Abdul Jalilu Musah, a 28-year-old butcher accused of defiling two minors in his room at Nima has been remanded by an Accra Circuit Court.

Musah, who is reported to have defiled the victims aged ten and eleven, pleaded not guilty to the two counts of defilement.

According to Musah, he had been framed and would never commit such an act since he has a girlfriend who has been visiting him.

The court presided over by Mrs Abena Oppong Adjin Doku, remanded Musah into Police custody to reappear on February 1.

Prosecuting, Chief Inspector Kofi Atimbire, who held brief for Deputy Superintendent of Police (DSP) Adolphine Dzansi, said the victims live with their parents at Nima.

The Prosecution said Musah also resides in the same vicinity.

On December 24, 2017 the accused is believed to have lured the victims into his room and defiled them in turn.

According to the Prosecution, the eleven-year-old victim unable to bear the pain, three days later informed her mother about her ordeal.

When the ten-year-old victim was confronted over the issue, she confirmed the sexual encounter with the accused.

The Prosecution said both victims were issued with medical report forms and the matter was transferred to the Domestic Violence and Victims Support Unit at Nima.

Two men, who fought over a 43-year–old woman at the premises of the Accra High Court, were on Wednesday fined Gh¢ 120 each  by the Accra Circuit Court.

Kofi Atakora, a former boyfriend of the woman and George Sefah, the current boyfriend of the woman, were found guilty of disturbing the peace in a public place.

They will serve 20 days in jail if they fail to pay the fine.

The court, presided over by Mrs. Abena Oppong Adjin-Doku, also found Atakora guilty of causing harm for pouncing on his former girlfriend during the fight.

The court fined him Gh¢1,200 on the charge of causing harm and in default he will serve 12 months in jail.

Atakora was also ordered by the court to compensate his former girlfriend with Gh¢500.

It seems the bad blood between the two men is far from over as they were seen pointing fingers at each other before the court delivered its judgement.

Breakup

Atakora, 42, was in a relationship with the woman, Elizabeth Darko, from 2004, until they broke up in 2008.

According to the prosecutor, Chief Inspector Kofi Atimbire, the two former lovers had not been on good terms since the breakup.

In 2013, Atakora sued Elizabeth at the High Court on the basis that she was still in possession of some property the two acquired during their relationship.

Fight

On February 14, 2014, Elizabeth, accompanied by her new lover, Sefah, 52, appeared before the High Court to answer the claims leveled against her by Atakora.

Elizabeth and Sefah waited at the corridor leading to the court room since the court was yet to start business.

“Atakora who was in an angry mood went to them and pointed his finger at Sefah, leading to a fight between the two,’’ Chief Inspector Atimbire said.

He revealed that Atakora got a red eye while Sefah suffered a cut on his lips as a result of the fight.

“Elizabeth attempted to separate them, but Atakora pounced on her, hitting her continuously with his fist. Elizabeth sustained a deep cut on her forehead,’’ the prosecutor stated.

Chief Inspector Atimbire added that, a report was made to the Domestic Violence and Victim Support Unit of (DOVVSU) leading to the arrest of Atakora and Sefah.

A 41-year-old caterer, who is accused of having anal sex with his 15-year-old nephew for the past two years at Adabraka, has been remanded in Police custody by an Accra Circuit Court.

Kenneth Nana Akwasi Amoako Attah charged with defilement pleaded not guilty.

He is to reappear on May 30.

Declining bail, the court presided over by Mrs Abena Oppong Adjin Doku held that the victim and the accused reside in the same house.

Prosecuting Detective Inspector Kofi Atimbire said the complainant a retired laboratory technician and a grandparent of the victim reside at Dansoman in Accra.

The victim resides with his mother, and the accused is an uncle to the victim.

According to the prosecution, the victim has been running errands for the accused and he has been luring the victim into his room and on several occasions had anal sex with the victim in a sofa in his living room and also on the accused’s bed in his bedroom since 2015 until April this year.

After every act, the prosecution said the accused person threatened the victim not inform anyone else he would kill him.

Inspector Atimbire said the victim kept the ordeal to himself until he went to spend Easter Holidays with his grandparents.

The prosecution said the victim started behaving strangely and was taken to a church in Adabraka for prayers and it was there that he revealed his ordeal at a church service.

According to the prosecution, the pastor of the church advised the complainant to send the child to the hospital.

After seeking medical care at the Korle-Bu Polyclinic, the medical officer recommended that the matter be reported to the Police and she did.

A complaint was lodged with the Domestic Violence and Victim’s Support Unit (DOVVSU) and accused was arrested.

The Human Rights division of the High Court has ordered government to immediately establish a domestic violence support fund to provide free medical care for domestic violence victims.

The order was part of a judgment delivered by the court in a case where a private legal practitioner, Martin Kpebu, filed a suit praying the court for a directive to government, to fully comply with the domestic violence act passed a decade ago.

