The Director of the Reconstructive Plastic Surgery and Burns Centre (RPS&BC), at the Korle-Bu Teaching Hospital in Accra, Dr. Opoku Ware Ampomah, has opined that Ghanaians need more education on handling burns victims.

In his view, “there is a lot of ignorance, especially among the general public on how to manage fire incidents and administer first aid to burns victims.”

According to him, casualty rates of fire incidents would be considerably low if only the general public had basic knowledge in managing such situations.

There are many who people who pass through our system, but are totally ignorant about burns and first aid. This is something we need to look at, so we do not have a generation that is totally ignorant about burns, first aid and how to prevent domestic fire outbreak,” he said.

“Eighty percent of burns cases are caused by domestic fires. It is therefore important that every Ghanaian has some amount of knowledge on how to deal with fire situations and in administering first aid to burns victims. This would help complement the efforts of medical professionals in ensuring that burn victims sustain minimal injuries as possible.”

His comments follow Saturday’s gas explosion at Atomic junction in Accra, in which 7 persons died, and some 132 others sustained various degrees of injury.

Many of the injured were traumatized because they were oblivious of the next line of action in the wake of the unfortunate incident, resulting in a stampede.

The surgeon said for instance, people should know that they have “to lay on the ground and roll when their clothes catch fire because if you run, you’re rather fanning the flames.”

Dr. Ampomah further noted that, many buildings across the country are improperly constructed to facilitate the easy tackling of fire incidents, as many buildings even lack smoke detectors which “do not cost much.”

Lack of co-ordination in emergency response

Dr. Ampomah further expressed his disappointment at emergency response in the country, stating that delays in such responses are due to the lack of co-ordination between appropriate agencies.

“When these disasters occur, there is no proper co-ordination between those who have the expertise to provide care for the patients, and those at the emergency service front…We need a proper national center for burns. Existing centers to manage burn victims is ill-equipped with majority of the staff having very little knowledge in taking care of fire systems.”

He said as a country “We need to get a proper national center for burns… What we are doing now is making do with what we have, but in terms of international standards, we are not there yet.”

Dr. Ampomah however noted that that in collaboration with the Ghana National Petroleum Corporation, plans are underway to establish Intensive Care Centers for the country.

“For the first time in the country’s history, through international funding, a batch of nurses have been specially trained to handle burn victims. The training was the initiative of the Reconstructive Plastic Surgery and Burns Centre (RPS&BC) at the Korle-Bu Teaching Hospital.”

The surgeon further charged government to invest more in centers designated to deal with burns, to increase their capacity because “the siting of a lot of filling stations and gas stations are disasters waiting to happen.”

The management of UniBank Ghana Limited has refuted claims by the Korle Bu Teaching Hospital that it could not work with the End-to-End Hospital Revenue Collection Software for onsite banking.

The Korle Bu Teaching Hospital management’s had said UniBank’s compatibility shortcomings with the End-to-End Hospital Revenue Collection Software were essentially leading to revenue losses, hence the temporary abrogation of its contract with the bank.

It said Stanbic Bank successfully presented a proposal and was awarded a contract to pilot the new software in the entire hospital, which was valued at $240,000.

But Unibank has in a statement clarified that “the assertion that the Stanbic approved End-to-End Hospital Revenue Collection Software was not compatible with uniBank’s software is a total fabrication.”

“In the first place, UniBank was not invited to do a presentation on HMIS with Stanbic. There was no technical assessment on the compatibility of uniBank’s collection software and Stanbic’s End-to-End Hospital Revenue Collection software (assuming KBTH had accepted Stanbic’s software).

Thus, Unibank maintained that the assertion that there were compatibility issues “was a figment of someone’s imagination.”

UniBank further said it was surprised to learn that the hospital had invited Stanbic to do a presentation behind its back.

