Confusion broke out at the Ashanti Regional office of the Electoral Commission on Monday, after the opposition New Patriotic Party (NPP), refused to accept the parliamentary ballot papers sent there for the upcoming polls.

According to the party, the ballot did not have the NPP’s initials printed on it, as it had been done for other parties.

The ballots for the region arrived in the regional capital, Kumasi on Sunday night, but the representatives of the NPP rejected it after inspection.

Ashanti Regional Secretary of the NPP, Sam Payne, told Citi News, “the notice of polls that the EC printed, we noticed some discrepancies. On the notice of poll, you’ll have the emblem of the New Patriotic Party there, with the initials of NPP boldly written as its done to the other political parties; but when you pick the ballot itself, you’ll see the ballot alright, but the initials, NPP wasn’t printed there; but you have other political parties’ printed there, and this is what we drew the attention of the EC to.”

According to Mr. Payne, the party will demand reprinting of the ballot papers if the omission is considered an illegality.

He said although the ballots have already been dispatched to the various electoral areas in the region, the NPP is expecting a swift response to ensure that the party is not disadvantaged during the elections.

He said the Commission in the region has however assured the party that, their complaint will be forwarded to the national headquarters in Accra for the appropriate action to be taken.

Ghana’s Electoral Commission has denied speculations that some ballots were found at the office of a political party in the country.

According to the EC the report is false and should be disregarded.

“The Commission wishes to call on the general public to completely disregard the false claims by activists of some political parties that these ballots were supposedly intercepted in another political party’s office. These were wicked lies delinerately calculated to cause confusion,” a statement from the EC stated.

Photos of EC branded bags containing ballot papers believed to be for the conduct of the 2016 general elections were being circulated in a section of the media claiming they were intercepted at the office of one of the political parties in the country.

But according to the EC the printed ballots were those for the Upper West Region which had arrived at the Regional Police Headquarters in Wa earlier on Saturday.

It said the package was printed and transported under the watch of the representatives of the various political parties.

It noted that the photos that accompanied the ‘ludicrous claims’ in the media were taken by some of the representatives of the political parties at the Regional police headquarters.

The notice therefore called on all the political parties to desist from “this irresponsible behavior” which it deems a calculated attempt to cause public disaffection towards the Commission.

Below is the full statment from the EC:

PUBLIC NOTICE:

The Commission wishes to call on the general public to completely disregard the false claims by activists of some political parties that these ballots were supposedly intercepted in another political party’s office. These were wicked lies deliberately calculated to cause confusion.

Below is the truth:

1. The printed ballots for the Upper West Region arrived at the Regional Police Headquarters in Wa this morning. The representatives of the political parties in the region were invited to witness the delivery process and confirm their seals on the bag. Some of these political party representatives took these pictures at the Wa Regional Police HQ. We are surprised to note that these same political party representatives are circulating these pictures with such ludicrous claims. This is totally irresponsible and unacceptable.

2. For the records, the printing process of the ballot was closely monitored by representatives of the political parties on a 24-hour shift basis.

3. There was also a 24-hour police protection of the ballot printing process.

4. Record was taken of every single ballot printed and at the end of the day, the printing house was closed in the presence of all political party representatives.

5. Every morning, the printing house was not opened unless the representatives of the political parties were present and printing did not start until all the representatives of the political parties were present.

6. After the ballot printing process has been completed, the ballot papers were packaged and labelled per constituency as below, and the political parties placed their uniquely numbered seals on the bags as below.

7. Even the movement of the ballots was closely monitored by the police and the political parties are duly notified.

8. On election day, the ballot paper is only valid if it bears the Commission’s unique stamps.

9. We would like to state categorically that it is totally untrue for anybody to claim that the ballots below were intercepted in another political party’s office.

10. The Commission would like to call on all political parties to stop this irresponsible behaviour deliberately calculated to cause public disaffection towards the EC.

The Electoral Commission (EC), has said it may consider a total recount of Presidential ballots in the 2016 December elections, if it realizes upon collation that the vote margin is too close to declare a clear winner.

Chairperson of the Commission, Charlotte Osei, said this in an interview with the BBC’s Akwasi Sarpong on Thursday.

According to Charlotte Osei, it may be prudent to recount the ballots than to go ahead to declare a winner under such circumstances.

The only reason I can see us going beyond is that, our elections in Ghana tend to be very close. If it’s so close, it may be more prudent to stop, inform every one, do a total recount, and be sure of what we are announcing…just to be sure, but I do not think, well, at this point it is too early to tell,” she added.

Election will definitely happen on December 7

Charlotte Osei in the interview also assured that the current legal tussle between the commission and some aggrieved political parties over the disqualification of their presidential aspirants, will not affect the 7th December date for the elections.

“…From the point of view of the commission; the election would definitely happen on December 7,” Chairperson of the Commission, Charlotte Osei said.

Critics are skeptical about the possibility of the election date, following the numerous lawsuits the commission has had to respond to in court, for disqualifying some 12 presidential aspirants from the race.

But speaking to the BBC in a Facebook video, Charlotte Osei said the courts are aware of the limited time left ahead of the polls, and thus would expedite ruling on the cases before them.

“The Supreme Court is very aware of the timelines. We’ve also told the courts how much time we need with the printers to print the presidential ballots. We’ve done all that; and it’s in our pleadings and they are aware of that.”
