Ghana and Ivory Coast have established a joint Committee to oversee the implementation of the recent judgment by the International Tribunal of the Law of the Sea (ITLOS), over the two countries’ maritime border dispute.

Following a declaration by Ghanaian President, Nana Addo Dankwa Akufo-Addo, that the dispute and its eventual resolution had strengthened the relationship between the two neighbouring nations, the Committee has been put in place to ensure that the terms of the judgement are upheld.

[contextly_sidebar id=”yACCiua8DQ5o8i2FvfGH4lfnZHmoJs6J”]The Chamber in a unanimous decision on Saturday, September 23, 2017, had ruled that there has not been any violation on the part of Ghana on Côte d’Ivoire’s maritime boundary.

The Chamber rejected Côte d’Ivoire’s argument that Ghana’s coastal lines were unstable. It also noted that, Ghana has not violated Côte d’Ivoire’s sovereign rights with its oil exploration in the disputed basin.

There were suggestions that the ruling would mar diplomatic ties between the West African neighbours, but this announcement appears to have dismissed those fears.

In a joint communique signed by Shirley Ayorkor Botchwey and Marcelamon Tanoh, Foreign Affairs Ministers of Ghana and Ivory Coast respectively, on the Ivorian leader’s recent visit, the two nations agreed to cooperate to ensure the Tribunal’s judgement is implemented.

“Both Presidents acknowledged the spirit of brotherliness with which the maritime dispute between the two countries was handled from the beginning, and in this connection, the two leaders expressed their commitment to ensure the smooth implementation of the ruling by the Special Chamber of the International Tribunal of the Law of the Sea (ITLOS) on the delimitation of the maritime boundaries between the two countries,” the communique said.

“In order to achieve this, the two leaders announced the establishment of a Joint Committee for the Implementation of the ITLOS judgement and indicated that the composition of the Committee would be decided later.”

The two leaders also expressed their commitment towards strengthening the relationship between their nations across various sectors including the economy, cocoa production, defence and transport.

“The two Presidents also agreed to meet at least once every year, alternately in each other’s country to guide and promote the implantation of the common strategic policies,” the communique added.

Nana Addo also presented President Ouattara with  “The Companion of the Star of Ghana, Honorary Division,” which is Ghana’s highest honour for a civilian in honour of his fight against social injustice and his efforts to ensure peace both on the continent and globally.

“President Ouattara expressed his gratitude to President Akufo-Addo for the very warm welcome and brotherly hospitality accorded him and his delegation in Ghana,” the statement concluded.

Below is the joint communique released by the governments of Ghana  

OFFICIAL VISIT TO GHANA BY HIS EXCELLENCY ALASSANE OUATTARA PRESIDENT OF THE REPUBLIC OF COTE D’IVOIRE

1. At the invitation of His Excellency Nana Addo Dankwa Akufo-Addo, President of the Republic of Ghana, His Excellency Alassane Ouattara, President of the Republic of Cote d’Ivoire, paid a working and friendly visit to Ghana from 16th to 17th October, 2017.

2. President Ouattara was accompanied by a high powered delegation comprising Ministers of State, members of Government and several Senior Officials. The full list of the delegation is attached as Appendix I.

3. The Government and people of Ghana warmly welcomed the Ivorian delegation in a true demonstration of the proverbial Ghanaian hospitality.

4. President Ouattara expressed his appreciation to the Government and people of Ghana for the overwhelming love and enthusiasm shown him from the moment he set foot on Ghanaian soil and indicated that his visit and that of President Akuffo-Addo’s visit to Cote d’ Ivoire in May this year was a clear manifestation of the exemplary ties between the two countries.

5. He thanked the Government and People of Ghana for the immense support and solidarity demonstrated during the Ivorian crisis and fondly recalled the crucial role played by His Excellency Nana Addo Dankwa Akufo-Addo who was then the Foreign Minister of Ghana, by taking a principled and objective stance that ensured the peaceful resolution of the crisis in Cote d’Ivoire. In this connection, President Ouattara thanked President Akufo-Addo for his personal efforts in ensuring the return of Cote d’Ivoire to the path of democracy.

