The National Association of Local Authorities of Ghana (NALAG), is to give motorbikes to all assembly members nationwide.

This is to make it possible for the assembly members to effectively discharge their duties.

NALAG’s President, Felix Mensah Nii Anang La, made this known at the Northern Regional delegates’ conference held in Tamale.

“It is inevitable that assembly members deserve the motorbikes and must be given the motorbikes irrespective of the delay and the setbacks. Let me apologize to you and let you know that the motorbikes are coming and very soon contrary to speculation that the distribution will be a mirage.”

Mr. Anang La, who doubles as the Metropolitan Chief Executive for Tema, encouraged the Association’s members to deepen social auditing and accountability in their electoral areas by holding duty bearers accountable for their stewardship.

The NALAG is the umbrella body of all 216 Metropolitan, Municipal and District Assemblies in Ghana.

Some 31 members of the Tamale Metropolitan Assembly, have requested a general Assembly meeting in accordance with Order 17 (3) of the Standing Orders of District, Municipal and Metropolitan Assemblies of Ghana, to enable them pass a vote of no confidence against the MCE, Iddrisu Musah, also known as Musah Superior.

The aggrieved Assembly Members in a letter to the Presiding Member, copied to the Coordinating Director and sighted by citifmonline.com, notified them of their resolution to pass a vote of no confidence against the MCE, explaining that they have lost confidence in him, hence the need for a general assembly meeting to initiate his removal from office.

[contextly_sidebar id=”N8mlzzrrU5bF09WuVmYR3fKy5kPNeLpe”]The Assembly Members explained that, their reasons for the MCE’s removal, are that, he has been awarding contracts without due process, and also disregards and disrespects them.

They further accused him of taking critical decisions without prior approval of the Assembly, and lying or withholding information from the Assembly members, and by extension from the people of Tamale.

They also alleged that, he mismanages the Assembly’s meagre resources, by appointing two personal assistants to himself, paying each of them Ghc1, 400 a month.
He is also accused of constituting and paying a 61-member non-functional Task-force which cost the Assembly Ghc9, 150 a month.

When citifmonline.com contacted the Assembly members who appended their signatures to the resolution, majority of them confirmed the decision.

citifmonline.com sources at the Tamale Metropolitan Assembly revealed that, the aggrieved members on Wednesday October 25, 2017, met and resolved not to back down their protest.

The Tamale Metropolitan Assembly has 60 Assembly members including 18 government appointees and two MPs for Tamale South and Tamale Central.

However, the two MPs are ex-officio members. In effect, the undersigned signatories of 31 members, can form a quorum to pass a vote of no confidence in the MCE.

Twenty-three former Agona West Municipal Assembly Members have threatened to take legal action against the assembly for failing to pay them their ex-gratia for more than two years.

The threat was issued at the third ordinary session of the assembly at Agona Swedru.

A spokesman of the members, Mr Jude Baffoe, former Assemblyman for Agona Kwamang and a government appointee of the assembly, said all efforts made to force the assembly to pay the money had proven futile.

He said the ex-members were looking forward to being paid an amount of GH₵ 1,500 each, approved by the Ministry of Local Government and Rural Development.

He appealed to Mr Collins Dauda, the Minister of Local Government and Rural Development, to probe the delay of the payment.

Mr Jonathan Benifo, the Acting Co-ordinating Director of the Assembly, responded that the assembly was struggling to mobilise money to pay the ex-members.

A contraceptive computer chip that can be controlled by remote control has been developed in Massachusetts.

The chip is implanted under a woman’s skin, releasing a small dose of levonorgestrel, a hormone.

This will happen every day for 16 years, but can be stopped at any time by using a wireless remote control.

The project has been backed by Bill Gates, and will be submitted for pre-clinical testing in the US next year – and possibly go on sale by 2018.

The device measures 20mm x 20mm x 7mm and will be “competitively priced”, its creators said.

Convenience factor

Tiny reservoirs of the hormone are stored on a 1.5cm-wide microchip within the device.

A small electric charge melts an ultra-thin seal around the levonorgestrel, releasing the 30 microgram dose into the body.

There are other types of contraceptive implant available, the researchers noted, but all require a trip to a clinic and an outpatient procedure in order to be deactivated.

“The ability to turn the device on and off provides a certain convenience factor for those who are planning their family,” said Dr Robert Farra from MIT.

The next challenge for the team is to ensure the absolute security of the device to prevent activation or deactivation by another person without the woman’s knowledge.

“Communication with the implant has to occur at skin contact level distance,” said Dr Farra.

“Someone across the room cannot re-programme your implant.

“Then we have secure encryption. That prevents someone from trying to interpret or intervene between the communications.”

Huge range

The same technology could be used to administer other drugs.

Simon Karger, head of the surgical and interventional business at Cambridge Consultants, said that implanted technology like this faces a range of challenges and risks.

But he added that overall “the value to the patient of these types of implant can be huge and we foresee a future in which a huge range of conditions are treated through smart implanted systems”.

Implanted devices could help people who forget to take medication at the correct time

 

The innovation comes at a time when governments and organisations around the world have agreed to try to bring family planning to around 120 million more women by 2020.

This challenge opens the door to this kind of implant technology being used in areas where access to traditional contraceptives is limited – a bigger priority, argued Gavin Corley, a biomedical engineer.

“That’s a humanitarian application as opposed to satisfying a first-world need,” he told the BBC.