“All this while, the Polyclinic, which had already been assigned to uniBank for revenue collection services, had been assigned to Stanbic to install the HMIS software, on a pilot basis, “without officially notifying uniBank in writing.”

“It is therefore totally false for KBTH to state that they invited uniBank to do a presentation on “End-to-End Hospital Revenue Collection Software in 2015”, and we challenge the Management of KBTH to make a copy of the said letter available to the general public.”

Corruption allegations

The contract in question was the centre of corruption allegations made by Kwame Asare Obeng, also known as A-Plus, against two presidential staffers, Francis Asenso-Boakye and Abu Jinapor.

A-Plus’ allegations had to do with a petition by Unibank Ghana Limited to the effect that the management of Korle-Bu had abrogated the existing MoU with them without any reason, thus treating them unfairly.

A-Plus held that the two presidential staffers played a role in the matter, but his allegations were later deemed to be baseless.

Unibank’s statement added that Korle Bu Teaching Hospital management has not presented any evidence to show that uniBank had committed any wrong-doing or committed any breach in the performance of its obligations under the MOU.

“All uniBank sought to do was to be given a fair and transparent opportunity in the bidding process for the provision of on-site banking services at KBTH,” it said.

Kwame Asare Obeng, aka A-Plus, believes the Presidential staffers whom he accused of corruption, Francis Asenso-Boakye and Abu Jinapor, were misled and acted on deception when they intervened in the termination of UniBank’s contract to provide onsite banking services at the Korle Bu Teaching Hospital.

He has thus rendered another apology to them for the manner in which he accused them of corruption.

“…Abu, Asenso, you did not understand the issues per what Abu said on radio. I know that if you knew there is a government agency that can’t independently tell how much money it makes, you wouldn’t have supported this.”

After the initially ambiguous corruption allegations, it became clear A-Plus’ claims had to do with the two Deputy Chiefs of Staff putting pressure on the CEO of Korle-Bu Teaching Hospital, Dr. Felix Anyah, to give back a revenue-collection contract to UniBank after the same contract had been terminated.

“Now that I have come to understand that Abu does not even understand the issue, I will go ahead, like I have said already, and apologize for how I put this whole thing out. Listening to him, he does not even understand.  People have lied to him.”

“…If he was being honest on radio, and I have the impression that he was being honest, and that is all that they told him, then they have deceived him,” A-Plus said.

Background

The onsite banking services at Korle Bu were needed to deal with the “chronic revenue leakages bedeviling the Hospital” which a number of banks had been unable to solve since 2008, a statement from the hospital explained.

Government directed that all public institutions should cede the collection of their revenue to selected banks.

In 2015, six banks were shortlisted to undergo a competitive selection process where Stanbic Bank emerged first and UniBank was fourth, the statement recounted, and “a decision was taken to select Stanbic Bank that was first and UniBank that was 4th to partition the collection of revenue in the hospital.”

But when the hospital submitted the names of the two banks to the Controller and Accountant General’s Department for approval, issues were raised about weaknesses in UniBank’s operations in two other hospitals.

The issues had to do with “reconciliation challenges, delays, non-provision of real-time access to relevant stakeholders.”

“In spite of the advice of the Controller and Accountant General’s Department, an MoU was signed, appointing UniBank to simultaneously collect revenue in the Hospital with Stanbic Bank with the provision that any party can terminate the MoU giving 90-days notice of termination.”

As the two banks started the onsite banking services, the leakages persisted and the hospital’s management decided to search for an End-to-End Hospital Revenue Collection Software to integrate and network its operations.

Stanbic Bank and UniBank were both requested to submit proposals for an End-to-End Hospital Revenue Collection Software in 2015.

Stanbic Bank successfully presented an efficient software, while UniBank failed to turn up during the two presentation sessions thus the hospital “awarded a contract to Stanbic Bank to pilot the new software in the entire hospital which is valued at USD240,000.”

The software if implemented is expected to simultaneously reduce revenue leakages and increase revenue.