7. The two Presidents held fruitful deliberations on a wide range of issues in a very cordial and fraternal atmosphere.

8. The two leaders also reviewed Ghana-Cote d’Ivoire bilateral relations, and agreed to continue to build on the existing special bonds of kinship and cooperation for the mutual benefit of their peoples.

9. To this end, both Presidents indicated their commitment to ensure the continuous deepening of brotherly ties beyond the existing framework for bilateral cooperation, such as the Permanent Joint Commission for Cooperation, and agreed to boost the
momentum of Ghanaian-Ivorian Cooperation by establishing a strategic cooperation framework referred to as the Strategic Partnership Agreement (SPA), which covers the following areas: a) Defence and Security (b) Cocoa and Cashew and other strategic crops; (c) Maritime Cooperation (d) Mining, Energy and Environment (e) Transport; and (f) Economic Policies.

10. The two leaders noted that peace and security constituted a sine qua non for development and therefore, agreed to strengthen cooperation in the area of Defence and Security to combat human trafficking, money laundering, drug trafficking and the proliferation of arms.

11. Both Presidents agreed to intensify bilateral cooperation for the development of a win-win strategy for a sustainable cocoa industry. In this regard, the two leaders expressed commitment to the ongoing discussions between the Ghana Cocoa Board and Le Conseil Café-Cacao to develop joint marketing strategies in the international trading platform and other related issues in the industry, and pledged to work together to enhance border security to curb the smuggling of cocoa.

12. 15. After two days of deliberations, the two countries signed the following Agreements:

 Strategic Partnership Agreement between the Government of the Republic of Ghana and the Government of the Republic of Cote d’Ivoire;

 Memorandum of Understanding between the Government of the Republic of Ghana and the Government of the Republic of Cote d’Ivoire for Geological and Mineral Cooperation;

 Memorandum of Understanding between the Government of the Republic of Ghana and the Government of the Republic of Cote d’Ivoire for Industrial Cooperation.

 Memorandum of Understanding for the Establishment of a Joint Technical Experts Sub-Committee for the Monitoring of Pollution from the Illegal
Mining activities in the Bia and Tano River Basins shared between Ghana and Cote d’Ivoire.

16. President Akufo-Addo bestowed the honour of “The Companion of the Star of Ghana, , Honorary Division”, Ghana’s highest civilian national honour on President Ouattara for his untiring efforts at ensuring social justice, peace and security at the domestic as well as the international level for his leadership qualities.

17. President Ouattara expressed his gratitude to President Akufo-Addo for the very warm welcome and brotherly hospitality accorded him and his delegation in Ghana.

The President, Nana Addo Dankwa Akufo-Addo, has revealed that close co-operation between Ghana and Cote d’Ivoire will be facilitated by a new initiative dubbed “An Agreement For a Strategic Partnership”, that will be signed by the two countries.

This agreement, according to President Akufo-Addo, will bind Ghana and Cote d’Ivoire “in even closer intimacy and go beyond the bounds of the concept of the Permanent Joint Commission, which is the conventional tool for co-operation.”

The President, in welcoming the initiative, stated that this Agreement would “embrace all aspects of our national lives, and, if undertaken with sincerity and transparency, it should enhance considerably the chances of our two countries to attain progress and prosperity.”

President Akufo-Addo made this known on Friday, May 5, 2017, in response to the award to him of Cote d’Ivoire’s highest national award, La Grande Croix dans l’ordre National Ivorien (The Order of the Grand Ivorian Cross), at a State Dinner held in his honour by the President of the Republic of Cote d’Ivoire, His Excellency Alassane Ouattara.Describing the relations between Ghana and Cote d’Ivoire as being “of the highest priority, for reasons which are self-evident”, President Akufo-Addo noted one of the areas of focus of this Agreement will be in the cocoa industry.

“Together, we produce 65% of the world’s cocoa, and if we work together and coordinate our policies, we can protect our farmers and guarantee a better life for them,” he added.

Battered by the volatility of the international cocoa market, despite their position as largest suppliers of the commodity, the two countries have resolved to develop solutions which will ensure resilience to price volatility in the market, and, thereby, curb the fall in revenues derived from cocoa exports. It should be recalled that cocoa contributes to about 15% of Cote d’Ivoire’s GDP and 7% of Ghana’s.

