A group calling itself Concerned Law Students, have asked the government to find ways of expanding the Ghana Law School to admit more qualified candidates.

According to the leader of the group, Ken Addor Donkor, qualified students gaining admission to the Laws School has nothing to do with interviews and examinations, but rather unavailability of space to absorb all the qualified students.

[contextly_sidebar id=”b7a8XesnLVVWNRrT1u86RYNQuKUZ51U2″]Speaking to Citi News, Ken Addor Donkor said the new legislative instrument (LI) which has been forwarded to Parliament by the General Legal Council, lacks the capacity to solve the current admission challenges facing the Law School, and wants government to come up with an innovative strategy to tackle the challenge.

“We are of the view that the existing LI 1296 per regulation 23, allows for an automatic admission of an already qualified law student with LLB certificate, and that should have been the law. The problem with the Ghana Law School today has to do with capacity and so we have since argued that the issue is not about examination and interviews, the issue is about the leaders thinking outside the box by creating enough asset to absorb all of these candidates or students who want to go to the school,” he said.

He strongly noted that, he does see any reason why a student who is qualified and is backed by law is denied the opportunity to enroll in the school.

A total of 3, 476 fresh students have been admitted into the Koforidua Technical University to pursue various Bachelor of Technology programmes and Higher National Diploma programmes for the 2017/18 academic year.

This is the largest number of first years the University has admitted since its inception 20 years ago.

Out of the over 5, 033 applicants who applied for admission into the university, a total of 4, 891 were offered admission to pursue various programmes.

At a short matriculation ceremony held to usher in the fresh students of the university, the Vice Chancellor of the University, Professor Smile Dzisi, explained that the significant increase in the number of students was a strategy to acquaint and position the university to effectively manage a larger student population size in preparation for the beneficiaries of government’s flagship Free Senior High School Program.

“This academic year, the university received applications for admission from 5,033 applicants. Out of this number, a total of 4,891 were offered admission to pursue various programmes out of which 3,476 have reported.

The number of students enrolled this year includes 578 for the Bachelor of Technology programs, 2,639 for the HND programs and 259 for the Non- Tertiary programs,” she said.

“This huge number is historic, it is the first time this institution ever crossed the 3,000 mark in first year enrollment since inception 20 years ago, and this did not happen by accident, but it was carefully planned and executed through the concerted efforts of the faculty Deans, Heads and Lecturers of the various departments as well as non-teaching staff.”

She added that their decision to “sharply increase student enrollment is part of our strategic plan to expand access to higher technical education, and this is particularly significant because we in KTU anticipate an exponential increase in demand for access to tertiary education as the government rolls out the much awaited Free Senior High School Policy. We trust that we will receive all the needed support from the government in order to carry out this daunting task of handling larger student numbers effectively and efficiently.”

She reiterated the university’s commitment to becoming the reference point for world-class science and technology education and applied research.

“We have been working hard to improve the quality of teaching and learning, and we have gone beyond student internship to guaranteeing regular mandatory industrial attachments for our teaching staff in order to sharpen their professional skills and keep abreast with best practices in their various disciplines. Some of these partners are going a step further by providing scholarships to staff and students, an example is the Ghana National Petroleum Corporation ( GNPC) providing scholarships for 20 HND students for this academic year. This and several other international collaboration with other institutions and companies will enable us provide the best of everything to our students.”

On his part, Professor Rexford Assassi Oppong, a member of the Koforidua Technical University University and the Dean of International Programs Office at the Kwame Nkrumah University of Science and Technology who was the guest speaker at the matriculation ceremony, tasked the matriculants to take advantage of the opportunity given them to make a mark for themselves”.

“Koforidua Technical University is one of the youngest Technical Universities to be established, but I am very happy to note that it is making progress in the area of infrastructure development, staff recruitment and retention, staff development and students intake, and for this reasons I want every student here to take advantage of these innovations and become responsible after your tuition here to contribute to the development of our economy and country as a whole,” he said.

“A critical factor by which the performance of KTU will be judged, is the quality of the skills training, the research and development activities, and the extent to which graduates would have been prepared for the world of work and for life. Another yardstick for measuring performance is the extent to which the university is relevant to the needs of the immediate environment and how it helps to meet national aspirations.”

Professor Rexford urged the university to remain focused, and use all available resources at its disposal, including government subventions, GETFund, among others, to carve a niche for itself and to establish a tradition.

A Law lecturer at the Ghana Law School, Moses Foh Amoaning, believes the Supreme Court’s decision barring the General Legal Council (GLC) from asking applicants to the Ghana Law School to undertake examination and interviews before admission, could have serious implications for students.

He explained on Eyewitness News that, the certificates already awarded students upon their completion of study could be deemed as void, per the interpretation of the judgment.

