The Indian man who is alleged to have sexually abused a three-year-old girl in a swimming pool in Tarkwa, has been remanded into police custody after the case was recalled.

He was charged with indecent assault after he allegedly inserted his fingers into the genitals of the three-year-old girl in a swimming pool, when he had said he was teaching her to swim.

[contextly_sidebar id=”TsMqMuVulDIGUntOxJgnpbhTPSTQ1hAc”]The judge sitting on the matter had earlier convicted him to a fine of GHc1,200 and GHc4,200 as compensation to the victim, but the mother of the victim rejected the compensation.

The case has thus been recalled by the judge, and will be heard again on Wednesday in the wake of a Citi News report on the matter.

Background

When the Indian national, along with a counterpart offered the swimming lesson, the mother of the children initially hesitated, but she agreed after the strangers convinced her that learning to swim early was the best way.

While the Indians were with the girl, the mother was filming them with her phone and in between the session, the woman noticed her daughter was crying, but she misinterpreted it as a reaction to the fear of being in the pool.

The doctor who conducted medical examinations on the three-year-old girl concluded her genitals were bruised by the penetration of a finger.

The police were involved, but the mother of victim suspected an attempt to cover up the matter.

Her attempts to get the Tarkwa Police to follow up on the issue proved futile, forcing her to fall on the Nsuta Police to effect his arrest.

Her confidence in the police began to shrink after their suspicious conduct with the bosses of the Indian suspect.

According to the woman, who spoke to Citi News, in the course of pursuing the matter, the Indian suspect sought an out of court settlement, but soon changed his mind, saying he was ready to face the court.

She also lamented how the police prosecutor impressed on the judge that presided over the matter in court to fine the suspect rather than to jail him.

She said she was forced watch the police negotiate the compensation from an initial GHS8,400 suggested by the judge, to GHS4,200.

‘Defiled’ 3-yr old girl at risk of long-term trauma – Doctor

Dr. Joseph Darko, the Physician who examined the three-year-old girl alleged to have been sexually violated in a swimming pool at Tarkwa in the Western Region, is worried about the potential trauma the girl could grow up with.

Speaking on Eyewitness News, Dr. Darko said, “the implications of such an action will probably not be felt now. Apart from the pain the little girl went through, she probably will also [suffer] the long-term effects of what has happened.”

The Comptroller General of the Ghana Immigration Service, Kwame Takyi, today [Tuesday], failed to appear before the Accra High Court in a contempt suit brought against him by an Indian businessman, Ashok Sivaram.

The Immigration Service boss was cited for contempt after he failed to comply with an order asking him to restore the work and residence permit of the businessman.

[contextly_sidebar id=”ztofSokixADZKU3cqJ6rq23NTE1mVcgH”]Explaining the reasons for his non appearance in court, a representative of the Attorney General, Jasmine Armah, told the court that Mr. Takyi had traveled on official duty with the Interior Minister.

She also told the court that they have filed an appeal at the Court of Appeal over the restoration order hence the non compliance.

Ashok Kumar Sivaram has been seeking for the restoration of his visa, since a court quashed a deportation order by the interior ministry.

AG’s stay of execution plea dismissed

The Court had earlier dismissed an application praying it for a stay of execution of an earlier judgment, ordering the Immigration Service to restore the work and residence visa of Ashok Kumar Sivaram.

The Presiding judge, Justice Naa Adoley Azu, explained that her decision was to prevent Mr. Ashok from being at the mercy of the Immigration Service, while dealing with his legal issues in Ghana.

She also dismissed the Attorney General’s argument that the non-granting of the stay application will amount to interference of the work of the Immigration Service as statutory bodies are not above the law.

Scientists have developed an “early warning system” to alert authorities to the risk of dengue fever outbreaks in Brazil during the World Cup.

The analysis, published in The Lancet Infectious Diseases, estimates the chances of an outbreaks of the mosquito-borne infection disease.

They say the risk is high enough to warrant a high-alert warning in three venues – Natal, Fortaleza and Recife.

If they come top of their group, England will play in Recife on 29 June.

About a million fans are expected to travel to the 12 different cities hosting matches during the World Cup, which runs from 12 June to 13 July.

Brazil recorded more cases of dengue fever than anywhere else in the world between 2000 and 2013, with more than seven million cases reported.

Dengue is a viral infection that is transmitted between humans by mosquitoes.

It can cause life-threatening illness and there are currently no licensed vaccines or treatments.

Screens, air-conditioning and using insecticides can all reduce the risk of being bitten,

The early-warning system covers 553 “microregions” across Brazil.

The team looked at rain and temperature data from 1981 to 2013 as well as population density data and altitude

The risk of dengue fever is low in Brasilia, Cuiaba, Curitiba, Porto Alegre, and Sao Paulo.

However, they predict that there is some chance of dengue risk exceeding medium levels in Rio de Janeiro, Belo Horizonte, Salvador and Manaus.

The three cities with the greatest chance of high dengue risk are Natal, Fortaleza, and Recife.

Dr Rachel Lowe from the Catalan Institute of Climate Sciences in Barcelona, Spain, who led the research, said: “Recent concerns about dengue fever in Brazil during the World Cup have made dramatic headlines, but these estimates have been based solely on averages of past dengue cases.

“The possibility of a large dengue fever outbreak during the World Cup, capable of infecting visitors and spreading dengue back to their country of origin, depends on a combination of many factors, including large numbers of mosquitoes, a susceptible population, and a high rate of mosquito-human contact.”

The researchers say being able to plan in advance can give local authorities the time to implement measures to reduce or contain epidemics in their areas and to deal with the mosquito populations there.

Writing in the same journal, David Harley and Elvina Viennet from the Australian National University in Canberra say: “Travellers, particularly those attending matches in high-risk cities, might return home with dengue.

“Those who return home unwell will seek treatment. Doctors must be aware of causes for febrile illness in World Cup spectators.”
