Former Secretary of the Conference of Heads of Assisted Secondary Schools [CHASS], Felix Essah, has commended the West African Examination Council [WAEC], for changing the schedule of the West African Senior Secondary School Certificate Examination [WASSCE], from February to April.

Speaking to Citi News, Felix Essah said the decision will benefit students because it will give teachers enough time to complete the syllabus.

[contextly_sidebar id=”IHDkcEot2UjGgThHZqVXF8T7b6Xjml9l”]“When the Minister of Education decided that he wants to listen to public concern and bring the examination to the third term, I thought it was a good idea. It is a laudable thing, and I commend the Minister for that,” he said.

According to him, many school heads have also complained about not having enough time to complete their syllabus, and that the decision of moving the date forward will go a long way to help both teachers and students.

Head of the West African Examination Council, Rev. Samuel Ollennu, on Tuesday announced the change in time for the exams to April 3rd, following months of deliberation with the Ministry of Education and other stakeholders.

“We are here to inform you about the forthcoming examination, which this time around is not starting n February, but on April 3. Formerly, we were going to start in February but the government appealed to us not to”, he said.

The Conference of Heads of Assisted Secondary Schools (CHASS) say they expect that the money released by the government to cater for the Free Secondary education program to hit their accounts within a week.

CHASS’ General Secretary, Samual Gyebi Yeboah, noted on Eyewitness News that no headmaster has as yet gotten the money, which was released on Friday, September 8.

[contextly_sidebar id=”BITxgKq6ZADox7a3PrM6K6e2Ee4i8g5k”]Before the release of the funds, CHASS had expressed worry about possible delays, saying it could affect re-opening of schools.

“So far, no headmaster has called that he has gotten the money, but we are hoping that the money will hit our accounts very soon because normally, when government releases the money, it takes sometime and it goes through certain processes before it comes to our accounts.”

“… the Bank of Ghana would have to release the money to our Bank accounts and we will pay them with the money later, so perhaps in a week’s time, everyone may have gotten the money,” Mr. Gyebi Yeboah said.

Some first-year students who have been placed in various schools have already started registering for the upcoming academic year, so in the meantime, Mr. Gyebi Yeboah said the schools will be relying on the buffer stock company for food items.

Normally, headmasters buy food items on credit “so that when the money comes, we use it to pay our debts” he explained.

But if this should fail, the schools could rely on the food procured for the continuing students, according to Mr. Gyebi Yeboah.

“So if the government does not release the money or if the buffer stock does not bring the food items, the schools will still have food items [procured for continuing students] in stock to take care of the students.”

The government has given assurance that funds for the commencement of the free senior high school (SHS) policy will be released by the close of the week.

Addressing the 55th National Conference of Heads of Assisted Secondary Schools (CHASS) in Ho on Wednesday, the Deputy Minister in charge of pre-tertiary education, Dr Yaw Osei Adutwum said “your money will soon hit your accounts” and further indicating that the funds would, by the end of the conference on Friday, be in their accounts.

His assurance comes on the back of concerns raised by CHASS that although government had promised that it was going to release funds to them two weeks before re-opening, they were yet to receive the funds.

The deputy minister stated that government was aware of their challenges and was committed to ensuring the start of the policy.

“We have no reason to keep your money because we will not give you a responsibility and not equip you to execute the responsibility,” he said.

According to him, there was an assurance from President Akufo Addo the programme will be executed this year.

The Ghana Education Service (GES) has attributed the delay in payment of feeding grants to some Senior High Schools especially in Northern Ghana to the change in government.

The headmasters of some schools in the north have threatened to close down the schools and send students home due to the non-payment of feeding grants by government for students.

The Ghana Education Service said it has paid part of the grant owed the assisted schools but cannot immediately say when the remaining arrears will be paid.

Speaking to Citi News, the Public Relations officer of GES, Rev Jonathan Bettey urged the headmasters not to close down the schools.

“The first term payment has been made, the movement of GES is calling on school authorities to resume for academic work. We are aware government owes the schools but as I talk to you, negotiations are still ongoing to make sure that the remaining monies are paid but as to when the money will be paid, I cannot release that to the public now,” he said.

“A new government has just taken over administration and the ministry of education is yet to welcome the new Minister and a lot of things are to be put in place before the normalcy of a number of things so we are of the view that with one term being paid to the school authorities, school can resume so they use this one for the time being whiles negotiations, the rest of the money will be paid,” he added.

Second cycle institutions in the three regions of the north, have been temporarily shut down due to the perennial problem of unpaid feeding grants for three consecutive terms. The students were scheduled to resume their course work on January 5, 2017, following the Christmas break. But school heads have asked them to stay home indefinitely over the non-payment of the feeding grants.

Some of the affected students in a Citi News interview decried the situation and called for a permanent solution.

They accused government of being insensitive to the plight of students of second cycle institutions in the three regions of the north.

The Conference of Heads of Assisted Secondary Schools (CHASS), earlier served notice of postponing reopening if government failed to defray the accumulated debt.

According to the leadership of CHASS, they can no longer feed for the students’ on credit.