The Korle Bu Teaching Hospital management’s decision to rescind the termination of the contract it had with UniBank for onsite banking services has essentially compromised the hospital’s revenue collection.

This is because of what the hospital calls obvious compatibility issues with the End-to-End Hospital Revenue Collection Software being used for the hospital which was approved for Stanbic Bank.

These issues compelled the hospital to initially terminate the contract with UniBank.

The issue to do with the contract with UniBank, is tied to corruption allegations made by Kwame Asare Obeng, also known as A-Plus, against two presidential staffers, Francis Asenso-Boakye and Abu Jinapor.

A-Plus’ allegations had to do with a petition by Unibank Ghana Limited to the effect that the management of Korle-Bu had abrogated an existing MoU with them without any reason, thus treating them unfairly.

A-Plus held that the two presidential staffers played a role in the matter, but his allegations were later deemed to be baseless.

In a statement to “clarify distortions carried in sections of the media in respect of the onsite banking services,” the hospital’s management revealed that, “events thereafter [the abrogation] have made Management to rescind the decision to terminate the contract with UniBank.”

“So Korle Bu is currently in a stalemate where it continues to lose all the benefits of the End-to-End Hospital Revenue Collection Software,” the hospital’s management conceded,” the statement added.

The software was intended to plug revenue leaks at the hospital.

SUBJECT: CLARIFICATION OF DISTORTIONS IN RESPECT OF THE CONTRACT FOR ONSITE BANKING SERVICES IN KORLE BU

RELEASE: IMMEDIATE

On behalf of the Hospital, I wish to clarify distortions carried in sections of the media in respect of the onsite banking services in the Korle Bu Teaching Hospital.

The Hospital’s decision to outsource its revenue collection followed a directive by Government in 2008 that all public institutions should cede the collection of their revenue to selected banks in the country.

With the support of the Ministry of Finance and the Controller and Accountant General’s Department, the then Merchant Bank was selected for this exercise for the first time in 2008.

Following a review of their operations, Merchant Bank’s performance was found to be below par. This led to the abrogation of the contract with them and the selection of the HFC Bank, through a competitive process, to take over the onsite banking services in Korle Bu.

Again in 2015, a review of HFC Bank’s operation was conducted and it was established that its performance was not meeting the requirements of the Hospital.  This was communicated to them and the process for searching for another bank that will provide a solution to the chronic revenue leakages bedeviling the Hospital.

A total of six banks were shortlisted to undergo a competitive selection process which was scored in 2015. Stanbic Bank emerged first and UniBank was 4th. A decision was taken to select Stanbic Bank that was first and UniBank that was 4th to partition the collection of revenue in the hospital.

Revenue Leakages

When the Hospital submitted the names of the two banks to the Controller and Accountant General’s Department for approval, it raised issues about weaknesses in UniBank’s operations in two other hospitals in the metropolis.

These issues were:

  1. Reconciliations challenges,
  2. delays
  3. non-provision of real time access to relevant stakeholders.

In spite of the advice of the Controller and Accountant General’s Department, an MoU was signed, appointing UniBank to simultaneously collect revenue in the Hospital with Stanbic Bank with the proviso that any party can terminate the MoU giving 90-DAYS NOTICE OF TERMINATION.

As the two banks started the onsite banking services the leakages persisted, Management decided to search for an End-to-End Hospital Revenue Collection Software to integrate and network its operations.

Stanbic v UniBank

Stanbic Bank and UniBank were both requested to submit proposals for an End-to-End Hospital Revenue Collection Software in 2015. The two banks were invited to make presentations on the End-to-End Hospital Revenue Collection Software on two different sessions in 2015. Stanbic Bank successfully presented an efficient software while UniBank failed to turn up during the two presentation sessions. Management thus awarded a contract to Stanbic Bank to pilot the new software in the entire hospital which is valued at USD240,000. The software if implemented will simultaneously reduce revenue leakages and increase our revenue base while improving the hospital’s operations in several other areas, both operational and clinical care.

