{"id":380115,"date":"2017-12-04T19:33:37","date_gmt":"2017-12-04T19:33:37","guid":{"rendered":"http:\/\/citifmonline.com\/?p=380115"},"modified":"2017-12-04T22:32:31","modified_gmt":"2017-12-04T22:32:31","slug":"millions-misused-during-mandela-funeral","status":"publish","type":"post","link":"https:\/\/citifmonline.com\/?p=380115","title":{"rendered":"Millions misused during Mandela funeral"},"content":{"rendered":"<p class=\"story-body__introduction\">South Africa&#8217;s corruption watchdog has found officials misused millions of dollars during Nelson Mandela&#8217;s funeral four years ago.<\/p>\n<p>According to the report, 300m rand ($22m; \u00a316m) was redirected from a development fund to help with costs.<\/p>\n<p>It had been earmarked for things like &#8220;sanitation, the replacement of mud schools and the refurbishment of hospitals,&#8221; the report stated.<\/p>\n<p>Instead, the authorities allegedly spent it on items like $24 T-shirts.<\/p>\n<p>Allegations of misuse first emerged in 2014, months after Mr Mandela&#8217;s funeral in Qunu, Eastern Cape, in December 2013, which was attended by heads of state from around the world.<\/p>\n<p>Now, nearly four years after Mr Mandela&#8217;s death at the age of 95, the country&#8217;s public protector, Busi Mkhwebane, has asked President Jacob Zuma to pursue the allegations further using the special investigations unit.<\/p>\n<p>The 300-page report describes how officials in the Eastern Cape pocketed funds, ignored basic rules, and inflated costs.<\/p>\n<figure class=\"media-landscape has-caption full-width\"><span class=\"image-and-copyright-container\"><img loading=\"lazy\" decoding=\"async\" class=\"responsive-image__img js-image-replace\" src=\"https:\/\/ichef.bbci.co.uk\/news\/624\/cpsprodpb\/F6BD\/production\/_99056136_f007d3b5-99a4-488a-8b89-e5cc9f5a855c.jpg\" alt=\"Former South African President Nelson Mandela is pictured during a visit by former US president on July 17, 2012 at his home in Qunu, Eastern Cape,\" width=\"976\" height=\"649\" data-highest-encountered-width=\"624\" \/><\/span><\/figure>\n<p>Ms Mkhwebane described the failure to follow regulations on the spending of public money as &#8220;very scary&#8221; and &#8220;appalling&#8221;,\u00a0according to South Africa&#8217;s Mail&amp;Guardian newspaper.<\/p>\n<p>&#8220;It is very concerning that we can use a funeral to do such things,&#8221; she told a press conference. &#8220;How do you charge or escalate prices or even send an invoice for something you have not delivered?&#8221;<\/p>\n<p>Ms Mkhwebane said disorganisation had a role to play in the misuse, but also hit out at how South Africa&#8217;s ruling ANC party had apparently issued instructions to officials on how the money should be spent.<\/p>\n<p>&#8220;There are invoices we are showing with letterheads from the ANC.