“We are amongst the biggest economies in West Africa. We are also bonded by common history, by common ethnic ties, by common culture, and by geography. Our ties impose on us the necessity to work together, and to live as good neighbours, with each one being the brother’s keeper,” he stressed.

Touching on the litigation in Hamburg on the delimitation of our maritime boundaries, President Akufo-Addo assured that “whatever the result of that litigation, and, naturally, I hope it goes in favour of Ghana, I want to assure President Ouattara, his government and the Ivorian people of the determination of my government and I to work with you in a healthy manner of co-operation to deal with the consequences of the pending judgement.”

What is of paramount importance to the populations of the two countries, he, however, noted, is the peaceful exploitation of the maritime resources for their benefit.

With President Akufo-Addo reiterating, once again, his commitment towards the strengthening of ECOWAS, he noted that it is extremely important for the welfare of the 350 million people living in West Africa, that its leaders show strong political will to make ECOWAS an economic and political success, and to make the integration of the region real.

“I am fully committed, and I know President Alassane Ouattara is too. With West Africa’s population set to reach some 500 million people in 20 years time, there are immense opportunities to bring prosperity to our region with hardwork, enterprise, and creativity. The time for West African integration is now. Ghana and Cote d’Ivoire should be at the forefront of the process that will convert ECOWAS into a true regional market,” he added.

In concluding, President Akufo-Addo thanked President Ouattara for his presence at his inauguration, as special guest of honour, at a time when there were disturbing events in Cote d’Ivoire, which, he indicated, could have provided an easy excuse for his absence.

“You decided nevertheless to come. The Ghanaian people and I will always treasure this show of brotherhood. You are, indeed, a great friend of Ghana, and dare I say it, of myself, too,” he said.

President of Ivory Coast, Alassane Ouattara, will be the special guest of honour at the inauguration of president-elect, Nana Akufo-Addo’s government on Saturday, January 7, 2017.

According to the NPP, over 11 heads of states from other countries, as well as 13 other government representatives and multinationals, are also expected to grace the event which will be held at the Black Star Square in Accra.

Addressing the press on preparations for the upcoming inauguration, Shirley Ayorkor Botchway, Co-chairperson of the inauguration subcommittee of the Transition Team, said preparations are far advanced for hosting the numerous dignitaries in the country.

“We will be receiving about 11 heads of states and governments, two vice presidents, 13 government representatives, five international representatives of multilateral organizations, and a number of ex-presidents from West Africa and other parts of the world. Let me add that this is not expected to be the final figure; we will have a final figure about 24 hours to the event,” she noted.

Guest of honour

Ayorkor Botchway also disclosed that, presidents from other African countries including Nigeria, Liberia, Guinea, Togo, Benin, Gabon, Zambia have all confirmed their attendance at the event.

“Also, we will have prime ministers from Ethiopia and a couple of other countries,” she noted.

January 7 preparation about 80% complete

President John Mahama’s second term bid was halted by the New Patriotic Party’s Nana Akufo-Addo following his defeat in the December 7 polls, and is expected to hand over power to the latter on January 7.

According to the spokesperson of the NPP on the Transition Team, Kojo Oppong Nkrumah, about 80 percent of the work pertaining to Saturday’s inauguration ceremony has been completed.

He earlier told Citi News that “we are done with about 80 percent of everything we need to do.”

He also revealed at the news conference that about 5,000 security personnel are expected to be deployed for the event.

It could easily have been Ghana celebrating a win rather than a draw against Germany, Kwesi Appiah feels.

The Black Stars had to settle for a point, rather than three, against the European giants if they been more clinical in their second group game.

“It was a really good competitive game, we all know Germany is the second best in the whole world and playing them was always going to be difficult,” Appiah said at the post-match press conference.

Ghana had lost their first game to the USA and needed not to lose on Saturday night. But a slow first half and an inspired second left fans feeling that it could have been a Stars victory being talked about.

Goals from Andre Ayew and Asamoah Gyan were followed by at least two gilt-edged chances that should have been converted.

“We had some chances to extend our lead but playing a big team like Germany, if you don’t take your chances, things become very difficult.”

Ghana will now hope Portugal beats the USA on Sunday for any real chance of going through Group G alive. Otherwise, the Black Stars will take a plane home.