The Stanbic Bank approved End-to-End Hospital Revenue Collection Software was obviously not compatible with the UniBank’s software. Management therefore decided to discontinue the MoU with UniBank in order to enable Stanbic Bank deploy the new software throughout the entire Hospital – covering areas where Stanbic and UniBank were collecting revenue. In view of the Memorandum of Understanding (MoU) signed between Korle Bu and the banks for the onsite banking services, in which either party can terminate the contract by giving a 90-day notice, a Management decision, a notice of termination was given to UniBank on 12th July 2017.

Losses

Events thereafter have made Management to rescind the decision to terminate the contract with UniBank.

So Korle Bu is currently in a stalemate where it continues to lose all the benefits of the End-to-End Hospital Revenue Collection Software.

It is important to stress that the management decision to engage Stanbic Bank as the sole institution for the onsite banking services in 2016 predated the appointment of the current Acting Chief Executive who started work in June 2017.

The Confederation of African Football (Caf) has rubbished Guinea’s claims that they have been granted permission to play their 2015 Afcon qualifiers at home.

Reports emerged on Monday that the Guinea Football Federation said they had been cleared to host games again after the deadly Ebola outbreak led to a temporary ban.

Federation spokesman Blaise Camara was quoted as saying on Monday that Caf has lifted the embargo on games in the country, where nearly 500 people have died in the West African Ebola crisis.

According to quotes, Camara said Guinea can now host the Black Stars in Conakry in its next Group E qualifier next month.

This would have been a relief to the country, as they had to move their first home game to neutral Morocco.

Caf’s statement: “Contrary to recent false claims disseminated by a section of the media, to create the impression that the Confederation Africaine de Football (CAF) has granted Guinea the green-light to host matches at home.

“CAF wishes to affirm that the circular dated 12 August 2014 which stated that Guinea, Liberia and Sierra Leone cannot host matches on their territories due to the Ebola outbreak still holds.

“It was mentioned in the circular that a new assessment of the situation will be discussed in mid-September 2014 in consultation with the World Health Organization and the CAF Medical Committee.

“The CAF Executive Committee is scheduled to meet on 19-20 September 2014 at the African Union (AU) Headquarters in Addis Ababa, to decide on further precautionary measures with respect to countries hit by the Ebola outbreak.”

Guinea will play Ghana in a double header scheduled for October 10 and 15.

Kwame Kyei-Andoh died of natural causes, according to the official autopsy report.

News of the death of the 21 year old match referee shook Ghana in the past fortnight after it was confirmed that he had been brutally assaulted at a lower division match on March 2 – five days before his demise.

The Komfo Anokye Teaching Hospital in Kumasi finished the post-mortem a few days ago, but will present the official document to the relevant authorities on Tuesday, March 25.

Citi Sports sources in the Western Region indicate that the family are taking the news calmly, since most of them have been sure that the death of their relation was in no way linked to the beatings he got.

Looking back

The Ghana Football Association has banned Dompem Gold Stars from using the Bordie Park where the late referee Kyei Andoh was beaten by fans.

The  beatings by fans of the home side in a Division One league match between Gold Stars and NaaJoe United was widely thought to have resulted in his death days later.

Condemnation of the assault came from far and near, with Confederation of African Football (CAF) boss Issa Hayatou sending a strongly worded message to the Ghana FA.

“I wish to underscore that any acts of violence and attacks have no place in football and must be condemned and dealt with in the strongest possible terms and that you will take all necessary steps to address issues surrounding this sad situation,” Hayatou said.

Retired referee and match commissioner T.K. Aggrey told local media: “It was so so sickening and sad, I went to commission a match elsewhere, got wind of the incident and passed by. It is so sad, the young referee is dead.”

Assault of match officials is a common feature of the lower leagues in Ghana and many parts of Africa as well as South America.
