{"id":250510,"date":"2016-09-22T10:19:14","date_gmt":"2016-09-22T10:19:14","guid":{"rendered":"http:\/\/citifmonline.com\/?p=250510"},"modified":"2016-09-22T10:19:14","modified_gmt":"2016-09-22T10:19:14","slug":"charlotte-shooting-state-of-emergency-amid-protests","status":"publish","type":"post","link":"https:\/\/citifmonline.com\/?p=250510","title":{"rendered":"Charlotte shooting: State of emergency amid protests"},"content":{"rendered":"<p class=\"story-body__introduction\">North Carolina&#8217;s governor has declared a state of emergency in the city of Charlotte, after violence erupted during a second night of protests over the police killing of a black man.<\/p>\n<p>Keith Lamont Scott was shot dead by a black officer on Tuesday.<\/p>\n<p>One protester remains in a critical condition after a &#8220;civilian on civilian&#8221; shooting, police said.<\/p>\n<p>Mr Scott was the third black man killed by US police in a week. Such shootings have sparked nationwide protests.<\/p>\n<p>Riot police in Charlotte used tear gas as they faced hundreds of protesters. The local police department said four officers were injured.<\/p>\n<p>Earlier North Carolina Governor Pat McCrory said he had &#8220;initiated efforts&#8221; to deploy the national guard and highway patrol to help deal with the protests.<\/p>\n<p>&#8220;Any violence directed toward our citizens or police officers or destruction of property should not be tolerated,&#8221; he said.<\/p>\n<p>The demonstrators are angry that Mr Scott, 43, was killed by police on Tuesday afternoon at a block of flats in disputed circumstances.<\/p>\n<figure class=\"media-landscape has-caption full-width\"><span class=\"image-and-copyright-container\"><img loading=\"lazy\" decoding=\"async\" class=\"responsive-image__img js-image-replace\" src=\"http:\/\/ichef-1.bbci.co.uk\/news\/624\/cpsprodpb\/12CF3\/production\/_91334077_hi035455151.jpg\" alt=\"Protests in Charlotte\" width=\"976\" height=\"549\" data-highest-encountered-width=\"624\" \/>The protest began peacefully but turned violent afterwards<\/span><\/figure>\n<p>Police were serving an arrest warrant on another person when they say they saw Mr Scott get out of a car with a handgun.<\/p>\n<p>Officers say he was repeatedly told to drop his handgun before he was shot but his family say he was reading a book, as he waited for his son to be dropped off by the school bus.<\/p>\n<p>Dash-cam footage of the incident will be viewed by Charlotte&#8217;s mayor but not released to the public &#8220;at that time&#8221;, the city said.<\/p>\n<p>It is legal to openly carry a handgun in North Carolina, but a special permit is required to carry a concealed weapon.<\/p>\n<figure class=\"media-landscape has-caption full-width\"><span class=\"image-and-copyright-container\"><img loading=\"lazy\" decoding=\"async\" class=\"responsive-image__img js-image-replace\" src=\"http:\/\/ichef.bbci.co.uk\/news\/624\/cpsprodpb\/354B\/production\/_91334631_b09472f3-c7e7-4f3f-9cc0-bdfde3bb844f.jpg\" alt=\"Police clash with protestors during demonstration in Charlotte, North Carolina, on 21 September\" width=\"976\" height=\"549\" data-highest-encountered-width=\"624\" \/>Four police officers were injured in the latest protests<\/span><\/figure>\n<p class=\"story-body__crosshead\"><strong>Bottles and fireworks<\/strong><\/p>\n<p>Governor McCrory declared the state of emergency as rioters clashed with police, breaking windows and setting small fires.<\/p>\n<p>The second night of protests had begun peacefully but the demonstration was interrupted by gunfire and a man in the crowd was injured. The city initially said he had been killed but then issued a clarification.<\/p>\n<p>Protesters then threw bottles and fireworks at the officers, who were lined up in riot gear. Police fired flash grenades and tear gas to repel the crowds.<\/p>\n<p>Several journalists were also reportedly attacked.
