{"id":82428,"date":"2015-01-14T17:31:57","date_gmt":"2015-01-14T17:31:57","guid":{"rendered":"http:\/\/4cd.e16.myftpupload.com\/?p=82428"},"modified":"2015-01-14T17:31:57","modified_gmt":"2015-01-14T17:31:57","slug":"nic-rules-sanctions-central-medical-stores","status":"publish","type":"post","link":"https:\/\/citifmonline.com\/?p=82428","title":{"rendered":"NIC rules out sanctions against Central Medical Stores"},"content":{"rendered":"<p>The National Insurance Commission (NIC) has ruled out any sanction against the Central Medical Stores for failing to insure its warehouse which was ravaged by fire on Wednesday, 13th January, 2015.<\/p>\n<p>The Central Medical Stores which serves as the main storage facility for all medical supplies in the country was razed down completely by fire in Tema on Wednesdy.<\/p>\n<p>Citi Business News has learnt the building was not insured, in contravention with the Insurance Act which stipulates that commercial buildings must not be constructed without insuring with a registered insurer.<\/p>\n<p><a href=\"http:\/\/4cd.e16.myftpupload.com\/wp-content\/uploads\/2015\/01\/fire-at-tema-3.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-82306\" src=\"http:\/\/4cd.e16.myftpupload.com\/wp-content\/uploads\/2015\/01\/fire-at-tema-3.jpg\" alt=\"fire at tema (3)\" width=\"768\" height=\"576\" srcset=\"https:\/\/citifmonline.com\/wp-content\/uploads\/2015\/01\/fire-at-tema-3.jpg 768w, https:\/\/citifmonline.com\/wp-content\/uploads\/2015\/01\/fire-at-tema-3-300x225.jpg 300w\" sizes=\"auto, (max-width: 768px) 100vw, 768px\" \/><\/a>According to the act, commercial buildings should not be constructed without insuring with a registered insurer against unforeseen hazards.<\/p>\n<p>Since 1st August 2011, all commercial buildings including those under construction by law are required to have a compulsory fire insurance, a directive which was issued by the National Insurance Commission.<\/p>\n<p>However reacting to the anomaly, spokesperson for the NIC, Kojo Ghunney said it will not be able to crack the whip in this matter because the building is owned by government.<\/p>\n<p>\u2018\u2019 NIC cannot sanction the institution because it doesn\u2019t fall under our law and the law states that every institution should take the compulsory fire insurance, but not government buildings, so once the Central Medical Stores belong to government, NIC is not obliged to sanction the institution\u2019\u2019<\/p>\n<p>[contextly_sidebar id=&#8221;tRGRNr7FtO7zxKVMxaJTbWwhcHX6V8xK&#8221;]He adds that &#8216;the commission would only have been able to prosecute, if it were to do with a private institution, even that we would have to invite the police to arrest and prosecute such organizations and individuals\u2019\u2019.<\/p>\n<p>But the Ghana Insurers Association believes the failure of authorities to insure the building is an infringement of the insurance Act.<\/p>\n<p>President of the Ghana Insurers Association Ivan Avereyire in an interview with Citi Business News said failure of authorities to insure the building will severely affect the country&#8217;s kitty.<\/p>\n<p><a href=\"http:\/\/4cd.e16.myftpupload.com\/wp-content\/uploads\/2015\/01\/fire-at-tema.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-82307\" src=\"http:\/\/4cd.e16.myftpupload.com\/wp-content\/uploads\/2015\/01\/fire-at-tema.jpg\" alt=\"fire at tema\" width=\"440\" height=\"330\" srcset=\"https:\/\/citifmonline.com\/wp-content\/uploads\/2015\/01\/fire-at-tema.jpg 440w, https:\/\/citifmonline.com\/wp-content\/uploads\/2015\/01\/fire-at-tema-300x224.jpg 300w\" sizes=\"auto, (max-width: 440px) 100vw, 440px\" \/><\/a>\u2018\u2019This is a national asset and they may fall on government to try to see them out of the mess, that act alone of not taking an insurance cover could infringe on the insurance law because every public property is supposed to be insured\u2019\u2019<br \/>\nAccording to him, there is no excuse for the officials in charge of the central medical stores not to have contacted the NIC for a policy knowing the essential value the store is to the country\u2019s medical sector.<\/p>\n<p>\u2018\u2019Naturally if they had contacted the National Insurance Commission, they would have been able to arrange an insurance cover for them and I don\u2019t know why they did not do that\u2019 the oil and gas industry for example is insured.
