President Nana Akufo-Addo has appointed Dr. Edward Kwapong as the acting Chief Executive of Fair Wages and Salaries Commission (FWSC).

He takes over from George Smith Graham who resigned from the position in May 2017.

Until his appointment, Dr.  Kwapong was the Chief Executive of HR Perspective Ltd, an HR Consultancy firm.

He was also the General Manager of Human Resources Division of Ghana Commercial Bank, from 2001-2009.

Dr. Kwapong comes to his new portfolio with a wide range of experience in the areas of Job Evaluation, Organisational Review and Development, Performance Management, Salary Administration, Career/Succession Planning and Leadership Development, among others.

He is a Barrister at Law, specializing in Labour and Industrial Law.

He holds a Master’s Degree in Public Administration from the University of Ghana, and a Post Graduate Certificate in Job Evaluation from Solihull College, Birmingham.

He was introduced to the staff of FWSC on Monday afternoon by the Deputy Minister of Employment and Labour Relations, Bright Wireko-Brobbey, and the Chief Director at the Ministry, Mr. Longmann Atta Kumah.

President Akufo Addo has directed the Ministry of Finance to pay all outstanding arrears owed civilian employees at the Ministry of Defense.

The President said the outstanding arrears follow their migration onto the single spine salary structure.

Addressing members of the Ghana Armed Forces at Burma Camp on Friday, President Akufo Addo said government is working on reviewing the salaries of personnel.

“The briefs I have received indicate that not enough attention is paid to the concerns and plights of our civilians’ brothers and sisters, our families and our veterans. It is to them accordingly that I make these remarks. I understand that the fair wages and salaries commission recommended payment of three days’ work, representing 11.1% as additional allowance to the civilian employees as far back as 2011. The recommendation is yet to be processed by the Ministry of Finance.”

“The General headquarters subsequently sent a reminder to the Ministry of Defense, which has in turn on 22 May 2017 also requested the Ministry of Finance, to effect the recommendations of the fair wages and salaries commission on the payment of the 11% as additional allowance. The Ministry of Finance is processing that for execution,” the president added.

The President also said he has been informed that civilian employees within the Armed Forces are compelled to wear the prescribed uniform to work every day lamenting although government is supposed to provide them with the uniforms, the employees do it themselves.

Uniform allowances to be paid by August

He added that government is aware that it had defaulted in making such allowances available to the civilian employees for two months and will thus honour its obligation by August.

“I’m informed that, the civilian employees of the armed forces, unlike their counterparts in the public service are compelled to wear the prescribe uniform to work every day. The uniforms are purchased and maintained by the civilians themselves and the country receives GHc40 across board as uniform allowance. We understand that government is in arrears of two months which will be rectified in your August salaries,” he added.

Civilian employees important

President Akufo-Addo also told the members of the Armed Forces that their government is working on providing them with adequate accommodation facilities.

“There is also the question of accommodation and the expectations of civilian employees. These are all legitimate concerns of the civilians and they deserve to be treated with the same urgency as the concerns of their uniform colleagues. The contributions of the civilian employees are important to the success of the military establishment and these outstanding matters will be addressed expeditiously so that the enhancement of the morale of all segments of the armed forces can be achieved for the greater cohesion of the armed forces. We have to pay due attention to the concerns and plights of our civilian brothers and sisters, our families and our veterans,” he added.

Three suspected fraudsters, two men and a woman, are in the grips of the Ministries Police station, Accra, for submitting fictitious documents at the offices of Fair Wages and Salaries Commission (FWSC).

The suspects, who are reported to be assisting the police in on-going investigations, had submitted the fake documents to claim payments of salary arrears.

This is according to the Head of Public Affairs at the FWSC, Earl Ankrah.

The FWSC has since February this year, ‘camped’ validation officials from the GES and Audit Service at its premises to provide a one-stop express hub for the exercise, to establish the authenticity of claims for arrears, before authorization for payments by the Controller and Accountant General’s Dept.

Validation officials have so far been tight-lipped about the specifics of the fake documents.

The validation of the teacher documents was necessitated by claims that a number of the teachers in the country employed by the Ghana Education Service (GES) presented fake certificates.

The Audit Department and the Controller and Accountant General’s Department, were validating the documents before payments were made.

According to the GES, out of 14,575 input forms that were initially submitted by teachers for processing and payment, only 6,268 were found to be attached with genuine supporting documents.

Some major teacher unions responded by saying they are not to blame if some of the teachers have fake certificates and that the GES, which recruits teachers, should be blamed. Some even called for the Director General Jacob Kor to be arrested for supervising the recruitment of these teachers.

Family of the late Bimbila Naa Dasana Abdulai Andani II is demanding the body of the chief for burial in accordance with best customary practices.

According to the late chief’s elderly son who doubled as the family Spokesperson, Dasana Salifu Wumbei at a news conference in Tamale, Naa Dasana Abdulai Andani was murdered at his palace in Bimbila at about 6:30 pm, Thursday June 19, 2014.

The family called on government to institute investigation into the murder of the late Bimbila Naa Dasana Abdulai Andani II.

Two other persons of the late chief’s retinue were murdered by unknown assailants, the family reported.

The family accused the police and army commanders in Bimbila of negligence and unconditionally demanded their removal from office.

The family also took a swipe at the District Chief Executive for Bimbila, Alhaji Ibn Abass for saying that the late chief died as a result of a clash between two feuding factions who have been at logger heads concerning legitimacy to the Bimbila paramountcy.

The family described the DCE’s alleged comment as inaccurate, baseless, malicious and window dressing just to save his job.

“What happened in Bimbila is an opened secret in Bimbila: DISEC is aware of that because there were enough early warning signals for DISEC to have acted on but they deliberately refused for reasons best known to them.”

The family narrated the incident that unknown gunmen dressed in police uniforms and others in military uniforms entered the chief’s palace at a time his subjects were praying.

The family added that the assailants took to their heels with sporadic shooting and headed towards Kpatihi Naa’s house in Bimbila.
