Members of the Ghana Music Rights Organization (GHAMRO) will receive their royalties for December, 2017 on Thursday, March 8, 2018.

In a statement signed by the Public Relations Officer of the organization, Prince Tsegah, he explains the delay in the royalty distribution is due to circumstances beyond their control.

According to him, “the total sum of One million five hundred and sixty two thousand, seven hundred and ninety five Ghana cedis eighty five pesewas (GHC 1,562,795.85) was allocated to GHAMRO as payment for the statutory 20% Blank Levy as second tranche payment of 2017 and same was paid to GHAMRO on February 25th, 2018  by the Registrar General’s Department.”

He further states that “in line with section 19 of the Copyright Regulations of 2010, Legislative Instrument 1962 which provides for the statutory distribution percentages of 60% for distribution, 30% for administration and 10% for the welfare, the total funds for disbursement to members is GHC 937,677.51.”

The 30% administrative allocation is to be used for the day to day running of the society and the procurement of the necessary logistics for the efficient pursuit of the mandate. Management is therefore happy to inform members of the acquisition of two saloon cars, namely Toyota Corolla and Toyota Yaris, to help facilitate and enhance administrative activities of the society.

From 30th June, 2018, GHAMRO will start the distribution of royalties based on frequency of airplay i.e. (Title Specific Distribution).

As GHAMRO prepares to implement the Title Specific Distribution, members are therefore requested to kindly update and appraise their records with Society before the due date.

Payment of December 2017 season royalties to members of the Ghana Music Rights Organisation (GHAMRO) may delay in reaching them before the Christmas and New Year festivities, Citi Showbiz has learnt.

According to a statement signed by the PRO, Prince Tesgah, this may happen due to circumstances beyond their control.

He says the predicament, is borne out of the fact that GHAMRO is yet to receive the statutory blank levy payment from Government to enable prompt distribution of royalties for this particular season.

“Cognisance must be taken of the fact that in August this year, GHAMRO distributed GHC 1 million, to music right owners which was not payment received from the blank levy funds from government, but internally generated money from collections made by GHAMRO from commercial music users in the country,” he added.

Due to the above reason GHAMRO does not have the financial capacity to effectively pay the desired minimum amount as royalties, to the music right owners in Ghana, barely 4 months from the last distribution based on collections only.

Prior to the above payment of royalties in August , an earlier payment was executed in  April, 2017 which was arrears for December, 2016, making this December season the third, if GHAMRO is able to meet the “before Christmas ” deadline as expected by the members.

Finally, he noted that the Board and Management of GHAMRO assures members that very soon, royalties shall be paid to them immediately upon the receipt of funds from government, since plans to collect cheque from the Finance Ministry is underway.

The Ghana Music Rights Organisation (GHAMRO), in collaboration with the Ghana Police Service and under the auspices of the Copyright Office, on June 19, organised a day’s seminar for members of the Police Service at the Miklin Hotel in Kumasi.

The seminar was chaired by the Copyright Administrator, Madam Yaa Attafuah. Resource persons for the 9.00am programme were from the Copyright Office, Attorney General’s Office, Police Service, GHAMRO and Parliament.

Relevant areas that were touched on at the seminar include aspects of the nation’s current copyright laws, Collective Management Administration, new piracy strategies, enforcement partnership and royalty collection processes.

GHAMRO has, over the past year, been in consultation with the Police Service on how best to enforce copyright laws and the way forward in the collection of royalties nationwide.

It is generally perceived that there is an increase in the levels of piracy of musical works and non-compliance with the copyright laws of the land. Failure to obtain a license for the use of music in public is unlawful and punishable under the copyright laws of Ghana.

Few weeks after some outstanding royalties were paid to some musicians, dancehall artiste Shattawale has asked the Ghana Music Rights Organisation to pay his share of the royalties or face dire consequences.

The controversial artiste on Wednesday, 3rd May, 2017 posted on Facebook: “GHAMRO, are you ready to pay my royalties or you want me to go haywire?”

Prior to the organisation’s congress to elect new board members, some musicians had complained about delay in payment of some outstanding royalties.

However, few weeks ago the PRO of the Ghana Music Rights Organisation, (GHAMRO) Prince Tsegah disclosed that so far the new administration led by Rex Omar has distributed an amount of GhC 1,746,000 as outstanding royalties to about 80 per cent of right owners.

Mr. Tsegah explained that an amount of GHC 411,640 which forms part of royalties collected from last year was added to the statutory distribution of GhC 1,334,400 thus raising the current distribution amount for the December 2016 royalties to GhC 1,746,000, an increase of 20 per cent.