[contextly_sidebar id=”GdnR2PFDiW3Lxz5DIBgGdojL2x8GNK9A”]”Those students who have gone through the course now, and those in final year who have just taken their exams, honestly, the certificates that they are going to be awarded will also be null and void because if you compare the subjects that they have to do which is set up in the LI, it is different from what they did.”

This notwithstanding,  Mr. Foh Amoaning said the judgement afforded the GLC the opportunity to align its reforms with the law.

“…It [the judgment] is just concerning all that we have been saying  that the General Legal Council, in conducting reforms, which includes the expansion of the school, examination interviews because the standards coming from the faculties was not that good, it confirms our view that those reforms were not in sync with the current legislative framework that governs professional legal education.”

The admissions to the Ghana Law School has been a point of contention in recent times, with critics accusing the Ghana Law School of being too rigid, given the status quo which limits intake into the Ghana Law School to under 500 of the about-2000 LLB graduates annually.

Some of this rigidity is brought on by the by the GLC asking applicants to the Ghana Law school to undertake examination and subsequent interview before admission. But according to the court, these requirements are in violation of the Legislative Instrument 1296 which gives direction for the mode of admission.

Mr. Foh Amoaning noted that, all this could have been avoided if the GLC had “aligned to the reforms that were done” from the time where was only one law faculty and a significantly less number of LLB graduates annually.

GLC must work towards new laws

He also emphasized that, all these problems were noticed and indicated “on countless occasions” to the former Chief Justice but nobody listened.

“All that needs to be done is that the General Legal Council has to go back and set out the reforms in a complicit legislation, have stakeholders meeting as we suggested and then… formulate that into proper regulations and let it go to Parliament so that the representatives of the people, who are the parliamentarians, can discuss all of this, and then pass the new law to govern the new framework.”

Among the critical resolutions needed following the judgment, Mr. Foh Amoaning said the Ghana Law School itself must be established by law because the Law School bill is still in parliament.

This would mean that “the law school can be established as a school independent of the General Legal Council with the capacity to regulate professional legal education.”

Parents aiming to secure  admission for their wards at  Adisadel College in the Central Region this year may be disappointed following the school’s decision to cut down on admissions by half.

According to the management of the school, they have had to take that decision because of inadequate accommodation facilities.

The headmaster of Adisadel College, William Kusi Yeboah explained that accommodation facilities “served as a guide for the 2016/2017 SHS 1 admissions and shall remain so for the years ahead till accommodation facilities in our College improve.”

“This goes to explain the earlier decision by stakeholders, that in year 2017, if the accommodation facilities remain  unchanged, another temporary House – New House 2 – will be dissolved to claim back those classrooms for use as such,” he added.

The College reduced its intake from 920 students in the 2015/2016 academic year to 423 for the 2016/2017 academic year.

More schools threaten to reject students

Reports in the media indicate that some schools including the Ghana National College, Academy of Christ The King, Wesley Girls High Schools have all threatened to turn away students if facilities on their campuses are not expanded.

Only 60% of BECE candidates make it to SHS

A research conducted by the Ghana Education Service (GES) revealed that only about 60 percent of students who write the Basic Education Certificate Examination (BECE) make it into Senior High Schools (SHS).

The remaining 40 percent either go into informal vocational or technical training or learn a trade while others simply idle.

Professor Ebenezer Oduro Owusu, Vice Chancellor of the University of Ghana, Legon, says whilst the university continues to receive large numbers of applications for admission each year, many qualified applicants get turned down due to limited facilities.

“For the 2016/17 academic year, the university received a total of 40,435 out of which 25,295 applicants were admitted,” he said.

The university admitted students into programs on the Main Campus, the Korlebu Campus, the Accra City Campus, with others studying under the distance learning option.

Professor Owusu said for the sixth year running, the university made it possible for students who completed their West African School Certificate Examination in May this year, to enter the University in the same year of writing their exams.

“Again, the University took up the additional challenge of admitting students in the West African sub-region, who wrote their final Senior High School examinations in May, 2016.”

The Vice Chancellor said “I salute the teams who worked hard to make this a reality.”

He urged the matriculants to strive for excellence saying “in an institution like ours, students achieve excellence by having the right balance.”

Professor Owusu continued “the amount of time you spend on your books should be balanced with social engagements and other forms of social learning.”

The Vice Chancellor also urged them to be critical of thought and not merely repeat what they are taught during lectures.

He concluded by reminding the matriculants that their primary aim at the university was to study hard and graduate successfully.

“Your loved ones have sacrificed greatly that you may enjoy the privilege of a university education. Honor their sacrifice by behaving responsibly, and making the most of this wonderful opportunity,” he said.

Out of 25,295 students who were admitted for the 2016/17 academic year, 20,621 were under-graduates and 3,691 graduate students.

Out of the number offered admission, 10,551 have registered, consisting of 7,611 under-graduate students and 2,940 graduate students.

The 7,611 registered under-graduate students consist of 3,841 males and 3,770 females.

With the 2,940 registered graduate students 1.702 are males and 1,238 are females.
