The former Municipal Chief Executive (MCE) of Ashaiman, Ibrahim Baidoo, narrowly escaped death at the hands of robbers on Wednesday.

He is currently receiving treatment at the Korle Bu Teaching Hospital after he was attacked by some three armed robbers in front of his house in the evening at community 22 near in Tema.

According to a source close to Mr. Baidoo, the former MCE was about to enter his community 22 apartment around 7:00pm Wednesday evening, when the armed robbers who were riding on motor bikes crossed him and shot through his car.

Though he narrowly escaped the direct shot, effects of the bullet splashed on his eyes and he had to be rushed to the Korle Bu Teaching Hospital for immediate treatment,” the source narrated.

According to the source, the armed robbers after firing the shots, made away with his private Chrysler salon car.

When Citi News visited the Ashaiman Divisional Police Command Thursday morning, they confirmed the incident but said they are still investigating the matter.

Some members of the New Patriotic Party (NPP) on Friday morning besieged the premises of the Ashaiman Municipal Assembly, to disallow the signing of a supposed last minute contract by the Ashaiman MCE, Ibrahim Baidoo.

The leadership of the NPP in Ashaiman claims the MCE had summoned a meeting of some prominent committee members of the Assembly, to rectify a revenue collection contract between the Assembly and a revenue collection company called Atomz Solutions.

Speaking to Citi News‘ Elvis Washington, the NPP Constituency Secretary for Ashaiman, Emmanuel Chapman, said his counterparts will remain at the Assembly premises until the meeting is called off.

“We think at this hour, it is politically incorrect to sign such a contract. This is the more reason why we have come here to protest and make our voices known that we are not going to allow the Assembly to do this at this hour.”

The Municipal Coordinating Director of the Assembly sought to allay their fears by explaining that the contract came up for discussion during a general assembly meeting but was not approved.

But Mr. Chapman said his group remained skeptical because the assembly had given similar assurances when they suspected it was issuing a last-minute contract for the main Ashiaman bus terminal.

The assembly proceeded to award a backdated contract for the main Ashiaman terminal to one Hajia Muni, according to Mr. Chapman.

“Because of that, we are very particular that if we don’t take action, this Atom contract which was revoked somewhere December 29, they are going to sign a new contract with them and validate it,” he stated.

The referencing of last minute moves by the erstwhile Kufuor administration to justify the outgoing National Democratic Congress government’s recent last minute deals hold no substance, former Attorney General, Martin Amidu, has said.

“I disagreed with what President Kufuor did but the then President-elect and his Vice-President-elect decided to let it pass without testing their constitutionality or legality. Their decision cannot bind the incoming Government so massively voted for by We The People,” Mr. Amidu has stated in an article on the matter.

[contextly_sidebar id=”HegsopTje4zcaUYF9KOMyXHbfktzB6h9″]Some government functionaries have pointed to former President John Kufuor’s okaying of the Single Spine Salary Scheme with just a day to leave office in 2008, as justification for the government has taken following in the weeks leading up to the handover of power on January 7, 2017.

Nonetheless, Mr. Amidu has argued that former President Kufuor’s interpretation of the law then was not binding on subsequent governments.

“I have heard some arguments justifying the midnight appointments, contracts and recruitments on the basis that former President J. A. Kufuor exercised executive powers to the last day of 6th January 2009 as precedent for what the Looter Government is now engaged in doing.”

“Another difference which is being overlooked is that President Kufuor was exhausting his eight year mandate and his interpretation of the Constitution and the laws of Ghana cannot be binding on an incoming Government that has routed the incumbent Government soundly at the polls.”

Mr. Amidu also indicated that the NDC could have challenged President’s Kufuor’s last-minute decisions, like Lawyer Philip Addison has done with his recent lawsuit, but opted not to.

“The NDC Government when it assumed office on 7th January 2009 decided not to challenge the midnight decisions of President Kufuor thus giving them legitimacy. It cannot pass for a precedent.”

“The incoming Government has through its transition team given notice of its intention to contest the midnight decisions of the Looter Government and I think the overwhelming votes it received at the polls justifies its stand. I have also read on 20th December, 2016 that, unlike the Mills/Mahama Government, Philip Addison, a lawyer, has commenced an action to challenge some of the present midnight decisions of this looter Government,” the former AG noted.

The New Patriotic Party (NPP) executives in the Ashaiman Constituency have sent a stern warning to the Ashaiman Municipal Chief Executive to desist from awarding new contracts.

The party indicates that information available to the NPP in the constituency indicates that the incumbent MCE is still signing new contracts with some stakeholders which might bind the incoming administration.

The party’s constituency secretary, Chapman Takyi Kodam addressed the press and noted that “the current management contract expired at the end of November 2016. The Chief Executive of the assembly is pushing for the renewal of the contract. He wants to give the contract to a known NDC person, our investigations revealed.”

“We advise him, as the Chief Executive Officer of the Assembly to hold on for the new MCE because it is politically incorrect to award a contract at this last hour. The renewal of contracts should be stopped until the new administration assumes the day-to-day administration of the assembly,” Mr. Kodam asserted.

He said the NPP’s checks also revealed that some land in an area called community 21 has been put for sale and some people, believed to NDC sympathizers, are rushing for the land.

Mr. Kodam advised the public to stay away from the sale of lands at community 21 and that “anybody that patronises the land will lose it when there is change of administration come 2017.
