{"id":38943,"date":"2014-08-13T15:04:44","date_gmt":"2014-08-13T15:04:44","guid":{"rendered":"http:\/\/4cd.e16.myftpupload.com\/?p=38943"},"modified":"2014-08-13T15:28:28","modified_gmt":"2014-08-13T15:28:28","slug":"parliamentary-approval-of-new-ec-chair-wont-work-mornah","status":"publish","type":"post","link":"https:\/\/citifmonline.com\/?p=38943","title":{"rendered":"Parliamentary approval of new EC chair won\u2019t work &#8211; Mornah"},"content":{"rendered":"<p>The General Secretary of the Peoples&#8217; National Convention (PNC), Bernard Mornah says the proposal for Parliament to approve the President\u2019s nominee for the chairmanship of the Electoral Commission (EC) will be a waste of resources.<\/p>\n<p>He is convinced that the partisan nature of Parliament will not allow it to do a thorough job.<\/p>\n<p>\u201cOur Parliament is more than a rubber stamp because over the years, since 1992, whatever the Executive arm of government proposes gets endorsed by Parliament. It is a party trend in Parliament and not a national trend,\u201d he said.<\/p>\n<p>The former Second Deputy Speaker of Parliament, Professor Mike Oquaye has suggested that the appointment of an EC chairman by the President is a dangerous practice which must be scrapped.<\/p>\n<p>He suggested a majority approval of the EC chairman to uphold the independence of the Electoral Commission.<\/p>\n<p>Speaking in an interview with <strong>Citi News<\/strong>, Mr. Mornah said the EC has proven to be competent and independent in its operations, therefore, there is no need to vary the process of appointments.<\/p>\n<p>He maintained that the proposal if endorsed will be \u201ca waste of resources, a waste of our energy\u2026\u201d<\/p>\n<p>In a sharp rebuttal, the General Secretary of the Progressive People\u2019s Party (PPP), Kofi Asamoah-Siaw endorsed the idea and urged Ghanaians to support it.<\/p>\n<p>Quoting a recommendation given by the Constitutional Review Commission, he stated that in a bid to ensure the chairman of the EC is independent and accepted across the political divide, there should be a two-thirds approval from Parliament.<\/p>\n<p>This, he noted, will make the appointed person not to be seen \u201cin a partisan light depending on which President is appointing him.<\/p>\n<p>The current EC chairman, Dr. Afari Gyan is due for retirement after serving in that position since the Commission was set up in 1992.<\/p>\n<p>Prior to his retirement, there have been a number of suggestions on how the next EC chair should be appointed and the tenure of the appointment.<\/p>\n<p>&nbsp;<\/p>\n<p>By: Efua Idan Osam\/citifmonline.com\/Ghana<br \/>\n<a class=\"twitter-follow-button\" href=\"https:\/\/twitter.com\/osamidan\" data-show-count=\"false\">Follow @osamidan<\/a><br \/>\n<script type=\"text\/javascript\">\/\/ <![CDATA[\n!function(d,s,id){var js,fjs=d.getElementsByTagName(s)[0],p=\/^http:\/.test(d.location)?'http':'https';if(!d.getElementById(id)){js=d.createElement(s);js.id=id;js.src=p+':\/\/platform.twitter.com\/widgets.js';fjs.parentNode.insertBefore(js,fjs);}}(document, 'script', 'twitter-wjs');\n\/\/ ]]><\/script><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The General Secretary of the Peoples&#8217; National Convention (PNC), Bernard Mornah says the proposal for Parliament to approve the President\u2019s nominee for the chairmanship of the Electoral Commission (EC) will be a waste of resources.
