Charles Dubin, Assembly Member for the Sebrepor Electoral Area said the incident occurred at about 1600 hours.
Mr Dubin said the mother of Ramseyer Takyi, the victim, sent his son to escort a one and a half year old boy to his mother in the neighborhood.
According to him, the one-and-a-half child who could not speak was later seen near the manhole pointing at it.
This attracted a concerned resident who led the boy to a nearby house where Takyi’s mother informed neighbours that he sent the victim to take the boy home.
Residents became alarmed and entered the manhole filled with water, with a ladder, and retrieved Takyi’s lifeless body.
Mr Dubin said the body of the victim has been deposited at the Tema General Hospital while a complaint has been lodged at the Golf City Police Station, near Tema
