He was in the thick of affairs when former President Dr. Limann’s budget was rejected in the third republic.
The then Members of Parliament serving during Limann’s regime exercised their parliamentary democracy and only approved decisions that put national interest above parochial interests.
They joined forces to reject the budget because they did not find it be in the national interest.
Prof. J.E.K Aggrey-Orleans, who was also a clerk of Parliament during Limann’s tenure on the Time with the Legends segment of the Citi Breakfast Show however stated that parliamentary democracy that enabled the MPs to take a firm stand is gradually fading out, adding that the current situation is a far cry from what ensued in the third Republic.
Prof. Orleans therefore emphasized the need for parliamentary democracy to be reignited in Ghana, saying “we have to build into our structure, policies which will strengthen our institutions so that it is not the Parliament that will promote the powers of the government today. They are expected to rather seek national consensus in everything they do and this … is the path of democracy-democratic governance…”
