so we can do it.”

The third London Bridge attacker has been named as 22-year-old Youssef Zaghba, a Moroccan-Italian man.

Pakistan-born Khuram Butt, 27, and Rachid Redouane, 30, both from Barking were the other two attackers.

Meanwhile, another victim has been named as Australian nurse Kirsty Boden, 28, who her family said had run towards London Bridge to help people.

Seven people were killed and 48 injured in Saturday night’s attack – the three attackers were shot dead by police.

Fresh arrest

Zaghba, Butt and Redouane drove a hired van into pedestrians on London Bridge at 21:58 BST before stabbing people in the area around Borough Market.

Armed officers killed all three within eight minutes of receiving a 999 call.

The Metropolitan Police said Butt had been subject to an investigation in 2015, but there had been no suggestion this attack was being planned.

In other developments:

  • Theresa May says she expects a review will be launched by the police and security services following the attack, amid an election row over police numbers
  • The Metropolitan Police said a 27-year-old man had been arrested in Barking on Tuesday in connection with the investigation
  • A property in Ilford, east London, was also searched by police at about 01:30 BST, but no arrests had been made, the Met said
  • The Prince of Wales and Duchess of Cornwall visited injured members of the public at the Royal London Hospital
  • NHS England said 32 people remained in hospital, with 15 in a critical condition
  • A national one-minute silence was held in the UK in memory of those who were killed
  • All 12 people arrested on Sunday after the attack have now been released without charge

The so-called Islamic State (IS) group has said its “fighters” carried out the attack.

An Italian police source has confirmed to the BBC that Zaghba, who lived in east London, had been placed on a watch list, which is shared with many countries including the UK.

In March 2016, Italian officers stopped Zaghba at Bologna airport and found IS-related materials on his mobile phone. He was then stopped from continuing his journey to Istanbul.

Redouane was a chef who also used the name Rachid Elkhdar and police said he claimed to be Moroccan-Libyan. He married a British woman in Dublin in 2012 and lived in Rathmines in the Irish capital.

Khuram Butt

Butt featured in a Channel 4 documentary last year about Islamist extremists with links to the jailed preacher Anjem Choudary called The Jihadis Next Door.

The married father-of-two, who worked for London Underground as a trainee customer services assistant for nearly six months last year, could be seen in the programme arguing with police officers in the street, after displaying a flag used by IS in a London park.

Two people in Barking, east London, had also raised concerns about Butt, BBC home affairs correspondent Dominic Casciani said.

Metropolitan Police assistant commissioner Mark Rowley said an investigation into Butt began in 2015, but “there was no intelligence to suggest that this attack was being planned and the investigation had been prioritised accordingly”.

At any one time there are about 500 active counter-terrorism investigations concerning 3,000 people of interest.

Police investigating Saturday night’s terror attack in London say they know the identity of the three attackers who killed seven people and injured 48.

The Metropolitan Police said their names would be released “as soon as operationally possible”.

A van hit pedestrians on London Bridge at 21:58 BST on Saturday before the men stabbed a number of people in Borough Market. They were shot dead by police.

The so-called Islamic State group has claimed responsibility for the attack.

Police said on Monday morning that officers were searching two addresses in east London – one in Newham and another in Barking.

Scotland Yard added that a number of people had been detained.

Twelve people have been arrested in Barking after raids at a flat which is believed to be the home of one of the attackers. A 55-year-old man has since been released without charge.

London Bridge rail and Tube stations both reopened for entry and exit early on Monday morning, after National Rail said the police cordons in the area of the attack had been lifted earlier than expected.

The bridge and surrounding roads have also reopened.

Meanwhile, the first victim of the attack has been named as Canadian national Chrissy Archibald.

A statement from her family said she “believed strongly that every person was to be valued and respected”.

It added that Ms Archibald had worked in a homeless shelter until she moved to Europe to be with her fiancé.

It has also emerged that two people said they had warned the police about the behaviour of one of the attackers.

Speaking to the BBC’s Asian Network, an unnamed man said one of the attackers had become more extreme over the past two years.

“We spoke about a particular attack that happened and like most radicals he had a justification for anything – everything and anything.

“And that day I realised that I need to contact the authorities,” he said.

He said no action was taken.

“I did my bit… but the authorities didn’t do their bit”.

Metropolitan Police Assistant Commissioner Mark Rowley said 36 people were in hospital with a “range of injuries” and 21 were in a critical condition.

Four police officers who tried to stop the attack were among those injured, two of them seriously.

Australian Prime Minister Malcolm Turnbull has confirmed four of the country’s nationals had been caught up in the attack.

Two, Candice Hedge from Brisbane and Andrew Morrison from Darwin, are among the injured after both were stabbed.

Twelve people have been arrested after the London terror attack which left seven people dead and 48 injured.

The arrests in Barking, east London, followed a raid at a flat belonging to one of the three attackers.

A van hit pedestrians on London Bridge at 21:58 BST on Saturday. Three men then got out and stabbed people in nearby Borough Market.

The attackers were shot dead by eight officers who fired 50 bullets. A member of the public was accidentally shot.

