I believe that certain state institutions should be moved from Accra to other parts of the country. For instance, relocating GNPC to the Western Region can in the long run encourage the other operators (Tullow and co ) to do the same and help open up the Western Region (International Airport and oil related businesses.
However, this should happen within a certain strategic framework. For instance, a decentralization strategy that will help the relocation of other state institutions (Minerals Commission, Forestry Commission, etc) from Accra to regions where such resources are found in comparatively higher quantity. For instance, Volta Region may start producing oil very soon, …so should relocate GNPC again? SUCH A PLAN/STRATEGY SHOULD HELP CREATE APPROPRIATE LINKAGES (FROM OIL AND GAS) TO OTHER SECTORS OF THE ECONOMY AND FISCAL PACKAGES THAT WILL ENTICE PRIVATE FIRMS TO RELOCATE/SET UP IN THE REGION.
If the relocation is planned well, future frictions among regions can be avoided…….

1. Move GNPC to the Western Region and establish subsidiary operational offices in regions where oil will be discovered in the future or open a subsidiary office in charge of operations the Western Region in the short run whilst developing a decentralized strategy.

2. Both Ghana Gas and Petroleum Commission (to help implement the local content law effectively, health and safety issue) should be relocated to the Western Region.
3. The Oil and Gas Unit of the Environmental Protection Agency should also be move to the Western Region.
