Police at the Airport District Command in Kumasi in the Ashanti Region have recaptured a fugitive, who was amongst some inmates who escaped from lawful custody some four years ago.

The escapee, 20-year-old Alex Boakye Ansah, was recaptured when the Airport Patrol Team spotted him at Dichemso, a suburb of the Kumasi Metropolis.

The Airport District Commander, Superintendent Iddrisu Abdulai, told Citi News the suspect would soon be put before the court.

“We’ll still prosecute him for the offense that he committed prior to his escape, and he has actually escaped from lawful custody so that one too is a count; a fresh charge that will be leveled against him. He is being prepared for court,” he said.

He added that, “his escape led to the reduction of the rank of about two of my personnel, so we think that it is not a case that we should joke with. We are going to take it seriously but allow the law take its course.”

According to the Police, the suspect claims one of his colleague escapees, Suraj Salim, died on his way to Libya, but he has no knowledge on the whereabouts of the other escapee, Jones Anane Akpaloo.

The three broke through the wooden ceiling of the Asawase police station cell at about 12 midnight on 17th August 2014, where they were being kept, pending their trial for various criminal offenses.

A Security Analyst, Emmanuel Sowatey, has said the certainty of re-arrest and stiffer punishment for jail-breakers can deter suspects in lawful custody from escaping.

According to Mr. Sowatey, swiftness in the arrest of fugitives as well as the severity of the punishment they receive will discourage suspects who are nursing similar ideas.

The certainty of the arrest deters people that they will surely be re-arrested.The arrest doesn’t mean they will be necessarily arrested right after the act, but that when they leave, they will be found,” he added.

Mr. Sowatey made the remark on the Citi Breakfast Show on Monday on the back of the escape of some seven suspects from the Kwabenya District Police station after some armed robbers attacked the station over the weekend, killing one police officer who was on duty.

The police are currently on a manhunt for the seven fugitives as well as the suspected armed robbers who freed them.

Citing the United States of America as an example, Mr. Sowatey said security operatives in that country are able to fish out fugitives, even decades after they break out of jail.

“That’s the deterrent. The other one has to do with the swiftness of the arrest and severity of the punishment. What has been one of the effective ways in deterring people is the certainty of being arrested.”

He however advised the police to adopt a holistic process in their search for the fugitives, saying “when it comes to the certainty of being arrested, people have roles to play – the state security, police, media, BNI and ordinary Ghanaians all have a role to play.”

’13 Dela Force operatives escape’

13 members of Delta Force, a New Patriotic Party-affiliated group, who were initially detained for attacking a public officer were rearrested last October.

At their first appearance in court, the 13 escaped from lawful custody, when the Judge ruled that they be remanded and not given bail.

They reported themselves to the police, and were fined Ghc2,400 each, and also made to sign a bond of good behaviour for escaping lawful custody.

More than 3,000 prisoners are believed to have escaped from the main prison in the Democratic Republic of Congo, security sources have told the BBC.

The authorities say only around 50 prisoners got away when armed men attacked the prison on Wednesday.

The security sources also said dozens of people were killed during the attack on Makala prison.

Ne Muanda Nsemi, leader of the political-religious sect Bundu Dia Kongo, is among those who escaped.

A police spokesperson told a local radio station, Radio Okapi, that the prisoners were dangerous, and called for anyone who saw them to tell the authorities.

The sources say that around half of the prison’s inmates fled during the attack.

Government officials say a police officer and at least five attackers were killed, while several sources say that up to 100 died.

The authorities accuse supporters of Mr Nsemi’s supporters of being behind the attack, although the group has denied this.

Mr Nsemi is a self-styled prophet seeking to revive the ancient Kongo kingdom.

Bundu Dia Kongo is campaigning to restore a monarchy in parts of DR Congo, Congo-Brazzaville, Angola and Gabon.

The group mixes Christian and traditional beliefs and practices.

Mr Nsemi was an MP when he was arrested in Kinshasa after police accused him of inciting violence.

Prison officials in Honduras have told a convicted murderer who attempted to break out of jail disguised as a woman that he faces severe punishment.

Francisco Herrera Argueta, 55, clad himself in a long skirt, blonde wig, sunglasses and fake breasts while trying to make the escape.

He attempted to walk out of the maximum security jail with the families of other inmates paying a prison visit.

But he was caught when guards noticed his unusual way of walking.

They later noticed that he had a man’s voice.

Argueta, a gang leader also known as Don Chico, was jailed in September 2015 for murder and firearms offences.

He now faces additional punishment for his attempted escape, with officials warning he may be transferred to El Pozo jail, widely regarded as the most dangerous prison in the country.

In his escape attempt he even went to the trouble of wearing blusher and paint his nails pink.

Argueta impersonated a female visitor to the prison in San Pedro Sula who left her identity card with guards while visiting inmates on Sunday afternoon.

He was caught as he tried to pick up the identity card at the jail’s exit – when a guard asked him to remove his sunglasses. He had already passed through other security filters before he was finally stopped.

“The make-up couldn’t hide the fact that he was a man,” police spokesman Bayron Sauceda was quoted as saying.

 

Honduras has in recent years successfully clamped down on violent crime. In 2011, it had a murder rate of 86.5 per 100,000 people, according to the National University’s Violence Observatory.

The country’s industrial capital, San Pedro Sula, was the worst-hit.

But by 2015, the national murder rate had decreased to 60 per 100,000 – at the same time, neighbouring El Salvador has been climbing the ladder of violence with a national murder rate in 2015 closer to 100 per 100,000 people.

El Salvador is currently the most deadly country outside a war zone.

The Nsawam Medium Security Prison has been locked-down following an alleged attempt by the notorious criminal, Johnson Kombian, and two others, to break jail late Sunday.

The notorious inmate, Kombian, who is currently on a death sentence for killing two police officers on October 17, 2010, was said to have moved from his “condemned cell” to the main prison yard together with his two cell mates around midnight.

“What I can confirm is that, there was an attempted escape last night [Sunday], which was foiled by the officers on duty. Everybody is intact. The Police have began a full scale investigations into the incident to get the full details of what occurred.”

The man Kombian

Kombian, alias Garkum, was arrested, tried and sentenced to seven years in prison by the Tamale Circuit Court, but he escaped while serving his jail term.

He later fled to his hometown, Nakpanduri in the Bunkprugu Yunyoo District of the Northern Region, where he sought refuge.

However, on November 19, 2010, he was re-arrested through the efforts of INTERPOL, when he crossed the border at Bunkpurugu-Yunyoo District to visit his girlfriend.

He was on August 19, 2015, sentenced to death by hanging on two counts of murder, after a seven-member jury returned a guilty verdict.

He is also serving a 30-year jail term on the charge of conspiracy.