The member of the public remains in hospital in a non-critical condition, Assistant Commissioner Mark Rowley said.

“The situation these officers were confronted with was critical, a matter of life and death – three armed men wearing what appeared to be suicide belts,” he said.

“They had already attacked and killed members of the public and had to be stopped immediately.”

The suspected suicide vests were later found to be hoaxes.

Thirty-six people are in hospital with a “range of injuries”, he said, and 21 are in a critical condition.

The mother of 23-year-old Daniel O’Neill, who is recovering in hospital after being stabbed, told the BBC he had a seven-inch scar from the knife attack.

“He had just stepped outside the bar for a second and a man ran up to him and said ‘this is for my family, this is for Islam’ and put a knife in him,” Elizabeth O’Neill said.

“I’m still in shock. I can’t quite believe it’s happened.”

Controlled explosions were carried out at the flat in Barking during the raids on Sunday morning.

According to neighbours, the dead attacker lived there for about three years and was married with two children.

One man, who did not want to be named, said one of the attackers had become more extreme over the past two years.

“We spoke about a particular attack that happened and like most radicals he had a justification for anything – everything and anything.

“And that day I realised that I need to contact the authorities,” he said.

He said no action was taken.

“I did my bit… but the authorities didn’t do their bit,” he said.

It is the third terror attack in the UK in three months, following the car and knife attack in Westminster in March, in which five people were killed, and the Manchester bombing less than two weeks ago, in which 22 people were killed.

Most political parties have suspended national general election campaigning, but the prime minister said full campaigning would resume on Monday.

The general election will go ahead as planned on Thursday.

Condemning the attack, Theresa May said it was “time to say enough is enough”.

Eyewitnesses described a van travelling at high speed along London Bridge, hitting pedestrians, before crashing close to the Barrowboy and Banker pub.
The white Renault van used was recently hired by one of the attackers, Mr Rowley said.
Three men then got out wearing fake bomb vests and began attacking people in the nearby market – an area known for its bars and restaurants.

Four police officers who tried to stop the attack were among those injured, two of them seriously.

One of them was an off-duty officer and amateur rugby player who tackled one of the terrorists, suffering stab wounds.

Another, a British Transport Police officer who joined the force less than two years ago, took on the attackers armed with only his baton.

Metropolitan Police Commissioner Cressida Dick praised their “extraordinary bravery”.

The three suspects were shot dead within eight minutes of the first 999 call being received.

Westminster attacker Khalid Masood acted alone and there is no information to suggest further attacks are planned, Scotland Yard has said.

The family of PC Keith Palmer said his bravery would be remembered.

MP Tobias Ellwood, who was among those who tried to save PC Palmer’s life, has said he is “heartbroken” that his efforts were not successful.

Detectives confirmed the attack was over within 82 seconds.

Mr Basu said: “We still believe that Masood acted alone on the day and there is no information or intelligence to suggest there are further attacks planned.

“Even if he acted alone in the preparation, we need to establish with absolute clarity why he did these unspeakable acts to bring reassurance to Londoners, and to provide answers and closure for the families of those killed and the victims and survivors of this atrocity.

“Nevertheless, we are determined to understand if Masood was a lone actor inspired by terrorist propaganda or if others have encouraged, supported or directed him.”

Writing in two Sunday newspapers, both the home secretary Amber Rudd and Foreign Secretary Boris Johnson called on social media companies like Google and Facebook to be “more proactive” in stamping out extremist websites.

In a statement released on Saturday, the family of PC Palmer addressed those who tried to save his life.

“There was nothing more you could have done,” it said.

“You did your best and we are just grateful he was not alone.

“We care about him being remembered for his selfless bravery and loving nature. We miss him so much, but we are also incredibly proud of Keith.”

The family said they had been “overwhelmed by the love and support” shown for them and for PC Palmer and they praised the support from the police.

In a statement, also released on Saturday, Mr Ellwood said: “I am heartbroken that I could not do more for PC Keith Palmer who gave his life in holding the line against terrorism and defending democracy.”

The Foreign Office minister said he was “deeply humbled and overwhelmed” by messages of support.

“I played only a small part that day, doing what I was taught to do, and am honoured to have been invited to join the Privy Council afterwards.” he said.

“It is right that we concentrate our thoughts on the victims as we stand side by side to protect all that we hold dear, including our precious values and way of life which will always prevail.”

Masood’s other victims were Aysha Frade, who was in her 40s and worked at a London sixth-form college, US tourist Kurt Cochran, 54, and retired window cleaner Leslie Rhodes, 75, from south London.

A 58-year-old man, who was arrested in Birmingham the morning after the attack under the Terrorism Act, remains in custody, and a 32-year-old woman who was arrested in Manchester, remains on police bail, Metropolitan Police have said.

Eleven people were initially arrested over the incident and nine people in total have been released without charge.

The Metropolitan Police said Masood, 52, who had previous criminal convictions but none for terrorism, had used a number of aliases.

At birth, he was registered in Dartford, Kent, as Adrian Elms, but later took his stepfather’s name becoming Adrian Ajao in childhood.

In the early 2000s, he was convicted of causing grievous bodily harm after slashing a man across the face with a knife in a pub.
