Debrah approved 43 cars before Transition team was formed"},"content":{"rendered":"<p>In the latest twist to the controversial purchase of 43 vehicles in the last week of the Mahama government,<strong> Citi News<\/strong> has sighted a letter signed by the then Chief of Staff, Julius Debrah authorizing the deal.<\/p>\n<p>This letter from the former Chief of Staff, Mr. Julius Debrah, was signed two days before then-President, John Mahama inaugurated the Presidential transition team, which he co-chaired with then President-elect, Nana Akufo Addo.<\/p>\n<p>[contextly_sidebar href=\"https:\/\/contextly.com\/redirect\/?id=UaiScNgctQ:325486:2934:13:::sidebar:59355227df3b92-82530360\">revealed\u00a0that<\/a><\/strong><\/span> the contract for the new cars for the Presidency was awarded by the Mahama government on the 3rd of January, 2017, to Amalgamated Security Services LTD.<\/p>\n<p>A former Presidential Staffer, Clement Apaak <span style=\"color: #666699;\"><strong><a style=\"color: #666699;\" href=\"http:\/\/citifmonline.com\/2017\/06\/05\/akufo-addo-govt-didnt-ask-for-new-cars-oppong-nkrumah\/\">claimed that<\/a><\/strong><\/span> the current government agreed with the then out-going Mahama government to buy the 43 new vehicles a few days before leaving office.<\/p>\n<p>Dr.\u00a0Apaak also noted\u00a0that, the Mahama administration agreed to the request by Nana Akufo-Addo&#8217;s side because of security concerns made, a claim a Deputy Information Minister, Kojo Oppong-Nkrumah, <span style=\"color: #666699;\"><strong><a style=\"color: #666699;\" href=\"http:\/\/citifmonline.com\/2017\/06\/05\/akufo-addo-govt-didnt-ask-for-new-cars-oppong-nkrumah\/\">has denied<\/a><\/strong><\/span>.<\/p>\n<p>But the two-paragraph letter authorizing the purchase was dated December 9, 2016, whereas the transition team was <span style=\"color: #666699;\"><strong><a style=\"color: #666699;\" href=\"http:\/\/citifmonline.com\/2016\/12\/11\/mahama-officially-inaugurates-transition-team\/\">officially\u00a0<\/a><\/strong><\/span><span style=\"color: #666699;\"><b><u>inaugurated<\/u><\/b><\/span>\u00a0on December 11, 2016.<\/p>\n<p><strong>Deal authorized\u00a0by Terkper<\/strong><\/p>\n<p>The letter noted that, the deal was authorized by the outgoing Finance Minister, Seth Terkper, to take note of the decision to purchase the 43 vehicles \u201cfor necessary action accordingly.\u201d<\/p>\n<p>The letter also clearly stated that, the outgoing government had \u201cdecided to acquire some vehicles for the incoming administration\u201d.<\/p>\n<figure id=\"attachment_137100\" aria-describedby=\"caption-attachment-137100\" Mahama administration suggest the decision\u00a0to purchase the new vehicles, was made upon a request from current Finance Minister, Ken Ofori Atta, and Senior Minister, Yaw Osarfo Maafo, who played key roles in the transition and in the deal.<\/p>\n<p><strong>Gov&#8217;t denies involvement in deal<\/strong><\/p>\n<p>The Akufo-Addo administration has maintained it<span style=\"color: #666699;\"><strong><a style=\"color: #666699;\" href=\"http:\/\/citifmonline.com\/2017\/06\/05\/akufo-addo-govt-didnt-ask-for-new-cars-oppong-nkrumah\/\"> knew nothing of this deal <\/a><\/strong><\/span>to procure 43 new vehicles for the Presidency.<\/p>\n<p>A deputy Information Minister, Kojo Oppong Nkrumah, speaking on the authority of the Senior Minister, Yaw Osafo Maafo,
