{"id":393936,"date":"2018-01-22T14:14:15","date_gmt":"2018-01-22T14:14:15","guid":{"rendered":"http:\/\/citifmonline.com\/?p=393936"},"modified":"2018-01-22T15:18:05","modified_gmt":"2018-01-22T15:18:05","slug":"free-shs-ghc35-9m-released-to-schools-for-2nd-term","status":"publish","type":"post","link":"https:\/\/citifmonline.com\/?p=393936","title":{"rendered":"Free SHS: Ghc35.9m released to schools for 2nd term"},"content":{"rendered":"<div class=\"\" data-block=\"true\" data-editor=\"3nb5f\" data-offset-key=\"7ea4b-0-0\">\n<div class=\"_1mf _1mj\" data-offset-key=\"7ea4b-0-0\"><span data-offset-key=\"7ea4b-0-0\">The Ministry of Education has released Ghc35.9 million to public second cycle schools under the Free Senior High School programme to cover initial operational and administrative costs for the second term of the 2017\/2018 academic year.<\/span><\/div>\n<div data-offset-key=\"7ea4b-0-0\"><\/div>\n<div class=\"_1mf _1mj\" data-offset-key=\"7ea4b-0-0\">Speaking to <strong>Citi News<\/strong>, the Head of Communications at the Free SHS Secretariat, Josberta Gyan Kwakye, said the amount would cover\u00a0about 489 schools.<\/div>\n<\/div>\n<p>[contextly_sidebar id=&#8221;gEj4LObnjYEeG3yCQorXq3cccch18Yb4&#8243;]&#8221;We have released such an amount to the various secondary schools and it covers about 489 schools&#8230; the Ghc35.9 million that has been sent to the schools currently, is to cover the initial administrative costs for the schools for the second term.&#8221;<\/p>\n<p>She also explained that the initial 20 percent sent to the schools in September\u00a02017 &#8220;was based on raw estimations because as of the time we were releasing the funds, we didn\u2019t have the exact enrollment numbers so it was more of an approximation.\u201d<\/p>\n<p>She said the Ministry has also paid GHc3,392,031 as arrears for 264 schools\u00a0during the first term.<\/p>\n<p>\u201cAfter we had been able to confirm the enrollment numbers based on the signed list that the individual schools submitted to the secretariat, we have now come to the conclusion that about [264] schools had some arrears to be paid to cover for the first term,\u201d Mrs. Gyan Kwakye said.<\/p>\n<p><strong>Prior payments<\/strong><\/p>\n<p>In September 2017, the government released for disbursement <span style=\"color: #666699;\"><strong><a href=\"http:\/\/citifmonline.com\/2017\/09\/08\/govt-releases-ghc240m-for-free-shs\/\">half of the GHc 486 million<\/a><\/strong><\/span> for the policy.<\/p>\n<p>That amount was to serve the over 400,000 first-year students who benefited from the Free SHS policy this 2017\/2018 academic year.<\/p>\n<p>At the beginning of 2018, the government also released GHc62,606,403, in three installment payments for the delivery of food items to Senior High Schools in the country to the National Food Buffer Stock Company.<\/p>\n<p>In terms of other notable expenses under the policy, the government set aside an amount of <span style=\"color: #666699;\"><strong><a href=\"http:\/\/citifmonline.com\/2017\/09\/08\/govt-releases-ghc240m-for-free-shs\/\">GHc80 million<\/a><\/strong><\/span>\u00a0to address challenges relating to\u00a0furniture.<\/p>\n<p><strong>Budgetary allocation for Free SHS \u2018woefully inadequate\u2019 \u2013 Ablakwa<\/strong><\/p>\n<p>National Democratic Congress Member of Parliament for the North Tongu Constituency, Samuel Okudzeto Ablakwa, has described the government\u2019s budgetary allocation for Free SHS as <span style=\"color: #666699;\"><strong><a href=\"http:\/\/citifmonline.com\/2017\/11\/17\/budgetary-allocation-for-free-shs-woefully-inadequate-ablakwa\/\">woefully inadequate <\/a><\/strong><\/span>to support the programme.<\/p>\n<p>According to him, government would need at least two billion cedis to support Free SHS in 2018, 800 million cedis more than the amount that was allocated to it in the budget.<\/p>\n<p><strong>\u2018You can\u2019t run education with voluntary funds\u2019<\/strong><\/p>\n<p>The government announced that it would\u00a0<a href=\"http:\/\/citifmonline.com\/2017\/11\/16\/free-shs-govt-to-set-up-voluntary-education-support-fund\/\"><strong>set up a fund<\/strong><\/a>\u00a0to receive voluntary contributions from individuals to support the implementation of the free SHS programme and the educational sector as a whole.<\/p>\n<p>However, this plan has come under fire from the Minority who believe this is an indication that government does not have the funds to properly implement its much-touted programme.<\/p>\n<p>And according to Okudzeto Ablakwa, the government cannot afford to rely on the voluntary funds as a source of funding for free SHS, as projections for those funds may not materialize.<\/p>\n<p>&#8211;<\/p>\n<p>By: Kojo Agyeman &amp;