[contextly_sidebar id=”JyfAoF26aWjMTUjfDHt97aj7oqAQ0R6F”]Delivering his judgment, the judge, Justice Anthony Yeboah, who lamented the Attorney General’s failure to appear, said he was compelled to deliver the judgement because the case borders on the fundamental human rights of citizens and public interest.

The court however stayed the enforcement of the order for 6 months, pending service on the State, and also the proper budgetary allocation for the implementation of the order.

Lawyer Martin Kpebu filed the application at the Human Rights division of the High court seeking an order of the court to compel the State to provide free medical care for victims of domestic violence.

According to the applicant, section 8(3) of the Domestic Violence Act, 2007 (Act 732), mandates the State to provide free medical care for victims of domestic violence.

Mr. Kpebu further stated that, section 29 of the same (Act 732) demands that a domestic violence support fund be set up or established to provide basic material support for victims of domestic violence and to rescue, rehabilitate and reintegrate victims of domestic violence.

The Police Domestic Violence and Victim Support Unit (DOVVSU), has expressed concern about the rising cases of child non-maintenance cases in the Ashanti Region.

Deputy Superintendent of Police (DSP) Benjamin Dokurugu, the Regional Commander of the Unit, said this was throwing more children on the streets, a phenomenon he finds worrying.

Speaking in an interview in Kumasi, he said the trend needs to change to give more protection to children.

The Unit’s other worry had to do with the incidents of physical assault and threats to children.

DSP Dokurugu said they had successfully prosecuted some offenders and secured their conviction to prison terms ranging between eight and 12 years. Others were sentenced to fines by the court.

He indicated that, great strides were being made in the fight against child abuse in the region. The overall number of abuse cases reported to his unit last year, reduced by 119.

DSP Dokurugu reminded the public to respect the child’s right to a comfortable life, protection and parental guidance.

He invited the public to back the effort to protect children by reporting any child abusers to the appropriate state institutions for action.

The Domestic Violence and Victims Support Unit (DOVVSU) of the Ghana Police Service in the Central Region recorded 2,668 cases of domestic violence in 2016.

The figure was a reduction comparing it to that of 2015 figure of 3,314.

Some of the cases included, neglect of parental duties, defilement, child stealing, forced marriage, causing unlawful damage, assault, rape, exposing child to harm and criminal abortion.

The Central Regional Coordinator of DOVVSU, Deputy Superintendent of Police (DSP) George Appiah-Sakyi told the media on Monday that 199 of the reported cases were rape, defilement, sexual harassment and incest related.

He said assault cases topped the list with 797 cases followed by non-maintenance with 651 cases, 180 for threat of death and 138 being defilement cases.

He said records available to the Unit for the past five years showed that assault cases, which hitherto placed second, topped the list.

He said the Unit recorded 131 abduction cases compared to 71 in 2015 while kidnapping cases increased significantly from two in 2015 to 38 in the year under review.

He indicated that majority of the cases came from Cape Coast and its immediate settlements, including Elmina, Mankessim, Kasoa, Agona Swedru and Assin Fosu.

DSP Appiah-Sakyi blamed the high number of non-maintenance cases on broken homes, large family sizes, poverty and unwanted pregnancies.

He advised that family planning be embraced.

The Unit in collaboration with United Nations Population Fund and some Non-Governmental Organizations organized a number of sensitization workshops to help stop gender and sexual based violence.

The DOVVSU boss however said sensitization activities and education on the need to end domestic violence for a healthy family and society would be intensified across the Region in the coming years.

The Ashanti Regional Director of the Commission for Human Rights and Administrative Justice (CHRAJ), Mrs. Mercy Larbi, has called for concerted effort to give more protection to children and shield them from abuse and forced marriages.

She said their fundamental rights could not continue to be violated with impunity.

Speaking at the launch of a Girl Child Advocacy Project in Kumasi, she condemned the pervasiveness of child marriage in the country, saying it was adversely affecting the health and education of many young girls.

The five-year project, spearheaded by the Defence for Children International, Ghana (DCI) – a child rights advocacy organization, aims at helping girls and young women to have better understanding of their fundamental rights and how to safeguard them.

It is being piloted in Ashanti Region.

Present at the official launch of the project were chiefs, religious leaders, security agencies, teachers, students and civil society organizations.

Mrs. Larbi called on Ghanaians to be bold to report persons who abused children to the appropriate state institutions for swift action.

She underlined the resolve of the Commission to work diligently to make sure that abuse victims received justice.
The Deputy Superintendent of Police (DSP) Susanna Dery, Ashanti Regional Deputy Commander of the Domestic Violence and Victims Support Unit (DOVVSU), said through the collaboration with DCI, the police had been able to rescue about 50 teenage girls from commercial sex trade.

She spoke of the need to strengthen inter-ministerial coordination – to dialogue on issues of child marriage, sexual violence and abuse, and ways to enhance the implementation of child protection laws.
Dr. George Oppong, the DCI Director, said his organization was working to complement government’s effort towards protecting the rights of the Ghanaian child.

He called on traditional leaders to scrap outmoded customs that were detrimental to the growth and development of the girl-child.
