Majority Leader, Osei Kyei Mensah Bonsu, has backed the decision of the Commission on Human Rights and Administrative Justice (CHRAJ), to demolish portions of the Old Parliament House building.

The demolition of the structure that housed the Gold Coast Legislative Assembly from 1951 when Dr. Kwame Nkrumah became the leader of government Business under British rule, has revived concerns about how the country protects its heritage sites.

[contextly_sidebar id=”FlCTOtsJnCwDptKs15aLMs8R4VXBE5Kv”]Speaking at a press soiree in Accra, the Majority Leader argued that it was better to pull down the structure than leave it in its previous state.

“That structure was gutted by fire sometime back, but sometimes when you want to do a rehabilitation of a structure that has been gutted by fire, the integrity of which structure might have suffered tremendously, you do not go about reinforcing the existing structure. It is better you pull it down. I guess that might have informed the decision to pull it down and rebuild a new structure to replace it,” Mr. Kyei Mensah Bonsu explained.

“Remember when we came to dealing with our own Job 600 complex. Some of us argued at the time that what commitment was going to go into it, we could better save to perhaps demolish the structure and begin a new one. At the beginning, when that structure was valued, it was said that it was going to cost us about $25 million to refurbish. You know the total cost of the rehabilitation of Job 600 when we finished? It is close to 100 million dollars. If we had demolished it and reconstructed that edifice, how much was it going to cost us?” he added.

Although some key stakeholders have criticized the demolition, CHRAJ has since defended its decision, saying the move was aimed at protecting the health and safety of its workers.

CHRAJ was accused of usurping the authority of the Accra Metropolitan Assembly by proceeding to demolish the Chamber and adjoining offices of the Old Parliament House in Accra, without getting the required permit from the AMA.

The Commissioner of CHRAJ, Joseph Whittal in explaining the circumstances under which the building was pulled down however explained that: “Since the burning in 2013, that section has posed a health hazard, indeed every person who works around those places knows that indeed this is unhealthy because we are breathing in the fumes and all those things.”

“The part that is burnt is beyond recovery and so since 2013, we have made efforts to have this taken out. We have informed the AMA, unfortunately, we’ve not had funds, it is only this year that we had funds from the central government to demolish and reconstruct the old Chamber and the adjoining offices.”

The Minister of Roads and Highways, Kwasi Amoako-Attah, has directed the Ga South Municipal Assembly to demolish illegal houses and structures at Weija Hills immediately as part of measures to stop the erosion occurring on the hills from generating into a bigger problem.

He also tasked the assembly to stop the activities of illegal sand winning and stone quarrying on the hills to prevent the weakening of the rocky hill and debris from being washed down onto the Kasoa-Accra road.

It would be recalled that a downpour last Sunday caused a huge amount of silt from the Weija Hills to be washed down onto the road, submerging a large part of the road near the Kasoa tollbooth.The muddy pool triggered a major traffic jam on the stretch.Technical teamAddressing the media during a tour of the Weija Hills, Mr Amoako-Attah further directed the Chief Director of the Ministry of Roads and Highways, Mr Godwin Brocke, to constitute a technical team of engineers, planners and surveyors to come out with practical recommendations to solve the challenge.“By 10 a.m. on Monday, I will personally inaugurate this committee who will be tasked to come out with a proposal to address the problem,” he stated.

During the tour it was observed that a number of structures, mainly warehouses, churches and houses had been constructed on the hill, a situation that was partly blamed for the frequent erosion on the hills.

The team also noticed that a day after the heavy downpour, a large stretch of the road – from the Kasoa tollbooth all the way to the West Hills Mall – was still covered with debris.

The minister and his team also visited Weija Atala, where drains which had been blocked following the downpour, were also inspected.

Enforce the laws

Mr Amoako-Attah urged the assembly to be bold and brave to demolish any house that was built without permit.

According to him, until the municipal assembly puts its foot on the ground, the illegal activities of construction, sand winning and quarrying could generate into a bigger problem that would put the life of motorists and residents at risk.

Excavation of rocks

The Ga South Municipal Road Engineer, Mr Daniel Sawyer, said the erosion of the Weija Hills started after the excavation of rocks from the hills by Sonitra for the construction of the Legon-Madina road.

“After the construction by Sonitra, this is what we have been left with. The hills have become a quarry exploited by everybody,” he said.

He indicated that the erosion taking place on the hills could topple down one of the transmission polls located along the path of the erosion if unchecked.

To address the problem, he said the assembly had sent reports to the Urban Roads and the GHA to take the necessary preventive action, but was yet to receive a response.

The Upper East Regional Minister, Rockson Bukari, has hinted of a massive demolition exercise to remove all illegal structures put up on roads and waterways, as well as on government lands in the Bolgatanga municipality.

Mr. Bukari said the move was among measures to be deployed to secure land for government projects, since land acquisition in the region in recent times has been cumbersome.

[contextly_sidebar id=”JVxwTO3pDZjwzSA4S9im7EMVq76djasE”]He disclosed this after a meeting in Bolgatanga with the Regional Lands commission, Town and Country Planning, Environmental Protection Agency, statutory planning committee of the Bolgatanga Assembly, among other stakeholders.

The demolishing exercise is expected to affect several business centers, homes, religious bodies among others.

“A technical committee has been constituted to study the layout of Bolgatanga and mark out all buildings and structures cited on places earmarked for roads, waterways and even those on government acquired lands…”

Mr. Bukari criticized the Environmental Protection Agency, the Bolgatanga statutory committee, the Ghana national fire service and the National petroleum authority for sanctioning the construction of some fuel stations at improper places within the Bolgatanga Municipality.

He stated that efforts will be taken to correct the haphazard citing of fuel stations in the region to sanitize the system, adding that, any institution found culpable of the act will be sanctioned.

Mr. Bukari also reiterated his appeal to all chiefs, landowners ‘Tindanas’ and citizens of the region to release lands willingly for the development of the region.
