{"id":411240,"date":"2018-03-20T11:02:34","date_gmt":"2018-03-20T11:02:34","guid":{"rendered":"http:\/\/citifmonline.com\/?p=411240"},"modified":"2018-03-20T15:40:44","modified_gmt":"2018-03-20T15:40:44","slug":"govt-signs-mou-host-us-military-base-ghana","status":"publish","type":"post","link":"https:\/\/citifmonline.com\/?p=411240","title":{"rendered":"Gov&#8217;t signs MoU to host US &#8216;military base&#8217; in Ghana"},"content":{"rendered":"<p>It has emerged that the Government of Ghana has sent to Parliament for ratification, a Memorandum of Understanding on defence cooperation between Ghana and the United States, that will give the Americans some space in the country to set up a camp for its military forces.<\/p>\n<p>The document sighted by <strong>citifmonline.com<\/strong>\u00a0said Cabinet approved the Memorandum of Understanding on March 8, 2018, and recommended to Parliament to ratify the agreement to allow the US forces and their equipment unhindered access into Ghana.<\/p>\n<p><strong>Details of agreement <\/strong><\/p>\n<p>Per the agreement, the US military force is among other things to be exempted from paying tax on the equipment to be brought into Ghana.<\/p>\n<p>The US will also be given the chance to set up its own telecommunication system, but will also be\u00a0allowed to use Ghana\u2019s radio spectrum free of charge.<\/p>\n<p>The document supposedly sent to Parliament by the\u00a0Minister of Defence, Dominic Nitiwul, had an introductory letter signed by Cabinet\u2019s Secretary, Mercy Debrah-Karikari.<\/p>\n<figure id=\"attachment_409492\" aria-describedby=\"caption-attachment-409492\" style=\"width: 600px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-409492 size-full\" src=\"http:\/\/citifmonline.com\/wp-content\/uploads\/2018\/03\/Dominic-Nitiwul.jpg\" alt=\"Dominic Nitiwul\" width=\"600\" height=\"400\" srcset=\"https:\/\/citifmonline.com\/wp-content\/uploads\/2018\/03\/Dominic-Nitiwul.jpg 600w, https:\/\/citifmonline.com\/wp-content\/uploads\/2018\/03\/Dominic-Nitiwul-300x200.jpg 300w\" sizes=\"auto, (max-width: 600px) 100vw, 600px\" \/><figcaption id=\"caption-attachment-409492\" class=\"wp-caption-text\">Defence Minister, Dominic Nitiwul<\/figcaption><\/figure>\n<p>\u201cCabinet at its twenty-eighth meeting held on Thursday, 8<sup>th<\/sup> March, 2018, discussed a report presented by the Security Committee of Cabinet on a Memorandum submitted by the Minister of Defence on the above subject.\u201d<\/p>\n<p>\u201cThe Memorandum sought Cabinet approval for an Agreement between the Government of the United States of America and the Government of the Republic of Ghana on Defence co-operation, the Status of the United States Forces and Access to the Use\u00a0 of Agreed Facilities and Areas in the Republic of Ghana. Cabinet approved the Memorandum and recommend same to Parliament for ratification. I should be grateful if you could take requisite action on the decision by Cabinet,\u201d the letter added.<\/p>\n<p><strong>Gitmo 2 row<\/strong><\/p>\n<p>This comes on the back of the camping of two former Guantanamo Bay\u00a0detainees, Umar\u00a0Bin\u00a0Atef\u00a0and Khalid Al-Dhuby in Ghana; a decision taken by the previous Mahama administration that was widely criticized\u00a0 by individuals and groups including the then New Patriotic Party [NPP] in opposition.<\/p>\n<p>Although the agreement for hosting the two elapsed on January 6, 2018, it later emerged that the former detainees have been given refugee status.<\/p>\n<p>The US government subsequently said they <span style=\"color: #666699;\"><a href=\"http:\/\/citifmonline.com\/2018\/01\/30\/we-have-nothing-to-do-with-gitmo-2-us-ambassador\/\"><strong><span style=\"color: #666699;\">ceased taking responsibility<\/span><\/strong><\/a><\/span> for the two after the agreement ended.<\/p>\n<p>&#8211;<\/p>\n<p>By: citifmonline.com\/Ghana<\/p>\n","protected":false},"excerpt":{"rendered":"<p>It has emerged that the Government of Ghana has sent to Parliament for ratification, a Memorandum of Understanding on defence cooperation between Ghana and the United States, that will give the Americans some space in the country to set up a camp for its military forces.
