From an objective point of view, what measures has the government put in place to address the equally important concerns raised by the opposition group-FSG?
Most importantly, per the mandate of the CSIR, who is the primary beneficiary of the outcome this bill; CSIR, Private seed companies, Large Scale Farmers, Multi National Comapnies (MNCs) or the smallholder farmers?
What are the trade offs in terms of social cohesion, address equality, biological diversity and genetic variability, effects on domestic markets etc?
