{"id":164781,"date":"2015-11-05T14:05:05","date_gmt":"2015-11-05T14:05:05","guid":{"rendered":"http:\/\/4cd.e16.myftpupload.com\/?p=164781"},"modified":"2015-11-05T14:10:18","modified_gmt":"2015-11-05T14:10:18","slug":"dvla-fraud-a-g-orders-cancellation-of-foto-x-contract","status":"publish","type":"post","link":"https:\/\/citifmonline.com\/?p=164781","title":{"rendered":"DVLA fraud: A-G orders cancellation of Foto-X contract"},"content":{"rendered":"<p>The Driver and Vehicle Licensing Authority (DVLA) has been ordered by the Attorney-General\u2019s Department to abrogate its contract with Foto-X Limited.<\/p>\n<p>The DVLA in 2012, entered into a 10-year agreement with Foto-X to print drivers\u2019 licenses, but inconsistencies in the contract sum and other issues have stalled its implementation.<\/p>\n<p>The contract, fraught with inconsistencies, has been largely condemned as a looting venture, causing the state to lose huge sums of money.<\/p>\n<p>\u201c&#8230;the Attorney-General directs that the second contract mentioned above should be terminated forthwith. In addition, the Attorney-General directs that no further payment should be made out of the second contract to Foto-x Limited,\u201d the letter said.<\/p>\n<p>There have been suggestions that the immediate past CEO of the DVLA, Rudolph Beckley, may have been removed because he made efforts to expose the rot in the contract.<\/p>\n<p>The report of a probe by the Economic and Organized Crime Office (EOCO) has recommended the termination of the contract.<\/p>\n<p><strong>The letter below according to Accra-based Joy FM is a directive from the A-G\u2019s department to DVLA.<\/strong><\/p>\n<p>We have received the docket on the above case for advice. The Attorney-General, in the interim directs you as following pending our final advice on the matter. The case mentioned above is in connection with the contract for consulting services between driver, vehicle and<br \/>\nlicensing Authority (D.V.L.A) and Foto-x Limited.<\/p>\n<p>The contract was executed on 2nd August, 2012, and the contract period is ten years spanning from 2012 to 2022.<\/p>\n<p>The main purpose of the contract was for Foto-x limited to design, install, maintain and to service the system for personalizing and production of driver&#8217;s licenses (Leaner&#8217;s and Permanent) material supply and for personalization and production of permanent drivers\u2019 license.<\/p>\n<p>The above mentioned contract followed a similar one which was implemented from 2006 to 2012, a period of 6 years.<\/p>\n<p>The contract was a turn-key project in which the consultant (Foto-x limited) was to hand over the system and the equipment to DVLA to manage by itself at the end of the contract in 2012 but the consultant failed to do so.<\/p>\n<p>A complaint on the implementation of the contract was submitted to Economic and Organised Crime Office (EOCO) for Investigation, the report of which was submitted to the Attorney-General for advice,<\/p>\n<p><strong>The following issues came up for investigations:<\/strong><\/p>\n<p>(1) Wrongful collection of moneys as reimbursement for consumables which had already been factored in the contract sum of $2.772.000.<\/p>\n<p>(2) Overpayment of the contract sum of $2.772.0oo, which in cedi equivalent amounts to GH\u00a25,544.000 to the consultant.<\/p>\n<p>(3)Fraudulent contract on the basis of<\/p>\n<p>(a)Renewing the first contract which was as turn-key project<\/p>\n<p>(b)Changing the contract sum of $3,600,000 to $9,976,209.50 by the consultant without due recourse to Public procurement Act 663,(Act 2003).<\/p>\n<p><strong>The finding of Economic and Organized Crime Office are as following<\/strong><\/p>\n<p>(a)Investigations disclosed that within the contract period of six years Foto-x was paid GH\u00a220,961,785.00 instead of GH\u00a25,544,000.00 as the equivalent of the original contract sum of $2,772,00.00.<\/p>\n<p>The overpayment which was discovered was GH\u00a215,417,785.00.<\/p>\n<p>(b)The wrongful payment amounting to GH\u00a23,011,021.29 being the cost of consumables which price had already been factored in the contract sum of $2,772.00 to the consultant Foto-X.<\/p>\n<p>On the basis of the above, the Attorney-General directs that the second contract mentioned above should be terminated forthwith. In addition, the Attorney-General directs that no further payment should be made out of the second contract to Foto-x Limited.<\/p>\n<p>Signed<\/p>\n<p>K.
