{"id":403787,"date":"2018-02-23T12:24:35","date_gmt":"2018-02-23T12:24:35","guid":{"rendered":"http:\/\/citifmonline.com\/?p=403787"},"modified":"2018-02-23T12:25:18","modified_gmt":"2018-02-23T12:25:18","slug":"eoco-ends-probe-into-72m-ssnit-software-scandal-heads-to-roll","status":"publish","type":"post","link":"https:\/\/citifmonline.com\/?p=403787","title":{"rendered":"EOCO ends probe into $72m SSNIT software scandal, heads to roll"},"content":{"rendered":"<p>The Economic and Organized Crimes Office [EOCO], has completed its investigations into the controversial <span style=\"color: #666699;\"><a href=\"https:\/\/citifmonline.com\/2017\/08\/29\/ppa-to-probe-ssnit-over-72m-software-deal\/\"><strong>$72 million digitization project<\/strong><\/a><\/span> executed by the Social Security and National Insurance Trust (SSNIT).<\/p>\n<p>According to the Acting Chief Executive Officer of EOCO, ACP K. K. Amoah, the docket has been forwarded to the Attorney-General for scrutiny and advice.<\/p>\n<p>EOCO started investigating SSNIT in August 2017 after it emerged that the Trust had injected $72 million on the\u00a0 procurement and installation of a software and other hardware systems known as the Operational Business Suite (OBS) to digitize SSNIT&#8217;s operations.<\/p>\n<p>[contextly_sidebar id=&#8221;DYxYygwSObrsuVhPhEaA9FPkcH7ERnx5&#8243;]The Trust had been widely lambasted over the project which is reportedly not fully functional.<\/p>\n<p>The project included the installation of a software to ensure that its headquarters receives data directly from all of its offices.<\/p>\n<p>Speaking to Accra based Joy FM today [Friday], February 23, 2018, Acting Chief Executive Officer of EOCO, ACP K. K. Amoah, said the \u201cAttorney-General [Gloria Akuffo] is studying the docket and you will soon hear from her office\u201d<\/p>\n<p>Although he failed to give further details, ACP Amoah said \u201c\u2026some officers are being held responsible.&#8221;<\/p>\n<p><strong>15 witnesses appeared before EOCO<\/strong><\/p>\n<p>The Board Chairman of SSNIT, Kwame Addo Kufuor, in an earlier interview with <strong>Citi News<\/strong>\u00a0in <span style=\"color: #666699;\"><a href=\"http:\/\/citifmonline.com\/2017\/08\/30\/well-assist-eoco-to-probe-72m-obs-deal-ssnit\/\"><strong>August 2017<\/strong><\/a><\/span>\u00a0confirmed that about 15 people appeared before EOCO as witnesses in the matter.<\/p>\n<p>SSNIT also contracted PricewaterhouseCoopers to conduct an audit into the contract.<\/p>\n<p>In a 4-point statement released in 2017, \u201cSSNIT said it expects the names of the people associated with the I.T (OBS) contracts to be released in the near future.\u201d<\/p>\n<p>SSNIT further assured that it will publish findings from the audit by PricewaterhouoesCoopers into the matter.<\/p>\n<p><strong>Fake MIS boss<\/strong><\/p>\n<p>Amidst the controversy, it emerged that the General Manager of MIS at SSNIT, Caleb Afaglo, who was appointed to the position in 2015, did not hold the right qualifications.<\/p>\n<p>He was interdicted by the management of the Trust over suspicions that his Bachelors\u2019, Masters\u2019 and Doctorate <span style=\"color: #666699;\"><a href=\"http:\/\/citifmonline.com\/2017\/08\/30\/ssnit-confirms-mis-managers-degrees-are-fake\/\"><strong>degrees were fake<\/strong><\/a><\/span>.<\/p>\n<p>EOCO conducted raids in his house, seized his passport and froze his bank account to commence investigations into his qualifications.<\/p>\n<figure id=\"attachment_403797\" aria-describedby=\"caption-attachment-403797\" style=\"width: 1158px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-403797 size-full\" src=\"http:\/\/citifmonline.com\/wp-content\/uploads\/2018\/02\/afaglo.jpg\" alt=\"Sacked SSNIT MIS boss, Caleb Afaglo, \" width=\"1158\" height=\"709\" srcset=\"https:\/\/citifmonline.com\/wp-content\/uploads\/2018\/02\/afaglo.jpg 1158w, https:\/\/citifmonline.com\/wp-content\/uploads\/2018\/02\/afaglo-300x184.jpg 300w, https:\/\/citifmonline.com\/wp-content\/uploads\/2018\/02\/afaglo-768x470.jpg 768w, https:\/\/citifmonline.com\/wp-content\/uploads\/2018\/02\/afaglo-1024x627.jpg 1024w\" sizes=\"auto, (max-width: 1158px) 100vw, 1158px\" \/><figcaption id=\"caption-attachment-403797\" class=\"wp-caption-text\">Sacked SSNIT MIS boss, Caleb Afaglo,<\/figcaption><\/figure>\n<p>EOCO also reportedly interrogated members of Mr. Afaglo\u2019s household, and confiscated a number of documents belonging to him.<\/p>\n<p>The Management of SSNIT subsequently said it was fully convinced that the degrees were fake and has therefore taken the decision to sack Mr. Afaglo.<\/p>\n<p>Mr. Afaglo\u2019s CV indicates that he acquired his BSC and MBA from the Georgia Institute of Technology, and a PHD from the Kennedy Western University, which was an affiliate of the University of Cincinnati until it was closed down in 2011.<\/p>\n<p>&#8211;<\/p>\n<p>By: citifmonline.com\/Ghana<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Economic and Organized Crimes Office [EOCO], has completed its investigations into the controversial $72 million digitization project executed by the Social Security and National Insurance Trust (SSNIT).
