{"id":5531,"date":"2014-03-12T07:20:33","date_gmt":"2014-03-12T07:20:33","guid":{"rendered":"http:\/\/4cd.e16.myftpupload.com\/?p=5531"},"modified":"2014-03-12T09:11:28","modified_gmt":"2014-03-12T09:11:28","slug":"postpone-single-spine-akoto-osei","status":"publish","type":"post","link":"https:\/\/citifmonline.com\/?p=5531","title":{"rendered":"Postpone Single Spine &#8211; Akoto Osei"},"content":{"rendered":"<figure id=\"attachment_4331\" aria-describedby=\"caption-attachment-4331\" style=\"width: 300px\" class=\"wp-caption alignright\"><a href=\"http:\/\/4cd.e16.myftpupload.com\/wp-content\/uploads\/2014\/03\/Akoto-osei-citifmonline.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-4331\" alt=\"Dr. Anthony Akoto Osei\" src=\"http:\/\/4cd.e16.myftpupload.com\/wp-content\/uploads\/2014\/03\/Akoto-osei-citifmonline-300x200.jpg\" width=\"300\" height=\"200\" srcset=\"https:\/\/citifmonline.com\/wp-content\/uploads\/2014\/03\/Akoto-osei-citifmonline-300x200.jpg 300w, https:\/\/citifmonline.com\/wp-content\/uploads\/2014\/03\/Akoto-osei-citifmonline.jpg 600w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><figcaption id=\"caption-attachment-4331\" class=\"wp-caption-text\">Dr. Anthony Akoto Osei<\/figcaption><\/figure>\n<p>Minority spokesperson on Finance, <em>Dr<\/em> Anthony <em>Akoto Osei<\/em> has proposed that government develop a 20 percent retrenchment plan to reduce the size of the public sector next year.<\/p>\n<p>According to the Member of Parliament for Old Tafo this should be part of a number of strategies to cut down government expenditure.<\/p>\n<p>Speaking at the Graphic-Fidelity Economic Dialogue, he said this must be considered as part of efforts to reduce the budget deficit and help the ailing economy.<\/p>\n<p>The <em>2014<\/em> budget is targeting a <em>deficit<\/em> of 8.5 percent of GDP following a 12 percent deficit recorded last year.<\/p>\n<p>\u201cSome negotiations for retrenchment must begin now, I know government is in discussions with labour; that wage bill cannot be sustained,\u2019\u2019 he said.<\/p>\n<p>Mr Akoto Osei opined that, \u201cif I were the president, I will signal that every ministry must show me 20 percent of retrenchment in 2015 and 2016.\u2019\u2019<\/p>\n<p>He said government does not have the revenue to \u00a0continue paying the salaries.<\/p>\n<p><em>Dr.<\/em>\u00a0\u00a0<em>Akoto Osei<\/em> also called for an immediate postponement of the full implementation of the Single Spine Salary Scheme (SSSS) pay policy.<\/p>\n<p>\u201cEverybody knows that our current wage bill is not sustainable, I think that we should defer the soon implementation of Single Spine now, not later,\u2019\u2019 he opined.<\/p>\n<p>He said the other components of the pay scheme must be deferred, according to him those ones cannot be sustained in the next two or three terms.<\/p>\n<p>The MP further asked the Finance Minister to negotiate\u00a0 with labour in paying the arrears it owes it. \u201cThe minister should sit down with labour and tell them that I can&#8217;t pay it all, that must also be negotiated.\u2019\u2019<\/p>\n<p>He argued that the budget cannot contain the wage arrears and must be negotiated in a longer term.<\/p>\n<p>The Single Spine Pay Policy (SSPP) has cumulatively cost the country GHC 48 billion in additional expenditure on public sector wages since its implementation in July 2010<\/p>\n<p>On his part the Minister of Finance, Seth Terkper admitted the challenge with managing the budget deficit. He revealed \u00a0that government together with stakeholders are considering available options with regard to the implementation of the single spine pay policy.<\/p>\n<p>\u201cThere is no denying that the deficit is an issue.
